Literature and information related to the natural resources of the North Aleutian Basin of Alaska. (open access)

Literature and information related to the natural resources of the North Aleutian Basin of Alaska.

The North Aleutian Basin Planning Area of the Minerals Management Service (MMS) is a large geographic area with significant natural resources. The Basin includes most of the southeastern part of the Bering Sea Outer Continental Shelf, including all of Bristol Bay. The area supports important habitat for a wide variety of species and globally significant habitat for birds and marine mammals, including several federally listed species. Villages and communities of the Alaska Peninsula and other areas bordering or near the Basin rely on its natural resources (especially commercial and subsistence fishing) for much of their sustenance and livelihood. The offshore area of the North Aleutian Basin is considered to have important hydrocarbon reserves, especially natural gas. In 2006, the MMS released a draft proposed program, 'Outer Continental Shelf Oil and Gas Leasing Program, 2007-2012' and an accompanying draft programmatic environmental impact statement (EIS). The draft proposed program identified two lease sales proposed in the North Aleutian Basin in 2010 and 2012, subject to restrictions. The area proposed for leasing in the Basin was restricted to the Sale 92 Area in the southwestern portion. Additional EISs will be needed to evaluate the potential effects of specific lease actions, exploration activities, and …

Using the National Information Infrastructure for social science, education, and informed decision making (open access)

Using the National Information Infrastructure for social science, education, and informed decision making

The United States has aggressively embarked on the challenging task of building a National Information Infrastructure (NII). This infrastructure will have many levels, extending from the building block capital stock that composes the telecommunications system to the multitude of higher tier applications hardware and software tied to this system. This ``White Paper`` presents a vision for a second and third tier national information infrastructure that focuses exclusively on the needs of social science, education, and decision making (NII-SSEDM). NII-SSEDM will provide the necessary data, information, and automated decision support and educational tools needed to help this nation solve its most pressing social problems. The proposed system has five components: `data collection systems; databases; statistical analysis and modeling tools; policy analysis and decision support tools; and materials and software specially designed for education. This paper contains: a vision statement for each component; comments on progress made on each component as of the early 1990s; and specific recommendations on how to achieve the goals described in the vision statements. The white paper also discusses how the NII-SSEDM could be used to address four major social concerns: ensuring economic prosperity; health care; reducing crime and violence; and K-12 education. Examples of near-term and …

Information resources for US Department of Energy pollution prevention programs

In support of the US Department of Energy`s (DOE`s) pollution prevention efforts being conducted under the aegis of DOE`s Office of Environmental Restoration and Waste Management (EM) program, Pacific Northwest Laboratory was tasked with evaluating pollution prevention information resources. The goal of this activity was to improve the effectiveness of DOE`s pollution prevention activities through improved information flow, both within the complex, and more specifically, between DOE and other organizations that share similar pollution prevention challenges. This report presents our findings with respect to the role of information collection and dissemination within the complex, opportunities for teaming from successes of the private sector, and specific information needs of the DOE pollution prevention community. These findings were derived from a series of interviews with pollution prevention coordinators from across the DOE complex, review of DOE site and facility pollution prevention plans, and workshops with DOE information users as well as an information resources workshop that brought together information specialists from private industry, non-profit organizations, as well as state and regional pollution prevention assistance programs.

Science, Technology, and the First Amendment: special report (open access)

Science, Technology, and the First Amendment: special report

Part I of the report discusses how the meaning of “the press” has expanded from printed material to include a wide range of broadcast and electronic media. Satellites, computers, electronic bulletin boards, teletex, videotext, and other new ways of gathering, editing, and delivering news are blurring legal and regulatory distinctions between common carriers and “the press, ” thus changing arguments about the constitutional rights that they have each enjoyed. Part II addresses freedom of speech and press as they apply to scientific communications and technological know-how. As science and technology become ever more important to our economy and our military strength, the delicate balance between individual rights and the national interest becomes both more important and more difficult to maintain.

