Amongst the cars in the photo's foreground are a few people standing next to vars or crossing the street. One car's passenger door is opened by a still-seated occupant. Beyond the cars, on the lawn surrounding the courthouse, a large group of people have gathered. Some stand under the shade of trees while others stand behind a wooden fence adorned with signs advertising "Crouch Realty Co.", Locust St. Grill", and "Downtown Video". The domed corners of the courthouse and it multi-domed clocktower rise above the trees surrounding the building's base. In the right side of the photo, a line of shopfronts sits facing a street that runs alongside the courthouse.

Trees planted in the courthouse's lawn provide shade for the majority of the crowd. In the background behind the performers and occupied lawn is a line of shops including "McBride music & pawn". One shop has the American and Mexican flags flying atop small poles in front of it.
