A letter report issued by the Government Accountability Office with an abstract that begins "Norway, Russia, the United Kingdom, and the United States participate in the Arctic Military Environmental Cooperation (AMEC) program, a multilateral effort that seeks to reduce the environmental impacts of Russia's military activities through technology development projects. AMEC has primarily focused on Russia's aging fleet of nuclear submarines. Section 324 of the National Defense Authorization Act for Fiscal Year 2004 required GAO to review AMEC, including its relationship to the Department of Defense's (DOD) Cooperative Threat Reduction (CTR) program. In accordance with the act, GAO (1) assessed the extent to which AMEC supports and complements the CTR program, (2) identified AMEC member countries' financial contributions to the program, (3) assessed AMEC's future program objectives, and (4) evaluated DOD's proposal to expand its technology development activities to Russia's Pacific region."

A letter report issued by the Government Accountability Office with an abstract that begins "For nearly 40 years, the federal government has played a role in providing early childhood development programs for children of low-income families through Head Start and other programs. Since 1980, the number of states with preschool programs has also significantly increased. While most of these programs have targeted children at risk of school failure, more recently, interest has grown in expanding these limited programs because of the growing concern about children's readiness for school and subsequent achievement. It has also been fueled by new research on early brain development that suggests the importance of early education and by the high rate of mothers in the workforce and their need for early childhood services. In this context, questions have arisen about how the various programs are coordinated and what lessons have been learned from broad-based state preschool efforts. This work focused on four states that have expanded their preschool programs to serve more children. A letter report issued by the Government Accountability Office with an abstract that begins "The federal government requires states that receive funds from the Child Care and Development Fund to establish basic health and safety requirements. The federal government also requires states receiving federal funds for child care to have procedures in place to ensure that providers being paid with grant dollars comply with the applicable safety and health requirements. Because of the significant federal role in paying for child care services and congressional concerns about the way in which states ensure the safety and health of children in child care settings, we were asked to follow up on our prior report, Child Care: State Efforts to Enforce Safety and Health Requirements (GAO/HEHS-00-28, Jan. 24, 2000). This report (1) identifies changes in states' licensing and enforcement activities for various types of licensed and nonlicensed providers since 1999, (2) describes the ways child care licensing agencies organize inspection staff and use technology, and (3) provides examples of promising practices in state child care licensing and enforcement activities. A letter report issued by the Government Accountability Office with an abstract that begins "The Individuals with Disabilities Education Act (IDEA) ensures the education of the nation's disabled children. As a condition of receiving IDEA funds, states must provide educational and related services that facilitate learning to students with disabilities based on their individual needs. The Department of Education (Education) is responsible for ensuring state compliance with the law. In recent years, questions have been raised about Education's oversight of IDEA. GAO agreed to determine how Education monitors state compliance with IDEA for children aged 3-21, the extent and nature of noncompliance found, and how Education has ensured that noncompliance is resolved once identified. GAO analyzed Education monitoring documents, interviewed state and federal officials, and visited 5 state special education offices."

A letter report issued by the Government Accountability Office with an abstract that begins "In September and October 2001, at least four letters containing anthrax spores were mailed to news media personnel and two U.S. Senators, leading to the first cases of bioterrorism-related anthrax in the United States. The contaminated letters, which were delivered through the U.S. mail system, caused 22 cases of anthrax, 5 of them fatal. Nine postal employees associated with two postal facilities that processed the letters--Trenton in New Jersey and Brentwood in Washington, D.C.--contracted anthrax and two Brentwood employees died. The U.S. Postal Service closed Trenton and Brentwood, but other contaminated postal facilities remained open. GAO's review covers Trenton, Brentwood, and three of these other facilities. As requested, this report describes (1) the factors considered in deciding whether to close the five facilities, (2) the information communicated to postal employees about health risk and the extent of the facilities' contamination, and (3) how lessons learned from the response to the contamination could be used in future situations."

A letter report issued by the Government Accountability Office with an abstract that begins "As a complement to the Department of Homeland Security's (DHS) United States Visitor and Immigrant Status Indicator Technology (US-VISIT) program--a governmentwide program to better control and monitor the entry, visa status, and exit of visitors--the State Department (State) is implementing the Biometric Visa Program at all 207 overseas consulates by October 26, 2004. This program, required by the Enhanced Border Security and Visa Entry Reform Act of 2002, requires that all persons applying for U.S. visas have certain biometrics (fingerprints) and a digital photograph collected during the visa application interview. This information must be cleared through the DHS Automated Biometric Identification System (IDENT) before an applicant can receive a visa. GAO reviewed State's rollout of the program, including its implementation progress and how State and DHS envision the program being used to help adjudicate visas."

Tax policy is frequently considered by policymakers as a tool for boosting economic performance in various ways, and the likely economic effects of tax policy are often hotly debated. A brief overview of the current economic context is thus a good starting point for looking at tax issues facing the current Congress. This report provides an overview of major tax issues. The report begins by describing three aspects of the economic context in which the tax policy debate during 2004 is likely to occur: the general state of the U.S. economy; the position of the federal budget; and the level of taxes in the United States.

This is a multiyear experimental research program that focuses on improving relevant material properties of high-critical-temperature (Tc) superconductors and developing fabrication methods that can be transferred to industry for production of commercial conductors. The ''Biosphere Model Report'' (BSC 2004 [DIRS 169460]) describes the details of the conceptual model as well as the mathematical model and the required input parameters. The biosphere model is one of a series of process models supporting the postclosure Total System Performance Assessment (TSPA) for the Yucca Mountain repository. A schematic representation of the documentation flow for the Biosphere input to TSPA is presented in Figure 1-1.