Clickstream data yields high-resolution maps of science (open access)

Clickstream data yields high-resolution maps of science

Intricate maps of science have been created from citation data to visualize the structure of scientific activity. However, most scientific publications are now accessed online. Scholarly web portals record detailed log data at a scale that exceeds the number of all existing citations combined. Such log data is recorded immediately upon publication and keeps track of the sequences of user requests (clickstreams) that are issued by a variety of users across many different domains. Given these advantagees of log datasets over citation data, we investigate whether they can produce high-resolution, more current maps of science.

CROSSFLOW FILTRATON: LITERATURE REVIEW (open access)

CROSSFLOW FILTRATON: LITERATURE REVIEW

As part of the Filtration task EM-31, WP-2.3.6, which is a joint effort between Savannah River National Laboratory (SRNL) and the Pacific Northwest National Laboratory (PNNL), tests were planned to evaluate crossflow filtration in order to the improve the use of existing hardware in the waste treatment plants at both the Department of Energy (DOE) Savannah River Site (SRS) and Hanford Site. These tests included experiments to try different operating conditions and additives, such as filter aids, in order to create a more permeable filter cake and improve the permeate flux. To plan the SRNL tests a literature review was performed to provide information on previous experiments performed by DOE laboratories, and by academia. This report compliments PNNL report (Daniel, et al 2010), and is an attempt to try and capture crossflow filtration work performed in the past that provide a basis for future testing. However, not all sources on crossflow filtration could be reviewed due to the shear volume of information available. In this report various references were examined and a representative group was chosen to present the major factors that affect crossflow filtration. The information summarized in this review contains previous operating conditions studied and their influence on …

Los Alamos National Laboratory Science Education Program. Annual progress report, October 1, 1995--September 30, 1996

The National Teacher Enhancement program (NTEP) is a three-year, multi-laboratory effort funded by the National Science Foundation and the Department of Energy to improve elementary school science programs. The Los Alamos National Laboratory targets teachers in northern New Mexico. FY96, the third year of the program, involved 11 teams of elementary school teachers (grades 4-6) in a three-week summer session, four two-day workshops during the school year and an on-going planning and implementation process. The teams included twenty-one teachers from 11 schools. Participants earned a possible six semester hours of graduate credit for the summer institute and two hours for the academic year workshops from the University of New Mexico. The Laboratory expertise in the earth and environmental science provided the tie between the Laboratory initiatives and program content, and allowed for the design of real world problems.

Information integration for data fusion (open access)

Information integration for data fusion

Data fusion has been identified by the Department of Defense as a critical technology for the U.S. defense industry. Data fusion requires combining expertise in two areas - sensors and information integration. Although data fusion is a rapidly growing area, there is little synergy and use of common, reusable, and/or tailorable objects and models, especially across different disciplines. The Laboratory-Directed Research and Development project had two purposes: to see if a natural language-based information modeling methodology could be used for data fusion problems, and if so, to determine whether this methodology would help identify commonalities across areas and achieve greater synergy. The project confirmed both of the initial hypotheses: that the natural language-based information modeling methodology could be used effectively in data fusion areas and that commonalities could be found that would allow synergy across various data fusion areas. The project found five common objects that are the basis for all of the data fusion areas examined: targets, behaviors, environments, signatures, and sensors. Many of the objects and the specific facts related to these objects were common across several areas and could easily be reused. In some cases, even the terminology remained the same. In other cases, different areas had …

Information services directory

Congress passed the Nuclear Waste Policy Act of 1982 (NWPA) and its amendments establishing the National policy for safely storing, transporting and disposing of spent nuclear fuel and high-level radioactive waste in a geologic repository. This legislation created the Office of Civilian Radioactive Waste Management (OCRWM) within the US Department of Energy (DOE) to develop an integrated system for the safe and efficient disposal of high-level radioactive waste. The NWPA, as amended, directs DOE to study in detail the Yucca Mountain site in Nevada as the only candidate site for the Nation`s geologic repository. In Nevada, the DOE/OCRWM Yucca Mountain Site Characterization Project Office (YMPO) manages scientific investigations to determine the suitability of Yucca Mountain for effectively isolating radioactive waste from the public and the environment. This Information Services Directory is intended to facilitate dissemination of information. The Directory is produced by the Education and Information Division of OCRWM`s Office of External Relations and will be updated periodically. This is the third such update since its issuance in August 1986. It is a reference document that lists the sources of program information available to States, Indian Tribes and the public.
