Literature and information related to the natural resources of the North Aleutian Basin of Alaska.

The North Aleutian Basin Planning Area of the Minerals Management Service (MMS) is a large geographic area with significant natural resources. The Basin includes most of the southeastern part of the Bering Sea Outer Continental Shelf, including all of Bristol Bay. The area supports important habitat for a wide variety of species and globally significant habitat for birds and marine mammals, including several federally listed species. Villages and communities of the Alaska Peninsula and other areas bordering or near the Basin rely on its natural resources (especially commercial and subsistence fishing) for much of their sustenance and livelihood. The offshore area of the North Aleutian Basin is considered to have important hydrocarbon reserves, especially natural gas. In 2006, the MMS released a draft proposed program, 'Outer Continental Shelf Oil and Gas Leasing Program, 2007-2012' and an accompanying draft programmatic environmental impact statement (EIS). The draft proposed program identified two lease sales proposed in the North Aleutian Basin in 2010 and 2012, subject to restrictions. Toward an Ideal Library: A Synthesis of Wilson's Library and Information Policy and Gilbert's Performance Matrix

Inquiry about ideal library was sought by interdisciplinary approach from human competence derived from performance engineering by Gilbert (1978), and the library information policy by Wilson (1977). With Wilson's insights into the field of library and information science (LIS), this work demonstrated the synthesis of Wilson and Gilbert: engineering as common ground. One of the central concerns in LIS, utilization of knowledge, is re-conceptualized as Gilbert's view of performance, which reflected at different vantage points. Four leisurely theorems are introduced for his view of performance engineering, which produce human competence. The performance matrix is the application tool that represents Gilbert's theorems of performance engineering. It is used to clarify vantage points about the library, and constructed a model of the performance engineering system of ideal library. Based upon the model, two applications were made. One is to apply the performance matrix to the existing academic library. Another is to apply the performance matrix for building a special collection. These two applications show that the performance matrix is capable to analyze existing performance system as well as designing and building a performance system.

Issues in Benchmarking Human Reliability Analysis Methods: A Literature Review.

There is a diversity of human reliability analysis (HRA) methods available for use in assessing human performance within probabilistic risk assessment (PRA). Due to the significant differences in the methods, including the scope, approach, and underlying models, there is a need for an empirical comparison investigating the validity and reliability of the methods. To accomplish this empirical comparison, a benchmarking study is currently underway that compares HRA methods with each other and against operator performance in simulator studies. In order to account for as many effects as possible in the construction of this benchmarking study, a literature review was conducted, reviewing past benchmarking studies in the areas of psychology and risk assessment. A number of lessons learned through these studies are presented in order to aid in the design of future HRA benchmarking endeavors.

The transformative library: A narrative inquiry into the outcomes of information use.

This qualitative study uses narrative analysis to explore the outcomes of information seeking and use among public library users. Twelve women between the ages of 51 and 72, all residents of Fayetteville, Arkansas who self-identified as regular library users, were interviewed to gather their life stories and their experiences using the public library. The participants in this study used information to enable learning and, often, a change in their affective state. The participants used the new information they encountered constructively, to engage with the knowledge and experience they possessed; this use of information always involved reflection, dialogue, or both. The outcomes from these actions are the creation of new knowledge, a change in the participants' meaning schemes, and/or an affective change. In addition, the narratives strongly suggest that information seeking and use by adults in public libraries can sometimes facilitate or, on its own, precipitate a perspective transformation and the adoption of new meanings. Overall, the findings support Mezirow's theory of transformative learning as a model for understanding information use and outcomes among users of the public library. New Science on the Open Science Grid

The Open Science Grid (OSG) includes work to enable new science, new scientists, and new modalities in support of computationally based research. There are frequently significant sociological and organizational changes required in transformation from the existing to the new. OSG leverages its deliverables to the large scale physics experiment member communities to benefit new communities at all scales through activities in education, engagement and the distributed facility. As a partner to the poster and tutorial at SciDAC 2008, this paper gives both a brief general description and some specific examples of new science enabled on the OSG. Identification of Remote Leadership Patterns in Academic and Public Libraries

Seminal works on leadership, including those in librarianship define a traditional model of interaction between leaders and followers without reference to the information technology-driven environment. In addition, remote leadership indicates a different model from the traditional model, one that is focused on the interaction of leaders and their staff through digital technology. Although leaders still use face-to-face interaction, due to varied work schedules or job responsibilities, they also recognize the need to lead employees remotely. Leadership studies in library literature have not addressed how library leaders use information technology to lead employees remotely, nor have these studies addressed remote leadership and remote employees, except for some articles on telecommuting. As a result, this research was conducted to address this gap, providing an exploratory foundation of emergent patterns of remote leadership with its associated leadership dimensions rooted in personality traits, behaviors, and skills. Quantitative and qualitative data were obtained from a small sample size of academic and public-library leaders in the United States who participated in a Web-based survey designed specifically for this study, limiting generalizations. Information Resources in High-Energy Physics: Surveying the Present Landscape and Charting the Future Course

Access to previous results is of paramount importance in the scientific process. Recent progress in information management focuses on building e-infrastructures for the optimization of the research workflow, through both policy-driven and user-pulled dynamics. For decades, High-Energy Physics (HEP) has pioneered innovative solutions in the field of information management and dissemination. In light of a transforming information environment, it is important to assess the current usage of information resources by researchers and HEP provides a unique test-bed for this assessment. A survey of about 10% of practitioners in the field reveals usage trends and information needs. Community-based services, such as the pioneering arXiv and SPIRES systems, largely answer the need of the scientists, with a limited but increasing fraction of younger users relying on Google. Commercial services offered by publishers or database vendors are essentially unused in the field. The survey offers an insight into the most important features that users require to optimize their research workflow. These results inform the future evolution of information management in HEP and, as these researchers are traditionally 'early adopters' of innovation in scholarly communication, can inspire developments of disciplinary repositories serving other communities.

