CH-TRU Waste Content Codes (CH-TRUCON)

The CH-TRU Waste Content Codes (CH-TRUCON) document describes the inventory of the U.S. Department of Energy (DOE) CH-TRU waste within the transportation parameters specified by the Contact-Handled Transuranic Waste Authorized Methods for Payload Control (CH-TRAMPAC). The CH-TRAMPAC defines the allowable payload for the Transuranic Package Transporter-II (TRUPACT-II) and HalfPACT packagings. This document is a catalog of TRUPACT-II and HalfPACT authorized contents and a description of the methods utilized to demonstrate compliance with the CH-TRAMPAC. A summary of currently approved content codes by site is presented in Table 1. The CH-TRAMPAC describes "shipping categories" that are assigned to each payload container. Multiple shipping categories may be assigned to a single content code. A summary of approved content codes and corresponding shipping categories is provided in Table 2, which consists of Tables 2A, 2B, and 2C. Table 2A provides a summary of approved content codes and corresponding shipping categories for the "General Case," which reflects the assumption of a 60-day shipping period as described in the CH-TRAMPAC and Appendix 3.4 of the CH-TRU Payload Appendices. Evaluation and Characterization of Magnets and Capacitors

Advanced vehicle, fuel cell, hybrid electric vehicle (HEV), and plug in hybrid research and development is conducted by the U.S. Department of Energy (DOE) through its FreedomCAR and Vehicle Technologies (FCVT) program. The mission of this program is to develop more energy efficient and environmentally safe highway transportation technologies. Program activities include research, development, testing, technology validation, and technology transfer. These activities are done at the system and component levels. This report will discuss component level testing of prototype capacitors and magnets. As capacitor and magnet technologies mature, it is important to ascertain the limitations of these new technologies by subjecting the components to standardized tests to evaluate their capabilities. Test results will assist in the determination of their ability to provide improvements in power electronics and motor designs to meet the FCVT goals.

Spent Fuel Transportation Package Response to the Baltimore Tunnel Fire Scenario

On July 18, 2001, a freight train carrying hazardous (non-nuclear) materials derailed and caught fire while passing through the Howard Street railroad tunnel in downtown Baltimore, Maryland. The United States Nuclear Regulatory Commission (USNRC), one of the agencies responsible for ensuring the safe transportation of radioactive materials in the United States, undertook an investigation of the train derailment and fire to determine the possible regulatory implications of this particular event for the transportation of spent nuclear fuel by railroad. Shortly after the accident occurred, the USNRC met with the National Transportation Safety Board (NTSB, the U.S. agency responsible for determining the cause of transportation accidents), to discuss the details of the accident and the ensuing fire. Following these discussions, the USNRC assembled a team of experts from the National Institute of Standards and Technology (NIST), the Center for Nuclear Waste Regulatory Analyses (CNWRA), and Pacific Northwest National Laboratory (PNNL) to determine the thermal conditions that existed in the Howard Street tunnel fire and analyze the effects of this fire on various spent fuel transportation package designs. Modeling and Optimization of Direct Chill Casting to Reduce Ingot Cracking

Approximately 68% of the aluminum produced in the United States is first cast into ingots prior to further processing into sheet, plate, extrusions, or foil. The direct chill (DC) semi-continuous casting process has been the mainstay of the aluminum industry for the production of ingots due largely to its robust nature and relative simplicity. Though the basic process of DC casting is in principle straightforward, the interaction of process parameters with heat extraction, microstructural evolution, and development of solidification stresses is too complex to analyze by intuition or practical experience. One issue in DC casting is the formation of stress cracks [1-15]. In particular, the move toward larger ingot cross-sections, the use of higher casting speeds, and an ever-increasing array of mold technologies have increased industry efficiencies but have made it more difficult to predict the occurrence of stress crack defects. This report discusses the two separate FY2006 supplemental appropriations requests submitted on February 16, 2006. The first, totaling $72.4 billion, would fund ongoing military operations in Iraq and Afghanistan ($67.9 billion), non-DOD intelligence operations ($0.3 billion), State Department operations in Iraq and various foreign aid programs, including additional assistance for Iraq ($4.2 billion), and other counter-terrorism funding for other agencies ($12 million). The other supplemental would provide $19.8 billion for recovery and reconstruction activities in hurricane affected Gulf Coast areas. Thus, Congress is to consider during the early months of 2006 a combined spending proposal of $92.2 billion.

