The Information Environment of Academic Library Directors: Use of Information Resources and Communication Technologies

This study focuses on the use of information resources and communication technologies, both traditional and electronic, by academic library directors. The purpose is to improve understanding of managerial behavior when using information resources and communication technologies within a shared information environment. Taylor's concept of an information use environment is used to capture the elements associated with information use and communication within the context of decision-making styles, managerial roles, organizational environments, and professional communities. This qualitative study uses interviews, observations, questionnaires, and documents. Library directors participating in the study are from doctoral-degree granting universities in the southwestern United States. Data collection involved on-site observations with a PDA (personal digital assistant), structured interviews with library directors and their administrative assistants, the Decision Style Inventory, and a questionnaire based on Mintzberg's managerial roles. Findings show the existence of a continuum in managerial activities between an Administrator and an Administrator/Academic as critical to understanding information use and communication patterns among library directors. There is a gap between self-perception of managerial activities and actual performance, a finding that would not have surfaced without the use of multiple methods. User Manual and Supporting Information for Library of Codes for Centroidal Voronoi Point Placement and Associated Zeroth, First, and Second Moment Determination

The theory, numerical algorithm, and user documentation are provided for a new ''Centroidal Voronoi Tessellation (CVT)'' method of filling a region of space (2D or 3D) with particles at any desired particle density. ''Clumping'' is entirely avoided and the boundary is optimally resolved. This particle placement capability is needed for any so-called ''mesh-free'' method in which physical fields are discretized via arbitrary-connectivity discrete points. CVT exploits efficient statistical methods to avoid expensive generation of Voronoi diagrams. Nevertheless, if a CVT particle's Voronoi cell were to be explicitly computed, then it would have a centroid that coincides with the particle itself and a minimized rotational moment. The CVT code provides each particle's volume and centroid, and also the rotational moment matrix needed to approximate a particle by an ellipsoid (instead of a simple sphere). Smoothing the information seeking path: Removing representational obstacles in the middle-school digital library.

Middle school student's interaction within a digital library is explored. Issues of interface features used, obstacles encountered, search strategies and search techniques used, and representation obstacles are examined. A mechanism for evaluating user's descriptors is tested and effects of augmenting the system's resource descriptions with these descriptors on retrieval is explored. Transaction log data analysis (TLA) was used, with external corroborating achievement data provided by teachers. Analysis was conducted using quantitative and qualitative methods. Coding schemes for the failure analysis, search strategies and techniques analysis, as well as extent of match analysis between terms in student's questions and their search terms, and extent of match analysis between search terms and controlled vocabulary were developed. There are five chapters with twelve supporting appendixes. Chapter One presents an introduction to the problem and reviews the pilot study. Chapter Two presents the literature review and theoretical basis for the study. Chapter Three describes the research questions, hypotheses and methods. Chapter Four presents findings. Chapter Five presents a summary of the findings and their support of the hypotheses. Unanticipated findings, limitations, speculations, and areas of further research are indicated. Temporary shelter-in-place as protection against a release of airborne hazardous material : report of a literature search.

''Temporary shelter-in place'' is the combination of prompt shelter-in-place (SIP) to minimize initial exposure to airborne hazardous material, followed by timely action to terminate this protection to minimize exposure to hazardous vapor accumulations in the shelter once the air outside becomes less hazardous than the air inside the shelter. Temporary SIP, if properly executed, is considered to be an effective way to protect populations from hazardous chemical vapors, especially from high concentrations for short periods. This is supported by laboratory and field experiments. The need for timely termination of temporary SIP as protection from infiltrated vapors is an integral component of a temporary SIP strategy. It was from this premise that Argonne National Laboratory (ANL) was asked to develop methodologies for deciding when and how to terminate SIP. These methodologies, in turn, could be the basis for site-specific operational guidelines (e.g., decision matrix, decision-tree, or algorithm) for terminating SIP on each of the eight Army chemical stockpile storage sites, and in the off-post communities surrounding them. Literature Review of the Effects of Natural Light on Building Occupants

This paper presents summary findings from a literature search of the term ''daylighting''-using natural light in a building to offset or replace electric lighting. According to the Department of Energy's Office of Building Technology, State and Community Programs 2000 BTS Core Databook, in 1998, commercial buildings consumed 32% of the total electricity in the United States, of which more than one-third went to lighting. Using daylighting systems and turning off the lights will help reduce this energy load. Electrical lighting adds to both the electrical and cooling loads in a commercial building. Utility costs can be decreased when daylighting is properly designed to replace electrical lighting. Along with the importance of energy savings, studies have demonstrated the non-energy-related benefits of daylighting. We compiled the data from books, periodicals, Internet articles, and interviews. The books, periodicals, and Internet articles provided the background information used to identify the main subjects of the paper. The interviews provided us with details related to specific buildings and companies that have integrated daylighting into their buildings.

LITERATURE SEARCH FOR METHODS FOR HAZARD ANALYSES OF AIR CARRIER OPERATIONS.

