NATO Applicant States: A Status Report

On March 12, 1999, Poland, the Czech Republic, and Hungary formally became members of the North Atlantic Treaty Organization; nine additional central and eastern European nations have applied to join the alliance: Albania, Bulgaria, Estonia, Latvia, Lithuania, Macedonia, Romania, Slovakia, and Slovenia. There arc several general guidelines for evaluating nations seeking NATO membership; however, these guidelines are not a checklist that, when completed, would automatically guarantee membership. NATO members decide on the basis of consensus whether the admission of a state will serve the interests of the Alliance and promote European security and stability. This report, which was compiled from memoranda prepared in January 1999 at the request of Senator William Roth, contains brief assessments of the NATO applicants' qualifications, compared to those of the three new members, The report was updated in February 2000. The report will be updated as necessary.

Constant or repeated exposure to sounds of 90 decibels or higher can lead to hearing loss, and noise exposure is responsible for hearing impairment in about 10 million people in the United States. To limit the public's exposure to potentially harmful sound levels, the federal government sets and enforces uniform noise control standards for aircraft and airports, interstate motor carriers and railroads, workplace activities, medium and heavy-duty trucks, motorcycles and mopeds, portable air compressors, and federally assisted housing projects located in noise exposed areas.

Food Safety Issues in the 106th Congress

The Centers for Disease Control and Prevention (CDC) released in September new estimates showing that each year in the United States 76 million people get sick, 325,000 are hospitalized, and 5,000 die from food-related illnesses. Food-borne illness is a serious public health problem. Often, people do not seek medical help and their illness is not officially reported. Yet, consumers have become aware of the serious consequences of illnesses linked to a growing variety of foods, produced domestically or imported. Consumers want the government to regulate the food supply, and industry is interested in producing foods that are safe at a reasonable price. As a result there is congressional interest in oversight and legislation in this area.

Most-Favored-Nation (Normal-Trade-Relations) Policy of the United States

Legislation was enacted in 1998 to replace in U.S. statutes the misleading term "most-favored-nation" with "normal trade relations" or another appropriate term. The United States accords general most- favored-nation (nondiscriminatory) treatment as a matter of statutory policy to all trading partners except those whose MFN tariff status has been suspended by specific legislation. Virtually all such suspensions have been carried out under the mandate of the Trade Agreements Extension Act of 1951.

Stability and transport in compact quasi-axisymmetric stellarators

The potential performance and flexibility of a compact, quasi-axisymmetric (QAS) stellarator design, has been addressed by studying the effects of varied pressure and rotational transform profiles on the global, ideal magnetohydrodynamic (MHD) stability and the energetic particle transport. The CAS3D and TERPSICHORE code packages were used in the MHD studies while the ORBITMN/ORBIT3D code package was used for the transport simulations of the three field period QAS. To assess robust performance in a medium-size experiment, the VMEC code was used to obtain magnetic flux surfaces for 30 equilibria near the design point, while keeping the boundary shape and the average beta fixed at 3.8%. The plasma equilibria obtained were designated P0X/I0Y as follows: P00/I00 was the baseline configuration. P01, P02 and P03 were defined so that P01 was similar to P00, P02 was more peaked than P01, while P03 was broader than P01. P04 was a very broad, parabolic pressure profile and P05 was the pressure profile used in helias reactor studies based on the W7-X design. Stabilization of tokamak plasma by lithium streams

The stabilization theory of free-boundary magnetohydrodynamic instabilities in tokamaks by liquid lithium streams driven by magnetic propulsion is formulated. While the conventional, wall-locked, resistive wall mode can be well suppressed by the flow, a new, stream-locked mode determines the limits of the flow stabilization.

Drift waves in stellarator geometry (open access)

Drift waves in stellarator geometry

Drift waves are investigated in a real three-dimensional stellarator geometry. A linear system, based on the cold ion fluid model and a ballooning mode formalism, is solved numerically in the geometry of the stellarator H1-NF. The spectra of stable and unstable modes, as well as localization, are discussed. The dependence of the spectrum of the unstable modes on the wavevector, plasma density variation, and the location in the plasma is presented.

Energy consumption and expenditure projections by population group on the basis of the annual energy outlook 1999 forecast

This report presents an analysis of the relative impact of the base-case scenario used in Annual Energy Outlook 1999 on different population groups. Projections of energy consumption and expenditures, as well as energy expenditure as a share of income, from 1996 to 2020 are given. The projected consumption of electricty, natural gas, distillate fuel, and liquefied petroleum gas during this period is also reported for each population group. In addition, this report compares the findings of the Annual Energy Outlook 1999 report with the 1998 report. Changes in certain indicators and information affect energy use forecasts, and these effects are analyzed and discussed.