International trends in solid-state lighting : analyses of the article and patent literature.

We present an analysis of the literature of solid-state lighting, based on a comprehensive dataset of 35,851 English-language articles and 12,420 U.S. patents published or issued during the years 1977-2004 in the foundational knowledge domain of electroluminescent materials and phenomena. The dataset was created using a complex, iteratively developed search string. The records in the dataset were then partitioned according to: whether they are articles or patents, their publication or issue date, their national or continental origin, whether the active electroluminescent material was inorganic or organic, and which of a number of emergent knowledge sub-domains they aggregate into on the basis of bibliographic coupling. From these partitionings, we performed a number of analyses, including: identification of knowledge sub-domains of historical and recent importance, and trends over time of the contributions of various nations and continents to the knowledge domain and its sub-domains. Among the key results: (1) The knowledge domain as a whole has been growing quickly: the average growth rates of the inorganic and organic knowledge sub-domains have been 8%/yr and 25%/yr, respectively, compared to average growth rates less than 5%/yr for English-language articles and U.S. patents in other knowledge domains. Materials Science and Technology Teachers Handbook

The Materials Science and Technology (MST) Handbook was developed by Pacific Northwest National Laboratory, in Richland, Washington, under support from the U.S. Department of Energy. Many individuals have been involved in writing and reviewing materials for this project since it began at Richland High School in 1986, including contributions from educators at the Northwest Regional Education Laboratory, Central Washington University, the University of Washington, teachers from Northwest Schools, and science and education personnel at Pacific Northwest National Laboratory. Support for its development was also provided by the U.S. Department of Education. This introductory course combines the academic disciplines of chemistry, physics, and engineering to create a materials science and technology curriculum. The course covers the fundamentals of ceramics, glass, metals, polymers and composites. Designed to appeal to a broad range of students, the course combines hands-on activities, demonstrations and long term student project descriptions. The basic philosophy of the course is for students to observe, experiment, record, question, seek additional information, and, through creative and insightful thinking, solve problems related to materials science and technology. Perceptions of agency: Beliefs of four adolescent girls in high school as revealed through literature discussions.

Published research suggests that cultural practices and institutional structures influence adolescent girls' engagement and achievement in school. This study was an attempt to further investigate that claim by describing the perceptions of agency held by four adolescent girls in high school. Members of the same English class, the girls volunteered to participate in three lunchtime meetings to discuss Evelyn Coleman's (2001) Born In Sin. Analysis of classroom observations, transcripts of audio recordings of the book discussions, and individual interviews yielded a more precise definition of agency than those used in previous research, including a view of agency as dialogic. In addition, four major themes describe these girls' agentic moves: (1) a temporal orientation, which connects the past, present, and future; (2) responsibility for positive and negative events; (3) strategic decision making; (4) negotiating with people in power. Implications of this study inform both teaching decisions and future research related to adolescent girls.

Revised Research Plan for the U.S. Climate Change Science Program

This Revised Research Plan is an update to the 2003 Strategic Plan of the US Climate Change Science Program (CCSP), a document that was developed via a thorough, open and transparent multi-year process involving a wide range of scientists and managers. The Strategic Plan has long-term value to CCSP, but like any strategic plan, it must be supplemented by shorter-term revisions that take into account both advances in the science and changes in societal needs, and CCSP has an ongoing long-range strategic planning process to ensure that these needs are met. The Revised Research Plan (hereinafter referred to as the Research Plan) draws on CCSP's long-range planning process and provides this update, in compliance with the terms of the Global Change Research Act (GCRA) of 1990. A survey of routing techniques in store-and-forward and wormhole interconnects.

This paper presents an overview of algorithms for directing messages through networks of varying topology. These are commonly referred to as routing algorithms in the literature that is presented. In addition to providing background on networking terminology and router basics, the paper explains the issues of deadlock and livelock as they apply to routing. After this, there is a discussion of routing algorithms for both store-and-forward and wormhole-switched networks. The paper covers both algorithms that do and do not adapt to conditions in the network. Techniques targeting structured as well as irregular topologies are discussed. Following this, strategies for routing in the presence of faulty nodes and links in the network are described.

Computer Science Research Institute 2005 annual report of activities.

This report summarizes the activities of the Computer Science Research Institute (CSRI) at Sandia National Laboratories during the period January 1, 2005 to December 31, 2005. During this period, the CSRI hosted 182 visitors representing 83 universities, companies and laboratories. Of these, 60 were summer students or faculty. The CSRI partially sponsored 2 workshops and also organized and was the primary host for 3 workshops. These 3 CSRI sponsored workshops had 105 participants, 78 from universities, companies and laboratories, and 27 from Sandia. Finally, the CSRI sponsored 12 long-term collaborative research projects and 3 Sabbaticals.