Representatives of the Federal Aviation Administration (FAA) and several air carriers under Title 14 of the Code of Federal Regulations (CFR) Part 121 developed a system-engineering model of the functions of air-carrier operations. Their analyses form the foundation or basic architecture upon which other task areas are based: hazard analyses, performance measures, and risk indicator design. To carry out these other tasks, models may need to be developed using the basic architecture of the Air Carrier Operations System Model (ACOSM). Since ACOSM encompasses various areas of air-carrier operations and can be used to address different task areas with differing but interrelated objectives, the modeling needs are broad. A literature search was conducted to identify and analyze the existing models that may be applicable for pursuing the task areas in ACOSM. The intent of the literature search was not necessarily to identify a specific model that can be directly used, but rather to identify relevant ones that have similarities with the processes and activities defined within ACOSM. Such models may provide useful inputs and insights in structuring ACOSM models. Information glut is one of the primary characteristics of the electronic age. Managing such large volumes of information (e.g., keeping track of the types, where they are, their relationships, who controls them, etc.) can be done efficiently with an intelligent, user-oriented information management system. The purpose of this paper is to describe a concept for managing information resources based on an intelligent information technology system developed by the Argonne National Laboratory for managing digital libraries. The Argonne system, Intelligent Query (IQ), enables users to query digital libraries and view the holdings that match the query from different perspectives.

Modern Bioinformatics data sources are widely used by molecular biologists for homology searching and new drug discovery. User-friendly and yet responsive access is one of the most desirable properties for integrated access to the rapidly growing, heterogeneous, and distributed collection of data sources. The increasing volume and diversity of digital information related to bioinformatics (such as genomes, protein sequences, protein structures, etc.) have led to a growing problem that conventional data management systems do not have, namely finding which information sources out of many candidate choices are the most relevant and most accessible to answer a given user query. We refer to this problem as the query routing problem. In this paper we introduce the notation and issues of query routing, and present a practical solution for designing a scalable query routing system based on multi-level progressive pruning strategies. The key idea is to create and maintain source-capability profiles independently, and to provide algorithms that can dynamically discover relevant information sources for a given query through the smart use of source profiles. A letter report issued by the General Accounting Office with an abstract that begins "The 1966 Freedom of Information Act (FOIA) established the public's right of access to government information, on the basis of openness and accountability. The 1996 Electronic Freedom of Information Act (e-FOIA) Amendments extended these principles to include electronic access to information. Under the act, the Department of Justice provides implementing guidance to agencies. In addition, agencies report annually to Justice on their FOIA operations. GAO was asked to determine, among other things, (1) agencies' progress in improving their timeliness in responding to requests for information and (2) the actions Justice has taken on previous GAO recommendations (GAO-01-378, Mar. 16, 2001) to improve data quality in annual reports and on-line availability of government information."

The understanding of the physical mechanisms by which important biological inhibitors control the nucleation, growth, aggregation, and phase transformation of calcium oxalate crystals at fundamental level is of importance not only to the advances in biomineralization but also to the development of stone disease therapy. Of the three phases of calcium oxalate crystalline, calcium oxalate monohydrate (COM) and dehydrate (COD) are found in the majority of stones formed in the urinary system. Only COM, a major inorganic component of kidney stones, produces adverse physiological effects to human, however. Although a great deal of research has been carried out on the modulation of nucleation, growth, aggregation, and phase transformation of calcium oxalates by biological molecules, the basic mechanism has not yet been determined due to inherent limitations of those techniques that have been utilized The invention of atomic force microscopy (AFM) has opened a new avenue for the study of the crystal growth in general. One can now probe the growth kinetics and dynamics, and morphology of crystal surfaces down to molecular levels as a typical AFM has a lateral resolution of nanometers. The group Diffie-Hellman problems

In this paper they study generalizations of the Diffie-Hellman problems recently used to construct cryptographic schemes for practical purposes. The Group Computational and the Group Decisional Diffie-Hellman assumptions not only enable one to construct efficient pseudo-random functions but also to naturally extend the Diffie-Hellman protocol to allow more than two parties to agree on a secret key. In this paper they provide results that add to their confidence in the GCDH problem. They reach this aim by showing exact relations among the GCDH, GDDH, CDH and DDH problems.

Water Science and Technology Board Annual Report 2001-2002

This annual report marks the twentieth anniversary of the Water Science and Technology Board (WSTB) (1982-2002). The WSTB oversees studies of water issues. The principal products of studies are written reports. These reports cover a wide range of water resources issues of national concern. The following three recently issued reports illustrate the scope of the WSTB's studies: Envisioning the Agenda for Water Resources Research in the Twenty-first Century. The Missouri River Ecosystem: Exploring the Prospects for Recovery, and Assessing the TMDL Approach to Water Quality Management. The WSTB generally meets three times each year where discussions are held on ongoing projects, strategic planning, and developing new initiatives. The meetings also foster communication within the water resources community. The annual report includes a discussion on current studies, completed studies 2001-2002, and future plans, as well as a listing of published reports (1983-2002).
