Stress-Assisted Corrosion in Boiler Tubes
A number of industrial boilers, including in the pulp and paper industry, needed to replace their lower furnace tubes or decommission many recovery boilers due to stress-assisted corrosion (SAC) on the waterside of boiler tubes. More than half of the power and recovery boilers that have been inspected reveal SAC damage, which portends significant energy and economic impacts. The goal of this project was to clarify the mechanism of stress-assisted corrosion (SAC) of boiler tubes for the purpose of determining key parameters in its mitigation and control. To accomplish this in-situ strain measurements on boiler tubes were made. Boiler water environment was simulated in the laboratory and effects of water chemistry on SAC initiation and growth were evaluated in terms of industrial operations. Results from this project have shown that the dissolved oxygen is single most important factor in SAC initiation on carbon steel samples. Control of dissolved oxygen can be used to mitigate SAC in industrial boilers. Results have also shown that sharp corrosion fatigue and bulbous SAC cracks have similar mechanism but the morphology is different due to availability of oxygen during boiler shutdown conditions. Results are described in the final technical report.

Conventional Warheads for Long-Range Ballistic Missiles: Background and Issues for Congress
The United States has deployed long-range ballistic missiles as a part of its strategic offensive nuclear forces for more than 40 years. In recent years, analysts both inside and outside the government have suggested that the United States deploy conventional warheads on these missiles. This would provide the United States with the ability to strike promptly anywhere in the world, regardless of the presence of overseas bases or nearby naval forces. Many have expressed concerns about the possibility that other nations, such as Russia or China might misinterpret the launch of a conventionally-armed ballistic missile and conclude that they are under attack with nuclear weapons.

U.S. Nuclear Cooperation with India: Issues for Congress
On July 18, 2005, President Bush announced he would "work to achieve full civil nuclear energy cooperation with India" and would "also seek agreement from Congress to adjust U.S. laws and policies," in the context of a broader, global partnership with India to promote stability, democracy, prosperity and peace. Administration officials have promoted nuclear cooperation with India as a way to reduce India's carbon dioxide emissions and its dependence on oil, bring India into the "nonproliferation mainstream" and create jobs for U.S. industry. Nonproliferation experts have suggested that potential costs to U.S. and global nonproliferation policy of nuclear cooperation with India may far exceed the benefits.

Syria: U.S. Relations and Bilateral Issues
An array of bilateral issues continue to affect relations between the United States and Syria: the course of Arab-Israeli talks; questions of arms proliferation; Syrian connections with terrorist activity; Syria's role in Lebanon; and Syria's opposition to the U.S. occupation in Iraq. A variety of U.S. legislative provisions and executive directives prohibit direct aid to Syria and restrict bilateral trade relations between the two countries, due largely to Syria's designation by the U.S. State Department as a sponsor of international terrorism. This report outlines in detail U.S.-Syrian relations, including discussion of the assassination of former Lebanese Prime Minister Rafiq Hariri, the outbreak of Hezballah-related violence, and related legislation.

Secret Sessions of Congress: A Brief Historical Overview
"Secret" or "closed door" sessions of the House of Representatives and Seante are held periodically to discuss business, including impeachment deliberations, deemed to require confidentiality and secrecy. Authority for the two chambers to hold these sessions is implied by Article I, Section 5, of the Constitution. National Security is the principal reason for such sessions in recent years. AIDS in Africa
Sub-Saharan Africa ("Africa" hereafter) has been more severely affected by AIDS than any other part of the world. Experts attribute the severity of Africa's AIDS epidemic to the region's poverty, women's relative lack of empowerment, high rates of male worker migration, and other factors. Health systems there are ill-equipped; AIDS' severe social and economic consequences are depriving Africa of skilled workers and teachers, and reducing life expectancy by decades in some countries. This report explains the AIDS crisis and surrounding issues in detail, as well as U.S. and international efforts to provide general and economic aid. Relevant U.S. legislation is also outlined.

Sudan: Humanitarian Crisis, Peace Talks, Terrorism, and U.S. Policy
Sudan has been ravaged by civil war intermittently for four decades. An estimated 2 million people have died over the past two decades due to war-related causes and famine, and millions have been displaced from their homes. The ongoing crisis in Darfur in western Sudan has led to a major humanitarian disaster, with an estimated 1.9 million people displaced and more than 213,000 people forced into neighboring Chad. This report outlines the Darfur crisis as well as the current political climate of Sudan overall, as well as international efforts to send economic aid and peacekeeping forces to Sudan.

U.S.-China Counterterrorism Cooperation: Issues for U.S. Policy
After the terrorist attacks on September 11, 2001, the United States faced a challenge in enlisting the full support of the People's Republic of China (PRC) in counterterrorism. This effort raised short-term policy issues about how to elicit cooperation and how to address China's concerns about military action (Operation Enduring Freedom). Longer-term questions have concerned whether counterterrorism has strategically transformed bilateral relations and whether China's support has been valuable and not obtained at the expense of other U.S. interests.

Project BioShield
Many potential biological terrorism agents lack available countermeasures. President Bush proposed Project BioShield to address this need and signed into law on July 21, 2004 S. 15 (The Project BioShield Act of 2004). The main provisions of this law include (1) relaxing procedures for bioterrorism-related procurement, hiring, and awarding of research grants; (2) guaranteeing a federal government market for new biomedical countermeasures; and (3) permitting emergency use of unapproved countermeasures.

Northern Ireland: The Peace Process
For years, the British and Irish governments have sought to facilitate a peaceful settlement to the conflict in Northern Ireland. After many ups and downs, the two government and the parties participating in the peace talks announced an agreement on April 10, 1998. The implementation of the resulting Good Friday Agreement continues to be difficult. A political stalemate in Northern Ireland since 2002 has halted the peace process and forced London to suspend the devolved government and to resume governance of the province. British and Irish leaders have set a November 24, 2006, deadline to revive talks on governance in Northern Ireland.

Charitable Choice: Legal and Constitutional Issues

Data Mining and Homeland Security: An Overview
Data mining is emerging as one of the key features of many homeland security initiatives.
