Literature and information related to the natural resources of the North Aleutian Basin of Alaska.

The North Aleutian Basin Planning Area of the Minerals Management Service (MMS) is a large geographic area with significant natural resources. The Basin includes most of the southeastern part of the Bering Sea Outer Continental Shelf, including all of Bristol Bay. The area supports important habitat for a wide variety of species and globally significant habitat for birds and marine mammals, including several federally listed species. Villages and communities of the Alaska Peninsula and other areas bordering or near the Basin rely on its natural resources (especially commercial and subsistence fishing) for much of their sustenance and livelihood. The offshore area of the North Aleutian Basin is considered to have important hydrocarbon reserves, especially natural gas. In 2006, the MMS released a draft proposed program, 'Outer Continental Shelf Oil and Gas Leasing Program, 2007-2012' and an accompanying draft programmatic environmental impact statement (EIS). The draft proposed program identified two lease sales proposed in the North Aleutian Basin in 2010 and 2012, subject to restrictions. The area proposed for leasing in the Basin was restricted to the Sale 92 Area in the southwestern portion. Toward an Ideal Library: A Synthesis of Wilson's Library and Information Policy and Gilbert's Performance Matrix

Inquiry about ideal library was sought by interdisciplinary approach from human competence derived from performance engineering by Gilbert (1978), and the library information policy by Wilson (1977). With Wilson's insights into the field of library and information science (LIS), this work demonstrated the synthesis of Wilson and Gilbert: engineering as common ground. One of the central concerns in LIS, utilization of knowledge, is re-conceptualized as Gilbert's view of performance, which reflected at different vantage points. Four leisurely theorems are introduced for his view of performance engineering, which produce human competence. The performance matrix is the application tool that represents Gilbert's theorems of performance engineering. It is used to clarify vantage points about the library, and constructed a model of the performance engineering system of ideal library. Based upon the model, two applications were made. One is to apply the performance matrix to the existing academic library. Another is to apply the performance matrix for building a special collection. These two applications show that the performance matrix is capable to analyze existing performance system as well as designing and building a performance system.

What makes a quality Ph.D. program in library and information sciences?

The intent of this study was to establish and validate criteria for use to assess the quality of a library and information sciences (LIS) Ph.D. program. The Ph.D. student-centric topology for quality Ph.D. programs was developed from a 2001 position statement by the American Association of Colleges of Nursing (AACN) regarding the quality indicators in research-focused doctoral programs in nursing. Topology components were tested using a survey instrument to establish their importance to the community of practice and their potential use to assess a Ph.D. program. Survey participants were asked to rank terms or concepts in a balanced incomplete block (BIB) design then rate, on a Likert-type scale, statements about the applicability of these terms or concepts to assessing a quality LIS Ph.D. program. Survey participants were from the Association for Library and Information Science Education (ALISE) Open Lib/Info Sci Education Forum jESSE Listserv. Of 225 survey participants affiliated with universities or schools from North America who submitted usable surveys, slightly less than two-thirds (64.4 %) were female while 35.5 % were male. Ninety-eight participants (43.6 %) were faculty, 114 (50.7 %) were Ph.D. students or candidates, and 13 (5.8 %) were in other roles. Statistical analysis of survey responses …

The Information Environment of Academic Library Directors: Use of Information Resources and Communication Technologies

This study focuses on the use of information resources and communication technologies, both traditional and electronic, by academic library directors. The purpose is to improve understanding of managerial behavior when using information resources and communication technologies within a shared information environment. Taylor's concept of an information use environment is used to capture the elements associated with information use and communication within the context of decision-making styles, managerial roles, organizational environments, and professional communities. This qualitative study uses interviews, observations, questionnaires, and documents. Library directors participating in the study are from doctoral-degree granting universities in the southwestern United States. Data collection involved on-site observations with a PDA (personal digital assistant), structured interviews with library directors and their administrative assistants, the Decision Style Inventory, and a questionnaire based on Mintzberg's managerial roles. Findings show the existence of a continuum in managerial activities between an Administrator and an Administrator/Academic as critical to understanding information use and communication patterns among library directors. There is a gap between self-perception of managerial activities and actual performance, a finding that would not have surfaced without the use of multiple methods. Issues in Benchmarking Human Reliability Analysis Methods: A Literature Review.

