Employment and Training Program Grants: Evaluating Impact and Enhancing Monitoring Would Improve Accountability

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, Labor has spent nearly $900 million on three workforce employment and training grant initiatives: High Growth Job Training Initiative (High Growth), Community-Based Job Training Initiative (Community Based), and the Workforce Innovation in Regional Economic Development (WIRED). GAO was asked to examine (1) the intent of the grant initiatives and the extent to which Labor will be able to assess their effects, (2) the extent to which the process used competition, was adequately documented, and included key players, and (3) what Labor is doing to monitor individual grantee compliance with grant requirements. To answer these questions, GAO obtained from Labor a list of grants for fiscal years 2001 through 2007, and reviewed relevant laws and Labor's internal grant award procedures. GAO interviewed grantees, and state and local workforce officials in seven states where grantees were located, Labor officials, and subject matter experts."

Human Capital: Corps of Engineers Needs to Update Its Workforce Planning Process to More Effectively Address Its Current and Future Workforce Needs

A letter report issued by the Government Accountability Office with an abstract that begins "With a workforce of about 35,000, the U.S. Army Corps of Engineers (the Corps) provides engineering services for civil works and military programs in the United States and overseas. Recently, the Corps' focus has shifted to also support contingency operations, such as responding to natural disasters. To meet its mission and emerging priorities, the Corps must have effective human capital planning processes to ensure that it can maintain its workforce. In this context, GAO was asked to examine the (1) extent to which the Corps has aligned its human capital plan with its strategic plan, (2) extent to which the Corps has the information necessary to identify and meet current and future workforce needs, and (3) challenges the Corps faces in meeting its workforce needs. To address these issues, GAO reviewed agency human capital and strategic planning documents, conducted structured interviews with eight Corps divisions and a purposeful sample of 14 of its districts, and interviewed other Corps officials."

Lobbying Regulations on Non-Profit Organizations

Public charities, religious groups, social welfare organizations, and other nonprofit organizations which are exempt from federal income taxation are not generally prohibited from engaging in all lobbying or public policy advocacy activities merely because of their tax-exempt status. There may, however, be some lobbying limitations on certain organizations, depending. This report discusses this issue at length, including related legislation, relevant passages in the Internal Revenue Code, and other regulatory information.

Final Technical Report on STTR Project DE-FG02-04ER86191 Hydrogen Cryostat for Muon Beam Cooling (open access)

Final Technical Report on STTR Project DE-FG02-04ER86191 Hydrogen Cryostat for Muon Beam Cooling

The project was to develop cryostat designs that could be used for muon beam cooling channels where hydrogen would circulate through refrigerators and the beam-cooling channel to simultaneously refrigerate 1) high-temperature-superconductor (HTS) magnet coils, 2) cold copper RF cavities, and 3) the hydrogen that is heated by the muon beam. In an application where a large amount of hydrogen is naturally present because it is the optimum ionization cooling material, it was reasonable to explore its use with HTS magnets and cold, but not superconducting, RF cavities. In this project we developed computer programs for simulations and analysis and conducted experimental programs to examine the parameters and technological limitations of the materials and designs of Helical Cooling Channel (HCC) components (magnet conductor, RF cavities, absorber windows, heat transport, energy absorber, and refrigerant). The project showed that although a hydrogen cryostat is not the optimum solution for muon ionization cooling channels, the studies of the cooling channel components that define the cryostat requirements led to fundamental advances. In particular, two new lines of promising development were opened up, regarding very high field HTS magnets and the HS concept, that have led to new proposals and funded projects.

Additional Standard Tax Deduction for the Blind: A Description and Assessment

This report covers the history, reasoning, and current policy that surrounds tax deductions for the blind. Moreover, the report highlights the current policy (as of May 7th 2008) as one that recognizes the higher cost of living for a blind person because many blind taxpayers have low incomes. However, the report points out that because of this many of them have access to an additional deduction for being in a lower income bracket.

Calculating Estate Tax Liability: 2001 to 2011 and Beyond (open access)

Calculating Estate Tax Liability: 2001 to 2011 and Beyond

This report provides a basic explanation of how to calculate the federal estate tax liability for a taxable estate of any given size, using the schedule of graduated marginal tax rates and the applicable exclusion amount or the applicable credit amount for the year of death. The “applicable exclusion amount” is the amount of any decedent’s taxable estate that is free from tax. It is known informally as the estate tax “exemption.” The “applicable credit amount” or “unified credit” is the corresponding tax credit. It is equal to the tax that would be due on a taxable estate that is the size of the applicable exclusion amount.

The Kurds in Post-Saddam Iraq

The Kurdish-inhabited region of northern Iraq is relatively peaceful and prospering economically, but the Iraqi Kurds' political autonomy and political strength in post-Saddam Iraq is causing backlash in Arab Iraq, Turkey, and Iran. The Iraqi Kurds' ties to the United States and the U.S. drive to stabilize Iraq are increasingly less likely to help the Kurds to parry these challenges.
