Climate Change: Trends in Greenhouse Gas Emissions and Emissions Intensity in the United States and Other High-Emitting Nations

Correspondence issued by the General Accounting Office with an abstract that begins "In February 2002, the President reaffirmed a previous U.S. commitment to stabilize atmospheric concentrations of carbon dioxide and other greenhouse gases at a level designed to prevent dangerous human interference with the earth's climate. At the same time, he announced a Global Climate Change Initiative to reduce the rate of increase of greenhouse gas emissions in the United States between 2002 and 2012. Specifically, he established the goal of reducing the "emissions intensity" of the U.S. economy by 18 percent, a reduction 4 percentage points greater than would be expected absent any new policy. Congress asked us to describe how U.S. emissions and emissions intensity compare to the world's other highest emitters. Specifically, this report focuses on (1) how greenhouse gas emissions and the emissions intensity of the United States and the nine nations with the next-highest emissions changed from 1980 to 2000, (2) how such emissions and the emissions intensities of the same nations are expected to change between 2001 and 2025, and (3) how meeting the administration's goal of reducing emissions intensity by 18 percent would affect cumulative U.S. emissions between 2002 and 2012."

VA Health Care: VA Uses Medical Injury Tort Claims Data to Assess Veterans' Care, but Should Take Action to Ensure That These Data Are Complete

Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Veterans Affairs (VA) operates one of the largest health care delivery systems in the nation--providing health care services to more than 5 million veterans each year in over 1,000 facilities. These health care services are delivered by physicians, nurses, and other types of practitioners and range from routine examinations to complex surgical procedures. As in any health care setting, veterans receiving health care services at VA facilities may be at risk of incurring medical injury as a result of substandard care. Recent incidents have heightened concern about the quality of care provided to veterans by VA facilities. For example, in 2010 we reported that one VA facility discovered in 2009 that medical equipment had been improperly cleaned, thus posing safety risks to 2,526 veterans. In the event that an injury occurs as a result of care rendered by a VA practitioner, a veteran alleging medical malpractice may seek compensation by filing a tort claim with one of VA's 22 regional counsel offices. National Assessment of Educational Progress Exclusion Rates for Students with Disabilities

Correspondence issued by the Government Accountability Office with an abstract that begins "In July 2005, we issued a report entitled No Child Left Behind Act: Most Students with Disabilities Participated in Statewide Assessments, but Inclusion Options Could Be Improved (GAO-05-618) in response to a Congressional request for information about inclusion of students with disabilities in the statewide assessments. We found that most states were including these students in the assessments. In addition, we reviewed the National Assessment of Education Progress (NAEP) data to determine the extent to which students with disabilities were included in this assessment. Also called "The Nation's Report Card," the NAEP has been used to track trends in student achievement over time or to compare student performance in a particular state with the national average. With the assistance of Department of Education (Education) officials, we interpreted that in 2002 five percent of students with disabilities were excluded from the NAEP reading assessment."

401(k) Plans: Several Factors Can Diminish Retirement Savings, but Automatic Enrollment Shows Promise for Increasing Participation and Savings

Testimony issued by the Government Accountability Office with an abstract that begins "Over the past 25 years, the number of defined benefit (DB) plans has declined while the number of defined contribution (DC) plans has increased. Today, DC plans are the dominant type of employer-sponsored retirement plans, with more than 49 million U.S. workers participating in them. 401(k) plans currently cover over 85 percent of active DC plan participants and are the fastest growing type of employer-sponsored pension plan. Given these shifts in pension coverage, workers are increasingly relying on 401(k) plans for their pension income. Recently, policy makers have focused attention on the ability of 401(k) plans to provide participants with adequate retirement income and the challenges that arise as 401(k) plans become the predominant retirement savings plan for employees. As a result, GAO was asked to report on (1) challenges to building and maintaining of savings in 401(k) plans, and (2) recent measures to improve 401(k) participation and savings levels."

DEFENSE ACQUISITIONS: Additional Guidance Needed to Improve Visibility into the Structure and Management of Major Weapon System Subcontracts

Correspondence issued by the Government Accountability Office with an abstract that begins "According to some Department of Defense (DOD) and industry experts, consolidation of the defense industry along with a shift in prime-contractor business models has resulted in prime contractors subcontracting more work on the production of weapon systems and concentrating instead on systems integration. Based on some estimates, 60 to 70 percent of work on defense contracts is now done by subcontractors, with certain industries aiming to outsource up to 80 percent of the work. At the same time, there is evidence that subcontractor performance may contribute to cost and schedule delays on weapon system programs. Congress has raised questions about the extent to which primes are awarding subcontracts competitively and about the government's insight into the process prime contractors use for determining what work to make in-house and what work should be bought from subcontractors (make-or-buy decisions). In the 2009 Weapon Systems Acquisition Reform Act (WSARA), Congress directed DOD, as part of efforts to improve competition throughout the life cycle of major defense programs, to ensure that contractors' make-or-buy decisions are fair and objective.
