FY99 Status Report on the HSV

'The HSV in storage in MTF has been monitored during FY99, and its overpressure has been sampled and analyzed. The HSV''s internal pressure continues to rise slowly, and the overpressure still analyzes as 100 percent 3He. The titanium tritide sample that was to be monitored annually and which had developed a leak last year has been repaired and isotherms measured. Unfortunately the sample was showing significant unexpected 3He release, so the isotherm data is corrupted by unknown levels of 3He. This release has disqualified this sample for future use, as it is now seriously divergent from the HSV material. A different sample must be selected for subsequent studies.The unexpected 3He releases of the Ti-3 sample and the possible release in other Ti samples have raised a serious issue. It should be determined why this release is occurring, so that an unexpected release of 3He during HSV unloading can be assessed as unlikely.'

Pend Oreille Wetlands Wildlife Mitigation Project Management Plan for the "Dilling Addition".

This report is a recommendation from the Kalispel Tribe to the Bonneville Power Administration (BPA) and the Columbia Basin Fish and Wildlife Authority (CBFWA) for management of the Pend Oreille Wetland Wildlife Mitigation project II (Dilling Addition) for the extensive habitat losses caused by Albeni Falls Dam on Kalispel Ceded Lands. Albeni Falls Dam is located on the Pend Oreille River near the Washington-Idaho border, about 25 miles upstream of the Kalispel Indian Reservation. The dam controls the water level on Lake Pend Oreille. The lake was formerly the center of subsistence use by the Kalispel Tribe. Flooding of wetlands, and water fluctuations both on the lake and downstream on the river, has had adverse impacts to wildlife and wildlife habitat. An extensive process was followed to formulate and prioritize wildlife resource goals. The Kalispel Natural Resource Department provided guidance in terms of opportunities onsite. To prioritize specific goals, the Albeni Falls Interagency Work Group and the Columbia Basin Fish and Wildlife Authority Wildlife Caucus were consulted. EQ6 Calculations for Chemical Degradation of Navy Waste Packages

The Monitored Geologic Repository Waste Package Operations of the Civilian Radioactive Waste Management System Management & Operating Contractor (CRWMS M&O) performed calculations to provide input for disposal of spent nuclear fuel (SNF) from the Navy (Refs. 1 and 2). The Navy SNF has been considered for disposal at the potential Yucca Mountain site. For some waste packages, the containment may breach (Ref. 3), allowing the influx of water. Water in the waste package may moderate neutrons, increasing the likelihood of a criticality event within the waste package. The water may gradually leach the fissile components and neutron absorbers out of the waste package. In addition, the accumulation of silica (SiO{sub 2}) in the waste package over time may further affect the neutronics of the system. This study presents calculations of the long-term geochemical behavior of waste packages containing the Enhanced Design Alternative (EDA) II inner shell, Navy canister, and basket components. The calculations do not include the Navy SNF in the waste package. HLW Canister and Can-In-Canister Drop Calculation

The purpose of this calculation is to evaluate the structural response of the standard high-level waste (HLW) canister and the HLW canister containing the cans of immobilized plutonium (''can-in-canister'' throughout this document) to the drop event during the handling operation. The objective of the calculation is to provide the structure parameter information to support the canister design and the waste handling facility design. Finite element solution is performed using the commercially available ANSYS Version (V) 5.4 finite element code. Two-dimensional (2-D) axisymmetric and three-dimensional (3-D) finite element representations for the standard HLW canister and the can-in-canister are developed and analyzed using the dynamic solver.

Guidelines for the Calculation of the Accumulator Magnet Bus Ramps for Fermilab Experiment E835

This report lists the steps that are required to calculate deceleration ramps for all relevant Accumulator devices. The ramps used for the 1996-97 fixed target run (experiment E835) are saved in files associated with ACNET console application PA1627 (PAUX RAMP DEVELOP). These ramps cannot be re-used because the Accumulator {gamma}{sub t} upgrade has significantly changed the lattice since the last time the ramps were used. Consequently, new deceleration ramps must be calculated and commissioned before the next fixed target run. The deceleration ramp for a particular device is a table that gives the sequence of set values sent to the device as the ramp is executed. The 1997 ramps consist of ramp tables for 100 devices. Appendix 1 gives a list of the devices ramped. Most of these devices will still require ramps for the next fixed target run. Future decelerations will also require ramps for the quadrupole magnet shunts that were installed as part of the {gamma}{sub t} upgrade. Additionally, ramps must be constructed for the two skew-sextupole magnets that will be installed during the summer of 1999.

