Technology assessments in transportation: survey of recent literature

A survey and an evaluation of recent studies of transportation systems done in a technology-assessment framework were undertaken as the basis for a detailed statement of work for a US Department of Energy technology assessment of transportation energy-conservation strategies. Several bibliographies were searched and numerous professionals in the field of technology assessment were contacted regarding current work. Detailed abstracts were prepared for studies judged to be sufficiently broad in coverage of impacts assessed, yet detailed in coverage of all or part of the nation's transportation systems. Some studies were rich in data but not comprehensive in their analytical approach; brief abstracts were prepared for these. An explanation of the criteria used to screen the studies, as well as abstracts of 37 reports, are provided in this compendium of transportation-technology-assessment literature.

Broad knowledge of information technologies: a prerequisite for the effective management of the integrated information system

There is a trend towards the bringing together of various information technologies into integrated information systems. The managers of these total systems therefore must be familiar with each of the component technologies and how they may be combined into a total information system. To accomplish this, the effective manager should first define the overall system as an integrated flow of information with each step identified; then, the alternate technologies applicable to each step may be selected. Methods of becoming technologically aware are suggested and examples of integrated systems are discussed.

Stress relaxation and creep of high-temperature gas-cooled reactor core support ceramic materials: a literature search

Creep and stress relaxation in structural ceramics are important properties to the high-temperature design and safety analysis of the core support structure of the HTGR. The ability of the support structure to function for the lifetime of the reactor is directly related to the allowable creep strain and the ability of the structure to withstand thermal transients. The thermal-mechanical response of the core support pads to steady-state stresses and potential thermal transients depends on variables, including the ability of the ceramics to undergo some stress relaxation in relatively short times. Creep and stress relaxation phenomena in structural ceramics of interest were examined. Of the materials considered (fused silica, alumina, silicon nitride, and silicon carbide), alumina has been more extensively investigated in creep. Activation energies reported varied between 482 and 837 kJ/mole, and consequently, variations in the assigned mechanisms were noted. Nabarro-Herring creep is considered as the primary creep mechanism and no definite grain size dependence has been identified. Results for silicon nitride are in better agreement with reported activation energies. Survey of Literature Relating to Energy Development in Utah's Colorado Plateau

This study examines various energy resources in Utah including oil impregnated rocks (oil shale and oil sand deposits), geothermal, coal, uranium, oil and natural gas in terms of the following dimensions: resurce potential and location; resource technology, development and production status; resource development requirements; potential environmental and socio-economic impacts; and transportation tradeoffs. The advantages of minemouth power plants in comparison to combined cycle or hybrid power plants are also examined. Annotative bibliographies of the energy resources are presented in the appendices. Specific topics summarized in these annotative bibliographies include: economics, environmental impacts, water requirements, production technology, and siting requirements.

Energy conservation by hyperfiltration: food industry background literature survey

The application of hyperfiltration to selected food product streams and food processing wastewaters for energy conservation was examined. This literature survey had led to the following conclusions: no research has been conducted in the food industry using membranes with hot process streams due to the temperature limitation (< 40/sup 0/C) of the typically studied cellulose acetate membranes; based on the bench-scale research reviewed, concentration of fruit and vegetable juices with membranes appears to be technically feasible; pretreatment and product recovery research was conducted with membranes on citrus peel oil, potato processing and brine wastewaters and wheys. The experiments demonstrated that these applications are feasible; many of the problems that have been identified with membranes are associated with either the suspended solids or the high osmotic pressure and viscosity of many foods; research using dynamic membranes has been conducted with various effluents, at temperatures to approx. 100/sup 0/C, at pressures to 1200 psi and with suspended solids to approx. 2%; and, the dynamic membrane is being prototype tested by NASA for high temperature processing of shower water. Photovoltaics information user study

The results of a series of telephone interviews with groups of users of information on photovoltaics (PV) are described. These results, part of a larger study on many different solar technologies, identify types of information each group needed and the best ways to get information to each group. The report is 1 of 10 discussing study results. The overall study provides baseline data about information needs in the solar community. It covers these technological areas: photovoltaics, passive solar heating and cooling, active solar heating and cooling, biomass energy, solar thermal electric power, solar industrial and agricultural process heat, wind energy, ocean energy, and advanced energy storage. An earlier study identified the information user groups in the solar community and the priority (to accelerate solar energy commercialization) of getting information to each group. In the current study only high-priority groups were examined. Results from seven PV groups respondents are analyzed in this report: DOE-Funded Researchers, Non-DOE-Funded Researchers, Researchers Working for Manufacturers, Representatives of Other Manufacturers, Representatives of Utilities, Electric Power Engineers, and Educators.