The City of Anaheim Public Utilities Department (Anaheim) has been providing electric service to Anaheim residents and businesses for over a century. As a city in a high-growth region, identifying sources of reliable energy to meet demand is a constant requirement. Additionally, as more power generation is needed, locating generating stations locally is a difficult proposition and must consider environmental and community impacts. Anaheim believes benefits can be achieved by implementing new distributed generation technologies to supplement central plants, helping keep pace with growing demand for power. If the power is clean, then it can be delivered with minimal environmental impact. Anaheim started investigating fuel cell technology in 2000 and decided a field demonstration of a fuel cell power plant would help determine how the technology can best serve Anaheim. As a result, Anaheim completed the project under this grant as a way to gain installation and operating experience about fuel cells and fuel cell capabilities. Anaheim also hopes to help others learn more about fuel cells by providing information about this project to the public. CORROSION OF LEAD SHIELDING IN MODEL 9975 PACKAGE

Experiments were performed to determine the corrosion rate of lead when exposed to off-gas or degradation products of organic materials used in the model 9975 package.[1] The experiments were completed within the framework of a parametric test matrix with variables of organic configuration, temperature, humidity and the effect of durations of exposure on the corrosion of lead in the 9975 package. The room temperature vulcanizing (RTV) sealant was the most corrosive organic species in the testing, followed by the polyvinyl acetate (PVAc) glue. The Celotex{copyright} material uniquely induced measurable corrosion only in situations with condensed water, and to a much lesser extent than the PVAc glue and RTV. The coupons exhibited faster corrosion at higher temperatures than at room temperatures. There was a particularly pronounced effect of condensed water as the coupons exposed in the cells with condensed water exhibited much higher corrosion rates. In the 9975 package, the PVAc glue was determined to be the most aggressive due to it's proximity in the design. The condition considered most representative of the package conditions is that of the coupon exposed to the Celotex{copyright}/glue organic exposed in the ambient humidity conditions. Fuel Cell Demonstration Program - Central and Remote Sites 2003

In an effort to promote clean energy projects and aid in the commercialization of new fuel cell technologies, the Long Island Power Authority (LIPA) initiated a Fuel Cell Demonstration Program in 1999 with six month deployments of Proton Exchange Membrane (PEM) non-commercial Beta model systems at partnering sites throughout Long Island. These projects facilitated significant developments in the technology, providing operating experience that allowed the manufacturer to produce fuel cells that were half the size of the Beta units and suitable for outdoor installations. In 2001, LIPA embarked on a large-scale effort to identify and develop measures that could improve the reliability and performance of future fuel cell technologies for electric utility applications and the concept to establish a fuel cell farm (Farm) of 75 units was developed. By the end of October of 2001, 75 Lorax 2.0 fuel cells had been installed at the West Babylon substation on Long Island, making it the first fuel cell demonstration of its kind and size anywhere in the world at the time. Perrhenate and Pertechnetate Behavior on Iron and Sulfur-Bearing Compounds.

Investigations on the behavior of the radioactive element technetium frequently use a stable isotope of rhenium as an analogue. This is justified by citing the elements similar radii and major oxidation states of +7 and +4. However, at least one study [1] has shown this analogy to be imperfect. Therefore, one goal of our study is to compare the adsorption behavior of perrhenate and pertechnetate (the major forms of Re and Tc in natural waters) on a number of different mineral surfaces. Quantum mechanical calculations were performed on the adsorption of these two anions on a series of iron oxides and sulfides. With these calculations, we gain insight into any differences between the anions adsorption behavior, including geometry, adsorption energies, and electronic structure such as density of states and orbital shapes and energies at the adsorption site. Differences between interactions on terraces and step edges, the effects of co-adsorbates such as Na{sup +} or H{sup +}, and possible reduction mechanisms are also explored. The influence of water was calculated using homogeneous dielectric fluids and explicit water molecules. An Integrated Approach to Modeling and Mitigating SOFC Failure

The specific objectives of this project were: (1) To develop and demonstrate the feasibility of an integrated predictive computer-based tool for fuel cell design and reliability/durability analysis, (2) To generate new scientific and engineering knowledge to better enable SECA Industry Teams to develop reliable, low-cost solid-oxide fuel cell power generation systems, (3) To create technology breakthroughs to address technical risks and barriers that currently limit achievement of the SECA performance and cost goals for solidoxide fuel cell systems, and (4) To transfer new science and technology developed in the project to the SECA Industry Teams. Through this three-year project, the Georgia Tech's team has demonstrated the feasibility of the solution proposed and the merits of the scientific path of inquiry, and has developed the technology to a sufficient level such that it can be utilized by the SECA Industry Teams. This report summarizes the project's results and achievements.