Nanomaterials in Secondary Battery Development

This granted funded research into the application of nanoscience to Li-ion batteries. Different synthesis strategies were employed to create a nanofiber electrode (based on tin-oxide) and a honeycomb electrode (carbon). In both cases, we showed that the nanostructured material was capable of delivering dramatically increased specific capacity (mAh/g) upon discharge when compared to conventional film electrodes. This ability is due to the decreased solid-state diffusion distance of the Li-ion in the nanostructured electrodes. The nanofiber-SnO{sub 2} electrode was created by the template synthesis method. Briefly, a precursor solution impregnates the monodisperse nanoscopic pores of a sacrificial template membrane. The pores run the membrane's entire length. The precursor solution is then processed to the desired material, here using sol-gel chemistry, and the template is removed. This leaves nanostructures of the desired product intact and extending from a substrate like the bristles of a brush. This research topic combines this nanofabrication technique with the Sn-based anode. Tin-oxide based composites have shown great promise as an alternative material for Li-ion battery anodes. This material is electrochemically converted to composite Sn/LiO{sub 2} electrodes. The Efficacy of Oxidative Coupling for Promoting In-Situ Immobilization of Hydroxylated Aromatics in Contaminated Soil and Sediment Systems

Many hydroxylated aromatic compounds (HACs), particularly small molecules such as substituted phenols, are common contaminants of surface and subsurface systems. The high environmental mobility of these contaminants, due to their relatively high water solubilities, is of particular concern. Abiotic and enzymatic oxidative coupling of this class of contaminants by natural sorbents may be significant in controlling the mobility of HACs and facilitate remediation efforts. The principal objectives of this study are to investigate: (1) the role of abiotic/enzymatic coupling reactions on the sequestration of HACs by natural sorbents; (2) the effects of sorbent structure and chemical composition on such sequestration; and (3) optimal conditions for the induction of these abiotic/enzymatic coupling reactions by addition of suitable catalysts and sorbents. Information gathered from the study will be useful in quantifying the behavior of this class of organic compounds in various subsurface contamination scenarios relevant to DOE facilities, and in specifying strategies for the selection and design of remediation technologies.

Assessing materials (''Getters'') to immobilize or retard the transport of technetium through the engineered barrier system at the potential Yucca Mountain nuclear waste repository

Current performance assessment calculations show that technetium (Tc) and neptunium (Np) will deliver the major fraction of the radiation dose to the accessible environment from the potential Yucca Mountain nuclear waste repository. Therefore, materials that can immobilize or delay the transport of Tc or Np (getters) are being considered for addition to either the waste-package or the backfill adjacent to the waste-package. Of the two radionuclides, Tc presents the greater challenge in identifying a suitable getter material. This report identifies several materials that warrant further consideration for immobilizing and/or sorbing Tc as additives to the backfill, and recommends active carbon and an inorganic oxide for initial testing. Other materials, such as zero valent iron, might be useful as getters if they were placed in the waste package itself, a subject that merits further investigation.

Recent applications of bandpass filtering

Bandpass filtering has been applied recently in two widely different seismic applications: S.R. Taylor and A.A. Velasco in their source-path amplitude-correction (SPAC) algorithm and N.K. Yacoub in his maximum spectral energy algorithm for picking teleseismic P-wave arrival times. Though the displacement spectrum is the intermediate product in both cases, the filters and scaling corrections used to estimate it are entirely different. They tested both and found that the scaling used by Taylor and Velasco worked in all cases tested whereas Yacoub's did not. They also found that bandpass filtering as implemented by Taylor and Velasco does not work satisfactorily; however, the Gaussian filter used by Yacoub does work. The bandpass filter of Taylor and Velasco works satisfactorily when the results are centered in the band; however, a comb filter with the same number of poles and zeros as the bandpass used by Taylor and Velasco works better than the bandpass filter.

A conceptual design for an electron beam

This report is a brief description of a model electron beam, which is meant to serve as a pulsed heat source that vaporizes a metal fleck into an ''under-dense'' cloud. See Reference 1. The envelope of the electron beam is calculated from the paraxial ray equation, as stated in Reference 2. The examples shown here are for 5 A, 200 keV beams that focus to waists of under 0.4 mm diameter, within a cylindrical volume of 10 cm radius and length. The magnetic fields assumed in the examples are moderate, 0.11 T and 0.35 T, and can probably be created by permanent magnets.

If a cask and Multi-Canister Overpack (MCO) were to be dropped, the analysis established possible initial volumetric flow rates. The results of the uncertainty analysis demonstrated that even if a cask and MCO were to be dropped the possible initial volumetric flow rate through the opened floor/wall joint would be small. There is a 95% confidence (probability of 0.95) that the initial volumetric flow rate would be smaller than 411 gpm and a 99% confidence (probability of 0.99) that it would be smaller than 916 gpm.
