Congressional Member Organizations: Their Purpose and Activities, History, and Formation

This report examines the purpose and activities of Committee on House Administration as congressional Member organizations (CMO) and the reasons Members form them. It also identifies and describes seven CMO types, and it provides an overview of the historical development of informal Member organizations since the first Congress, focusing on their regulation in the House by the Committee on House Oversight/Committee on House Administration, the rise and fall of legislative service organizations (LSOs), and the House's decision in 1995 to issue regulations for establishing CMOs and governing their behavior. It concludes with a step-by-step guide for House Members and staff who might be interested in forming a CMO.

A first high pressure test was completed: 293 hr at 267 bar and 670{degrees}C; A parallel 1 bar test was done for comparison; Mass gains were higher for all alloys at 267 bar than at 1 bar; Longer term exposures, over a range of temperatures and pressures, are planned to provide information as to the commercial implications of pressure effects; The planned tests are at a higher combination of temperatures and pressures than in the existing literature. A comparison was made with longer-term literature data: The short term exposures are largely consistent with the longer-term corrosion literature; Ferritic steels--no consistent pressure effect; Austenitic steels--fine grain alloys less able to maintain protective chromia scale as pressure increases; Ni-base alloys--more mass gains above 105 bar than below. Not based on many data points.

Final Report for Integrated Multiscale Modeling of Molecular Computing Devices

In collaboration with researchers at Vanderbilt University, North Carolina State University, Princeton and Oakridge National Laboratory we developed multiscale modeling and simulation methods capable of modeling the synthesis, assembly, and operation of molecular electronics devices. Our role in this project included the development of coarse-grained molecular and mesoscale models and simulation methods capable of simulating the assembly of millions of organic conducting molecules and other molecular components into nanowires, crossbars, and other organized patterns.

Oral History Interview with Thomas Baye, August 28, 2013

The National Museum of the Pacific War presents an oral interview with Thomas M. Baye. Baye was born on 24 October 1924 in Omaha, Nebraska. He was drafted into the Army in July 1943. Following basic training at Camp Roberts and Fort Ord in California, he was sent to Hawaii. In December 1943 he was assigned to the 27th Division, C Company, 1st Battalion, 165th Regiment. After more training, including landings on the beach in an LVT launched from an LST, his unit went to Saipan. They went ashore on 16 June 1944. They saw heavy combat, although as a radio operator, Baye had few chances to shoot his rifle. In August, the 27th went to Espiritu Santo in the New Hebrides for R and R. In April 1945 they landed on Okinawa. In September 1945, following the surrender of Japan, the 27th was sent to Japan as occupiers. In December, Baye returned to the United States. After brief stays at Fort Lewis in Washington and Fort Carson in Colorado, he was released from the service in January 1946.

Radiation Chemistry of Advanced TALSPEAK Flowsheet

This report summarizes the results of initial experiments designed to understand the radiation chemistry of an Advanced TALSPEAK process for separating trivalent lanthanides form the actinides. Biphasic aerated samples were irradiated and then analyzed for post-irradiation constituent concentrations and solvent extraction distribution ratios. The effects of irradiation on the TALSPEAK and Advanced TALSPEAK solvents were similar, with very little degradation of the organic phase extractant. Decomposition products were detected, with a major product in common for both solvents. This product may be responsible for the slight increase in distribution ratios for Eu and Am with absorbed dose, however; separation factors were not greatly affected.

Efforts to Consolidate Chalcogels with Adsorbed Iodine

This document discusses ongoing work with non-oxide aerogels, called chalcogels, that are under development at the Pacific Northwest National Laboratory as sorbents for gaseous iodine. Work was conducted in fiscal year 2012 to demonstrate the feasibility of converting Sn2S3 chalcogel without iodine into a glass. This current document summarizes the work conducted in fiscal year 2013 to assess the consolidation potential of non-oxide aerogels with adsorbed iodine. The Sn2S3 and Sb13.5Sn5S20 chalcogels were selected for study. The first step in the process for these experiments was to load them with iodine (I2). The I2 uptake was ~68 mass% for Sn2S3 and ~50 mass% for Sb13.5Sn5S20 chalcogels. X-ray diffraction (XRD) of both sets of sorbents showed that metal-iodide complexes were formed during adsorption, i.e., SnI4 for Sn2S3 and SbI3 for Sb13.5Sn5S20. Additionally, metal-sulfide-iodide complexes were formed, i.e., SnSI for Sn2S3 and SbSI for Sb13.5Sn5S20. No XRD evidence for unreacted iodine was found in any of these samples. Once the chalcogels had reached maximum adsorption, the consolidation potential was assessed. Here, the sorbents were heated for consolidation in vacuum-sealed quartz vessels.
