A letter report issued by the Government Accountability Office with an abstract that begins "The No Child Left Behind Act of 2001 (NCLBA) requires districts with schools that have not met state performance goals for 3 consecutive years to offer their low-income students supplemental educational services (SES), such as tutoring, if these schools receive Title I funds. SES are provided outside of the regular school day by a state-approved provider, with responsibility for implementation shared by states and districts. GAO examined (1) how SES participation changed between school years 2003-2004 and 2004-2005; (2) how SES providers are working with districts to deliver SES; (3) how states are monitoring and evaluating SES; and (4) how the Department of Education (Education) monitors and supports state implementation of SES. To collect data on SES, GAO surveyed all states and a nationally representative sample of districts with schools required to offer SES. We also visited 4 school districts, interviewed 22 SES providers, reviewed SES-related research, and interviewed Education staff."

Testimony issued by the Government Accountability Office with an abstract that begins "The Pipeline Safety Improvement Act of 2002 established a risk-based program for gas transmission pipelines--termed integrity management--which requires pipeline operators to identify areas where the consequences of a pipeline incident would be the greatest, such as highly populated areas. Operators must assess pipelines in these areas for safety threats (such as corrosion), repair or replace defective segments, and reassess their pipelines at least every 7 years. Under the Pipeline and Hazardous Materials Safety Administration's (PHMSA) regulations, operators must reassess their pipelines for corrosion at least every 7 years and for all safety threats at least every 10, 15, or 20 years. State pipeline safety agencies that assist PHMSA are eligible to receive matching funds up to 50 percent of the cost of their pipeline safety programs. This statement is based on ongoing work for Congress and for others. It focuses on three areas germane to current legislative reauthorization proposals: (1) an overall assessment of the integrity management program, (2) the 7-year reassessment requirement, and (3) provisions to increase state pipeline safety grants. This report summarizes the transient response of the DARHT-II Injector and the design of the ferrite damper. Initial commissioning of the injector revealed a rise time excited 7.8 MHz oscillation on the diode voltage and stalk current leading to a 7.8 MHz modulation of the beam current, position, and energy. Commissioning also revealed that the use of the crowbar to decrease the voltage fall time excited a spectrum of radio frequency modes which caused concern that there might be significant transient RF electric field stresses imposed on the high voltage column insulators. Based on the experience of damping the induction cell RF modes with ferrite, the concept of a ferrite damper was developed to address the crowbar-excited oscillations as well as the rise-time-excited 7.8 MHz oscillations. After the Project decided to discontinue the use of the crowbar, further development of the concept focused exclusively on damping the oscillations excited by the rise time. The design was completed and the ferrite damper was installed in the DARHT-II Injector in February 2006. The organization of this report is as follows. Focusing of a 15 MeV, 16 nC electron bunch by a gaussian underdense plasma lens operated just beyond the threshold of the underdense condition has been demonstrated. The strong 1.9 cm focal length plasma lens focused both transverse directions simultaneously and reduced the minimum area of the beam spot by a factor of 23. Analysis of the beam envelope evolution observed near the beam waist shows that the spherical aberrations of this underdense lens are lower than those of an overdense plasma lens, as predicted by theory. Time resolved measurements of the focused electron bunch are also reported and compared to simulations.

Ultra-high gradient dielectric wakefield accelerators are a potential option for a linear collider afterburner since they are immune to the ion collapse and electron/positron asymmetry problems implicit in a plasma based afterburner. The first phase of an experiment to study the performance of dielectric Cerenkov wakefield accelerating structures at extremely high gradients in the GV/m range has been completed. The experiment took advantage of the unique SLAC FFTB electron beam and its ultra-short pulse lengths and high currents (e.g., {sigma}{sub z} = 20 {micro}m at Q = 3 nC). The FFTB electron beam was successfully focused down and sent through short lengths of fused silica capillary tubing (ID = 200 {micro}m/OD = 325 {micro}m). The pulse length of the electron beam was varied to produce a range of electric fields between 2 and 20 GV/m at the inner surface of the dielectric tubes. We observed a sharp increase in optical emissions from the capillaries in the middle part of this surface field range which we believe indicates the transition between sustainable field levels and breakdown. The goal of the project was to determine midlatitude climate predictability associated with tropical-extratropical interactions on interannual-to-interdecadal time scales. Our strategy was to develop and test a hierarchy of climate models, bringing together large GCM-based climate models with simple fluid-dynamical coupled ocean-ice-atmosphere models, through the use of advanced probabilistic network (PN) models. PN models were used to develop a new diagnostic methodology for analyzing coupled ocean-atmosphere interactions in large climate simulations made with the NCAR Parallel Climate Model (PCM), and to make these tools user-friendly and available to other researchers. We focused on interactions between the tropics and extratropics through atmospheric teleconnections (the Hadley cell, Rossby waves and nonlinear circulation regimes) over both the North Atlantic and North Pacific, and the ocean’s thermohaline circulation (THC) in the Atlantic. We tested the hypothesis that variations in the strength of the THC alter sea surface temperatures in the tropical Atlantic, and that the latter influence the atmosphere in high latitudes through an atmospheric teleconnection, feeding back onto the THC. The PN model framework was used to mediate between the understanding gained with simplified primitive equations models and multi-century simulations made with the PCM. Wind power production varies on a diurnal and seasonal basis. In this paper, we use wind speed data from three different sources to assess the effects of wind timing on the value of electric power from potential wind farm locations in California and the Northwestern United States. By ''value'', we refer to either the contribution of wind power to meeting the electric system's peak loads, or the financial value of wind power in electricity markets. Sites for wind power projects are often screened or compared based on the annual average power production that would be expected from wind turbines at each site (Baban and Parry 2001; Brower et al. 2004; Jangamshetti and Rau 2001; Nielsen et al. 2002; Roy 2002; Schwartz 1999). However, at many locations, variations in wind speeds during the day and year are correlated with variations in the electric power system's load and wholesale market prices (Burton et al. 2001; Carlin 1983; Kennedy and Rogers 2003; Man Bae and Devine 1978; Sezgen et al. 1998); this correlation may raise or lower the value of wind power generated at each location. Electron-clouds and rising desorbed gas pressure limit the performance of many existing accelerators and, potentially, that of future accelerators including heavy-ion warm-dense matter and fusion drivers. For the latter, self-consistent simulation of the interaction of the heavy-ion beam(s) with the electron-cloud is necessary. To this end, we have merged the two codes WARP (HIF accelerator code) and POSINST (high-energy e-cloud build-up code), and added modules for neutral gas molecule generation, gas ionization, and electron tracking algorithms in magnetic fields with large time steps. The new tool is being benchmarked against the High-Current Experiment (HCX) and good agreement has been achieved. The simulations have also aided diagnostic interpretation and have identified unanticipated physical processes. We present the ''roadmap'' describing the different modules and their interconnections, along with detailed comparisons with HCX experimental results, as well as a preliminary application to the modeling of electron clouds in the Large Hadron Collider.
