The solvation sphere of halides in water has been investigated using a combination of extended x-ray absorption fine structure (EXAFS) and x-ray absorption near-edge structure (XANES) analysis techniques. The results have indicated that I{sup -} and Br{sup -} both have an asymmetric, 8 water molecule primary solvation spheres. These spheres are identical, with the Br{sup -} sphere about .3 {angstrom} smaller than the I{sup -} sphere. This study utilized near-edge analysis to supplement EXAFS analysis which suffers from signal dampening/broadening due to thermal noise. This paper has reported on the solvation first sphere of I{sup -} and Br{sup -} in water. Using EXAFS and XANES analysis, strong models which describe the geometric configuration of water molecules coordinated to a central anion have been developed. The combination of these techniques has provided us with a more substantiated argument than relying solely on one or the other. An important finding of this study is that the size of the anion plays a smaller role than previously assumed in determining the number of coordinating water molecules. Further experimental and theoretical investigation is required to understand why the size of the anion plays a minor role in determining the number of water molecules bound.

Information Resources in High-Energy Physics: Surveying the Present Landscape and Charting the Future Course

Access to previous results is of paramount importance in the scientific process. Recent progress in information management focuses on building e-infrastructures for the optimization of the research workflow, through both policy-driven and user-pulled dynamics. For decades, High-Energy Physics (HEP) has pioneered innovative solutions in the field of information management and dissemination. In light of a transforming information environment, it is important to assess the current usage of information resources by researchers and HEP provides a unique test-bed for this assessment. A survey of about 10% of practitioners in the field reveals usage trends and information needs. Community-based services, such as the pioneering arXiv and SPIRES systems, largely answer the need of the scientists, with a limited but increasing fraction of younger users relying on Google. Commercial services offered by publishers or database vendors are essentially unused in the field. The survey offers an insight into the most important features that users require to optimize their research workflow. These results inform the future evolution of information management in HEP and, as these researchers are traditionally 'early adopters' of innovation in scholarly communication, can inspire developments of disciplinary repositories serving other communities.

The Energy Efficiency and Renewable Energy Network (EREN) Customer Satisfaction Survey was developed and executed in support of EREN`s continuous quality improvement (CQI) plan. The study was designed to provide information about the demographic make up of EREN users, the value or benefits they derive from EREN, the kinds and quality of services they want, their levels of satisfaction with existing services, their preferences in both the sources of service and the means of delivery, and to provide benchmark data for the establishment of continuous quality improvement measures. The survey was performed by soliciting voluntary participation from members of the EREN Users Group. It was executed in two phases; the first being conducted by phone using a randomly selected group; and the second being conducted electronically and which was open to all of the remaining members of the Users Group. The survey results are described.

Statistical Tools for Forensic Analysis of Toolmarks

Recovery and comparison of toolmarks, footprint impressions, and fractured surfaces connected to a crime scene are of great importance in forensic science. The purpose of this project is to provide statistical tools for the validation of the proposition that particular manufacturing processes produce marks on the work-product (or tool) that are substantially different from tool to tool. The approach to validation involves the collection of digital images of toolmarks produced by various tool manufacturing methods on produced work-products and the development of statistical methods for data reduction and analysis of the images. The developed statistical methods provide a means to objectively calculate a ''degree of association'' between matches of similarly produced toolmarks. The basis for statistical method development relies on ''discriminating criteria'' that examiners use to identify features and spatial relationships in their analysis of forensic samples. The developed data reduction algorithms utilize the same rules used by examiners for classification and association of toolmarks.