There is a diversity of human reliability analysis (HRA) methods available for use in assessing human performance within probabilistic risk assessment (PRA). Due to the significant differences in the methods, including the scope, approach, and underlying models, there is a need for an empirical comparison investigating the validity and reliability of the methods. To accomplish this empirical comparison, a benchmarking study is currently underway that compares HRA methods with each other and against operator performance in simulator studies. In order to account for as many effects as possible in the construction of this benchmarking study, a literature review was conducted, reviewing past benchmarking studies in the areas of psychology and risk assessment. A number of lessons learned through these studies are presented in order to aid in the design of future HRA benchmarking endeavors.

The Critical Issues Forum (CIF) is a cooperative education program supported in part by the Department of Energy's Defense Programs. The Science and Technology Education Program (STEP) at Lawrence Livermore National Laboratory manages one component of this program. CIF engages high school students and teachers regarding issues of the proliferation of weapons of mass destruction, arms control, and international security. These issues are viewed in light of their scientific, economic, socio-cultural, and political/geopolitical influences and implications. This year CIF's focus is on chemical and biological weapons (CBW). CBW is becoming more of a threat today than ever before. Many countries are developing these weapons. CBW also presents certain ethical dilemmas for many individuals, especially if those individuals feel it is their religious duty to use or avoid the use of such weapons. Religion has become an important determining factor in international security because many cultures, and even governments make decisions based on religious traditions. This paper is an attempt to look at these religions and philosophical traditions with an emphasis on views of ''just war''. The transformative library: A narrative inquiry into the outcomes of information use.

This qualitative study uses narrative analysis to explore the outcomes of information seeking and use among public library users. Twelve women between the ages of 51 and 72, all residents of Fayetteville, Arkansas who self-identified as regular library users, were interviewed to gather their life stories and their experiences using the public library. The participants in this study used information to enable learning and, often, a change in their affective state. The participants used the new information they encountered constructively, to engage with the knowledge and experience they possessed; this use of information always involved reflection, dialogue, or both. The outcomes from these actions are the creation of new knowledge, a change in the participants' meaning schemes, and/or an affective change. In addition, the narratives strongly suggest that information seeking and use by adults in public libraries can sometimes facilitate or, on its own, precipitate a perspective transformation and the adoption of new meanings. Overall, the findings support Mezirow's theory of transformative learning as a model for understanding information use and outcomes among users of the public library. Generalized Portable SHMEM Library for High Performance Computing

This dissertation describes the efforts to design and implement the Generalized Portable SHMEM library, GPSHMEM, as well as supplementary tools. There are two major components of the GPSHMEM project: the GPSHMEM library itself and the Fortran 77 source-to-source translator. The rest of this thesis is divided into two parts. Part I introduces the shared memory model and the distributed shared memory model. It explains the motivation behind GPSHMEM and presents its functionality and performance results. Part II is entirely devoted to the Fortran 77 translator call fgpp. The need for such a tool is demonstrated, functionality goals are stated, and the design issues are presented along with the development of the solutions.

User Manual and Supporting Information for Library of Codes for Centroidal Voronoi Point Placement and Associated Zeroth, First, and Second Moment Determination

The theory, numerical algorithm, and user documentation are provided for a new ''Centroidal Voronoi Tessellation (CVT)'' method of filling a region of space (2D or 3D) with particles at any desired particle density. ''Clumping'' is entirely avoided and the boundary is optimally resolved. This particle placement capability is needed for any so-called ''mesh-free'' method in which physical fields are discretized via arbitrary-connectivity discrete points. CVT exploits efficient statistical methods to avoid expensive generation of Voronoi diagrams. Nevertheless, if a CVT particle's Voronoi cell were to be explicitly computed, then it would have a centroid that coincides with the particle itself and a minimized rotational moment. The CVT code provides each particle's volume and centroid, and also the rotational moment matrix needed to approximate a particle by an ellipsoid (instead of a simple sphere). DIATOM region specification is supported.

Generation of large-scale maps of science and associated indicators. (open access)

Generation of large-scale maps of science and associated indicators.

Over the past several years, techniques have been developed for clustering very large segments of the technical literature using sources such as Thomson ISI's Science Citation Index. The primary objective of this work has been to develop indicators of potential impact at the paper level to enhance planning and evaluation of research. These indicators can also be aggregated at different levels to enable profiling of departments, institutions, agencies, etc. Results of this work are presented as maps of science and technology with various overlays corresponding to the indicators associated with a particular search or question.

The verdict geometric quality library.