Correlation of producing Fruitland Formation coals within the western outcrop and coalbed methane leakage on the Southern Ute Reservation

The Colorado Geological Survey and Southern Ute Indian Tribe proposed to determine the cause of several gas seeps which are occurring on the western outcrop of the coalbed methane producing Fruitland Formation on the Southern Ute Indian Reservation. Correlation between outcrop coals and subsurface coals was necessary to determine seep source in the northern part of the study area. Subsurface studies include structure and net coal isopach maps, stratigraphy was cross-sections, production maps, and a production database. Detailed coal stratigraphy was correlated through production wells near the outcrop region. These maps and cross-sections were correlated to new surface outcrop maps generated by the Colorado, Geological Survey and the Southern Ute Division of Energy Resources. Methane gas seepage has been noted historically within the study area. The total investigation may help determine if gas seepage is natural, a result of coalbed methane development, or some combination of the above.

IAEA Theory Summary 1998 IAEA Meeting, Yokohama, Japan - Oct. 17--24, 1998

This is a summary of the advances in magnetic fusion energy theory research presented at the 17th International Atomic Energy Agency Fusion Energy Conference from 17--24 October, 1998 in Yokohama, Japan. Theory and simulation results from this conference provided encouraging evidence of significant progress in understanding the physics of thermonuclear plasmas. Indeed, the grand challenge for this field is to acquire the basic understanding that can readily enable the innovations which would make fusion energy practical. In this sense, as depicted in Fig. 1, research in fusion energy is increasingly able to be categorized as fitting well the ''Pasteur's Quadrant'' paradigm, where the research strongly couples basic science (''Bohr's Quadrant'') to technological impact (''Edison's Quadrant''). As supported by some of the work presented at this conference, this trend will be further enhanced by advanced simulations. Eventually, realistic three-dimensional modeling capabilities, when properly combined with rapid and complete data interpretation of results from both experiments and simulations, can contribute to a greatly enhanced cycle of understanding and innovation. Plasma science theory and simulation have provided reliable foundations for this improved modeling capability, and the exciting advances in high-performance computational resources have further accelerated progress.

Reservoir characterization and performance predictions for the E.N. Woods lease

The task of this work was to evaluate the past performance of the E.N. WOODS Unit and to forecast its future economic performance by taking into consideration the geology, petrophysics and production history of the reservoir. The Decline Curve Analysis feature of the Appraisal of Petroleum Properties including Taxation Systems (EDAPT) software along with the Production Management Systems (PMS) software were used to evaluate the original volume of hydrocarbon in place and estimate the reserve. The Black Oil Simulator (BOAST II) was then used to model the waterflooding operation and estimate the incremental oil production attributable to the water injection. BOAST II was also used to predict future performance of the reservoir.

APD detector electronics for the NSTX Thomson scattering system

An electronics system has been installed and tested for the readout of APD detectors for the NSTX Thomson scattering system. Similar to previous designs, it features preamps with a fast and a slow output. The fast output uses pulse shaping to optimize sensitivity for the 8 nsec scattered light pulse while rejecting noise in the intrinsic plasma background. A low readout noise of {approximately}25 photoelectrons is achieved at an APD gain of 75. The design incorporates a number of features to provide flexibility for various modes of calibration.

Energetic Ion Loss Diagnostic for the Wendelstein 7-AS Stellarator

A diagnostic to measure the loss of energetic ions from the Wendelstein 7-AS (W7-AS) stellarator has been built. It is capable of measuring losses of both neutral beam ions and energetic ions arising from ion cyclotron resonant heating. The probe can measure losses of both clockwise and counterclockwise-going energetic ions simultaneously, and accepts a wide range of pitch angles in both directions. Initial measurements by the diagnostic are reported.

Variable operation of Hall thruster with multiple segmented electrodes

Variable plasma jet velocity with low beam divergence over a range of mass flow rates can be achieved through segmented electrode operation of Hall plasma accelerator. With the use of just a cathode side electrode at the cathode potential, the beam divergence can be decreased substantially, at some cost in efficiency. However, the additional use of an anode side electrode retains the same reduced plume divergence, but at efficiencies comparable to the non-segmented operation. The high efficiency persists also when the anode side electrode is biased at an intermediate potential, thus producing two-stage Hall accelerator operation.

Application of advanced reservoir characterization, simulation, and production optimization strategies to maximize recovery in slope and basin clastic reservoirs, West Texas (Delaware Basin), Class III

The objective of this Class 3 project was demonstrate that detailed reservoir characterization of slope and basin clastic reservoirs in sandstone's of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico is a cost effective way to recover a higher percentage of the original oil in place through strategic placement of infill wells and geologically based field development. Project objectives are divided into two main phases. The original objectives of the reservoir-characterization phase of the project were (1) to provide a detailed understanding of the architecture and heterogeneity of two representative fields of the Delaware Mountain Group, Geraldine Ford and Ford West, which produce from the Bell Canyon and Cherry Canyon Formations, respectively, (2) to chose a demonstration area in one of the fields, and (3) to simulate a CO{sub 2} flood in the demonstration area.