The Environmental Handbook Series is designed to overcome the deficiency of information utility and transfer. Each of the works in this series brings together information in an area and format that is useful to both public and private sector needs. It is meant to serve as a basic reference document that will stand for a period of time and help to enrich decisionmaking and research in the interface of energy and the environment. This particular handbook deals with environmental characterization data for the energy technologies and presents the data in a format for use by DOE policy analysts. This treatment includes not only the actual information base, but also a preface which explains the present concept, the historical growth of the program, and the new direction for improved utility. The information base, itself, is constantly being enhanced and is republished periodically as necessary. The specific energy systems for which environmental/technology characterization information is provided are grouped as follows: nuclear energy; coal; petroleum; gas; synthetic fuels; solar energy; geothermal energy; and hydroelectricity.

ORACLE: an adjusted cross-section and covariance library for fast-reactor analysis

Benchmark integral-experiment values from six fast critical-reactor assemblies and two standard neutron fields are combined with corresponding calculations using group cross sections based on ENDF/B-V in a least-squares data adjustment using evaluated covariances from ENDF/B-V and supporting covariance evaluations. Purpose is to produce an adjusted cross-section and covariance library which is based on well-documented data and methods and which is suitable for fast-reactor design. By use of such a library, data- and methods-related biases of calculated performance parameters should be reduced and uncertainties of the calculated values minimized. Consistency of the extensive data base is analyzed using the chi-square test. This adjusted library ORACLE will be available shortly.

Development of a center for biosystematics resources. Summary report, November 1, 1979-October 31, 1980

The objective in the development of a Center for Biosystematics Resources is to provide a centralized source of information regarding the biological expertise available in the academic/museum community; and the federal and state regulations concerning the acquisition, transport, and possession of biological specimens. Such a Center would serve to facilitate access to this widely dispersed information. The heart of the Center is a series of computer assisted data bases which contain information on biologists and their areas of expertise, biological collections, annotated federal regulations, and federal and state controlled species lists. In the last year these data bases have been updated and expanded. Additional data bases have been constructed and are being maintained. The purpose of this three-year contract with the Department of Energy is to continue the updating and revision of the original data bases, make the information they contain readily available to the Department of Energy, other government agencies, the private sector, and the academic community; and to achieve financial independence by the end of the three-year period.

Sampling theory methodology applicable to data validation studies

In data validation studies, surveys are conducted to obtain information about the data collection process and the uses of the data. In many cases standard sampling techniques can be used. Two methods, stratified random sampling and cluster sampling, were used for surveys in the Form 4 data validation study. Form 4 is a data collection system on monthly generation and consumption of fuels by electric power plants. A description of those applications is given. Sometimes time and cost constraints make more sophisticated controlled sampling approaches necessary. One such approach using balanced incomplete block designs is described; an appendix surveys the existence results for these designs. Sequential methods which may prove to be more cost effective are discussed, as are sequential approaches to the problem of determining the size of a population. Problems requiring further research are also discussed. Some preliminary results on the problem of stratification with respect to more than one variable are included. The results were obtained for the Form 4 respondent population. The Form 4 study indicated that standard statistical sampling methods could be useful in data validation surveys. Selected Research Studies and Professional Literature Dealing with Physiological, Socioeconomic, Psychological, and Cultural Differences Between Black and White Males with Reference to the Performance of Athletic Skills

This study was designed to accomplish an in-depth examination and documentary analysis of professional literature and scientific studies in order to identify and synthesize reported physiological, socioeconomic, psychological , and cultural differences between American black and white male athletes in the performance of selected athletic skills. The following major conclusions seem justifiable from the data which has been reported: 1) Physical differences impede or enhance athletic performance in certain athletic activities. 2) Social elements influences the choice and extent to which both races are involved in athletics. 3) Black male athletes have equal or stronger control of their emotions than white male athletes. 4) Culture and environment affect the development of traits in both races which contribute to their success in selected athletic skills. 5) How athletic skills are acquired accounts for the success both races experience in selected athletic skills. 6) A positive relationship exists between education and vocational aspiration and athletic success for white male athletes, but athletic success has independent consequences for facilitating higher levels of education for black male athletes. 7) black male athletes perform more successfully in reactive activities and white male athletes perform more skillfully in self-paces athletic activities.

A DONOR COMPLEX WITH TUNNELING HYDROGEN IN PURE GERMANIUM

A shallow donor complex observed by several authors in ultrapure germanium grown in a hydrogen atmosphere is attributed to an oxygen-hydrogen system. Photoconductivity data under stress are presented. An abrupt transition in the spectra at a well-defined stress (2.1 x 10{sup 8} dyn cm{sup -2}) is found. It is explained by a theory which involves dynamic tunneling of the hydrogen in the vicinity of an oxygen center. The comparison with other complex donors and acceptors supports the model.
