Guam: U.S. Defense Deployments
The United States military has been building up forces on the U.S. territory of Guam to increase deterrence and power projection for possible responses to crises and disasters, counter-terrorism, and contingencies in support of South Korea, Japan, the Philippines, Taiwan, or elsewhere in Asia. But the defense buildup on Guam is moderate. China has concerns about the defense buildup. Guam's role has increased with plans to withdraw some U.S. forces from Japan and South Korea. This report describes in brief detail the various cooperative efforts, including financial efforts, undertaken by the U.S. and the above nations.

Current Status and Reclamation Plan of Former Uranium Mining and Milling Facilities at Ningyo-Toge in Japan
The Japan Nuclear Cycle Development Institute (JNC) conducted research and development projects on uranium exploration in Japan from 1956 to 1987. Several mine facilities, such as waste rock yards and a mill tailing pond, were retained around Ningyo-toge after the projects ended. Although there is no legal issue in the mine in accordance with related law and agreements at present, JNC has a notion that it is important to reduce the burden of waste management on future generations. Thus, the Ningyo-toge Environmental Engineering Center of JNC proposed a reclamation plan for these facilities with fundamental policy, an example of safety analysis and timetables. The plan has mainly three phases: Phase I is the planning stage, and this paper corresponds to this: Phase II is the stage to perform various tests for safety analysis and site designing: Phase III is the stage to accomplish measures. Preliminarily safety analyses suggested that our supposed cover designs for both waste rock and m ill tailing are enough to keep dose limit of 1mSv/y at site boundaries. The plan is primarily based on the Japanese Mine Safety Law, also refers to ICRP recommendations, IAEA reports, measures implemented overseas, etc. because this is the first case …

A Quarter Century of Nuclear Waste Management in Japan
This paper is entitled ''A QUARTER CENTURY OF NUCLEAR WASTE MANAGEMENT IN JAPAN''. Since the first statement on the strategy for radioactive waste management in Japan was made by the Atomic Energy Commission (AEC) in 1976, a quarter century has passed, in which much experience has been accumulated both in technical and social domains. This paper looks back in this 25-year history of radioactive waste management in Japan by highlighting activities related to high-level radioactive waste (HLW) disposal.

Japan's Nuclear Future: Policy Debate, Prospects, and U.S. Interests
This paper examines the prospects for Japan pursuing a nuclear weapons capability by assessing the existing technical infrastructure of its extensive civilian nuclear energy program. It explores the range of challenges that Japan would have to overcome to transform its current program into a military program. In addition, a range of legal and political restraints on Japan's development of nuclear weapons, including averse public and elite opinion, restrictive domestic laws and practices, and the negative diplomatic consequences of abandoning its traditional approach is analyzed.

The Changing U.S.-Japan Alliance: Implications for U.S. Interests
This report examines policy changes that have driven actual and proposed shifts in the alliance between the U.S. and Japan. Key features of the proposals include a reduction in the number of U.S. Marines in Japan, the relocation of a controversial Marine air base in Okinawa, expanded cooperation in training and intelligence sharing, and command structure changes. The report concludes with a number of potential options for U.S. policymakers to protect U.S. security interests in the Asia Pacific. Those options include further bolstering Japan’s military, reducing the U.S military presence in the region, encouraging Japan to focus on international peacekeeping and reconstruction operations, developing trilateral defense cooperation, and creating a security forum in northeast Asia.

Potential F-22 Raptor Export to Japan

Interview with Elliott Ross who joined the U.S. Navy during World War II. He discusses being a landing craft coxswain carrying troops and supplies from ships to the shore in seven invasions: Guam, Leyte, Luzon, Santacristo, Iwo Jima, Okinawa and as an occupation force in Japan after the surrender. He talks mostly about Guam, Leyte, Luzon, Iwo Jima, Okinawa and Japan, but also mentions burials at sea and on the beachs, seeing his brother's ship get hit by torpedoes, and the emotional toll of the war.

Interview with Carl Peltier, a U. S Marine during World War II. He begins by discussing his reaction to the attack on Pearl Harbor. He then joined the Marines when he was old enough. He trained in San Diego before shipping out to Hawaii where he joined the 2nd Marine Division. Further training included heavy weapons and mortars. Later, he landed on Saipan and describes his small arms and rations. He witnessed General Simon Buckner getting killed on Okinawa. He was later wounded on Okinawa. After the war ended, Peltier served in the Pentagon during the Korean War.

Interview with Cleatus A. LeBow, a serviceman in the U. S. Navy during World War II. LeBow joined the navy in 1943 and went from Lubbock, Texas to San Diego for recruit training. He shipped out to Pearl Harbor aboard an LST from San Francisco. At Pearl Harbor, he was assigned to a work detail aboard the USS Oklahoma, which had just been righted. Shortly thereafter, he boarded the USS Indianapolis to serve as a range finder operator on one of the gun turrets. Upon leaving Hawaii, the Indianapolis went to Tarawa and then the Marshall Islands. LeBow witnessed Japanese civilian suicides on Saipan. He also witnessed the flag-raising on Iwo Jima from his range finder position aboard the ship. LeBow describes being hit by a kamikaze off Okinawa. He also discusses delivering atomic bomb components to Tinian and being torpedoed on the way to the Philippines. He describes abandoning the ship and spending five days in the water, including his faith in God, hallucinations, rescue, and his recovery.

Interview with Lowell Dean Cox, a serviceman in the U. S. Navy during World War II. He discusses joining the Navy and serving aboard the USS Indianapolis (CA-35). He was on board when the cruiser was attacked by a Japanese submarine and survived for five days in the water before being rescued.

Oral History Interview with Jerell E. Crow, August 24, 2002
Interview with Jerell E. Crow. He entered the Coast Guard in 1940 and trained in Florida and New York City. He served aboard a Landing Ship, Tank (LST) when those ships were first introduced. He traveled to Pittsburgh, Pennsylvania to the Neville Island Shipyard operated by the Dravo Corporation as part of a crew that brought an LST down the Mississippi River to New Orleans. From there, the crew practiced operations at Biloxi, Mississippi. Eventually, Crow travelled to San Diego aboard the LST through the Panama Canal. From there, he went to Guadalcanal and unloaded tanks. Eventually, his ship was hit at Saipan and he was wounded. He also served aboard an LST during the invasions of Iwo Jima and Okinawa. Afterwards, Crow's LST was present in Tokyo Bay for the surrender. He visited Hiroshima while on occupation duty after the atomic bomb was dropped. Eventually, his LST made its way back to San Francisco where he was discharged.