Verdict is a collection of subroutines for evaluating the geometric qualities of triangles, quadrilaterals, tetrahedra, and hexahedra using a variety of metrics. A metric is a real number assigned to one of these shapes depending on its particular vertex coordinates. These metrics are used to evaluate the input to finite element, finite volume, boundary element, and other types of solvers that approximate the solution to partial differential equations defined over regions of space. The geometric qualities of these regions is usually strongly tied to the accuracy these solvers are able to obtain in their approximations. The subroutines are written in C++ and have a simple C interface. Each metric may be evaluated individually or in combination. When multiple metrics are evaluated at once, they share common calculations to lower the cost of the evaluation.

Assessment of a Library Learning Theory by Measuring Library Skills of Students Completing an Online Library Instruction Tutorial

This study is designed to reveal whether students acquire the domains and levels of library skills discussed in a learning library skills theory after participating in an online library instruction tutorial. The acquisition of the library skills is demonstrated through a review of the scores on online tutorial quizzes, responses to a library skills questionnaire, and bibliographies of course research papers. Additional areas to be studied are the characteristics of the participants enrolled in traditional and online courses at a community college and the possible influence of these characteristics on the demonstrated learning of library skills. Multiple measurement methods, identified through assessment of library instruction literature, are used to verify the effectiveness of the library skills theory and to strengthen the validity and reliability of the study results.

Constitutive modeling is an important aspect of computational solid mechanics. Sandia National Laboratories has always had a considerable effort in the development of constitutive models for complex material behavior. However, for this development to be of use the models need to be implemented in our solid mechanics application codes. In support of this important role, the Library of Advanced Materials for Engineering (LAME) has been developed in Engineering Sciences. The library allows for simple implementation of constitutive models by model developers and access to these models by application codes. The library is written in C++ and has a very simple object oriented programming structure. This report summarizes the current status of LAME.

New Science on the Open Science Grid

The Open Science Grid (OSG) includes work to enable new science, new scientists, and new modalities in support of computationally based research. There are frequently significant sociological and organizational changes required in transformation from the existing to the new. OSG leverages its deliverables to the large scale physics experiment member communities to benefit new communities at all scales through activities in education, engagement and the distributed facility. As a partner to the poster and tutorial at SciDAC 2008, this paper gives both a brief general description and some specific examples of new science enabled on the OSG. Smoothing the information seeking path: Removing representational obstacles in the middle-school digital library.

Middle school student's interaction within a digital library is explored. Issues of interface features used, obstacles encountered, search strategies and search techniques used, and representation obstacles are examined. A mechanism for evaluating user's descriptors is tested and effects of augmenting the system's resource descriptions with these descriptors on retrieval is explored. Transaction log data analysis (TLA) was used, with external corroborating achievement data provided by teachers. Analysis was conducted using quantitative and qualitative methods. Coding schemes for the failure analysis, search strategies and techniques analysis, as well as extent of match analysis between terms in student's questions and their search terms, and extent of match analysis between search terms and controlled vocabulary were developed. There are five chapters with twelve supporting appendixes. Chapter One presents an introduction to the problem and reviews the pilot study. Chapter Two presents the literature review and theoretical basis for the study. Chapter Three describes the research questions, hypotheses and methods. Chapter Four presents findings. Chapter Five presents a summary of the findings and their support of the hypotheses. Unanticipated findings, limitations, speculations, and areas of further research are indicated. Findings indicate that middle school users interact with the system in various sequences of patterns. …

The Effect of Information Literacy Instruction on Library Anxiety Among International Students

This study explored what effect information literacy instruction (ILI) may have on both a generalized anxiety state and library anxiety specifically. The population studied was international students using resources in a community college. Library anxiety among international students begins with certain barriers that cause anxiety (i.e., language/communication barriers, adjusting to a new education/library system and general cultural adjustments). Library Anxiety is common among college students and is characterized by feelings of negative emotions including, ruminations, tension, fear and mental disorganization (Jiao & Onwuegbuzie, 1999a). This often occurs when a student contemplates conducting research in a library and is due to any number of perceived inabilities about using the library. In order for students to become successful in their information seeking behavior this anxiety needs to be reduced. The study used two groups of international students enrolled in the English for Speakers of other Languages (ESOL) program taking credit courses. Each student completed Bostick's Library Anxiety Scale (LAS) and Spielberger's State-Trait Anxiety Inventory (STAI) to assess anxiety level before and after treatment.