Automatic Discovery and Inferencing of Complex Bioinformatics Web Interfaces

The World Wide Web provides a vast resource to genomics researchers in the form of web-based access to distributed data sources--e.g. BLAST sequence homology search interfaces. However, the process for seeking the desired scientific information is still very tedious and frustrating. While there are several known servers on genomic data (e.g., GeneBank, EMBL, NCBI), that are shared and accessed frequently, new data sources are created each day in laboratories all over the world. The sharing of these newly discovered genomics results are hindered by the lack of a common interface or data exchange mechanism. Moreover, the number of autonomous genomics sources and their rate of change out-pace the speed at which they can be manually identified, meaning that the available data is not being utilized to its full potential. An automated system that can find, classify, describe and wrap new sources without tedious and low-level coding of source specific wrappers is needed to assist scientists to access to hundreds of dynamically changing bioinformatics web data sources through a single interface. Beyond the CM-5: A case study in performance analysis for the CM-5, T3D, and high performance RISC workstations

We present a comprehensive performance evaluation of our molecular dynamics code SPaSM on the CM-5 in order to devise optimization strategies for the CM-5, T3D, and RISC workstations. In this analysis, we focus on the effective use of the SPARC microprocessor by performing measurements of instruction set utilization, cache effects, memory access patterns, and pipeline stall cycles. We then show that we can account for more than 99% of observed execution time of our program. Optimization strategies are devised and we show that our highly optimized ANSI C program running only on the SPARC microprocessor of the CM-5 is only twice as slow as our Gordon-Bell prize winning code that utilized the CM-5 vector units. On the CM-5E, we show that this optimized code run faster than the vector unit version. We then apply these techniques to the Cray T3D and measure resulting speedups. Finally, we show that simple optimization strategies are effective on a wide variety of high performance RISC workstations.

Comparison of de-noising techniques for FIRST images

Data obtained through scientific observations are often contaminated by noise and artifacts from various sources. As a result, a first step in mining these data is to isolate the signal of interest by minimizing the effects of the contaminations. Once the data has been cleaned or de-noised, data mining can proceed as usual. In this paper, we describe our work in denoising astronomical images from the Faint Images of the Radio Sky at Twenty-Centimeters (FIRST) survey. We are mining this survey to detect radio-emitting galaxies with a bent-double morphology. This task is made difficult by the noise in the images caused by the processing of the sensor data. We compare three different approaches to de-noising: thresholding of wavelet coefficients advocated in the statistical community, traditional Altering methods used in the image processing community, and a simple thresholding scheme proposed by FIRST astronomers. While each approach has its merits and pitfalls, we found that for our purpose, the simple thresholding scheme worked relatively well for the FIRST dataset.

Benchmarking of Resrad-Offsite : Transition From Resrad (Onsite) Toresrad-Offsite and Comparison of the Resrad-Offsite Predictions With Peercodes.

The main purpose of this report is to document the benchmarking results and verification of the RESRAD-OFFSITE code as part of the quality assurance requirements of the RESRAD development program. This documentation will enable the U.S. Department of Energy (DOE) and its contractors, and the U.S. Nuclear Regulatory Commission (NRC) and its licensees and other stakeholders to use the quality-assured version of the code to perform dose analysis in a risk-informed and technically defensible manner to demonstrate compliance with the NRC's License Termination Rule, Title 10, Part 20, Subpart E, of the Code of Federal Regulations (10 CFR Part 20, Subpart E); DOE's 10 CFR Part 834, Order 5400.5, ''Radiation Protection of the Public and the Environment''; and other Federal and State regulatory requirements as appropriate. The other purpose of this report is to document the differences and similarities between the RESRAD (onsite) and RESRAD-OFFSITE codes so that users (dose analysts and risk assessors) can make a smooth transition from use of the RESRAD (onsite) code to use of the RESRAD-OFFSITE code for performing both onsite and offsite dose analyses. Human-machine interface (HMI) report for 241-SY-101 data acquisition [and control] system (DACS) upgrade study

This report provides an independent evaluation of information for a Windows based Human Machine Interface (HMI) to replace the existing DOS based Iconics HMI currently used in the Data Acquisition and Control System (DACS) used at Tank 241-SY-101. A fundamental reason for this evaluation is because of the difficulty of maintaining the system with obsolete, unsupported software. The DACS uses a software operator interface (Genesis for DOS HMI) that is no longer supported by its manufacturer, Iconics. In addition to its obsolescence, it is complex and difficult to train additional personnel on. The FY 1997 budget allocated $40K for phase 1 of a software/hardware upgrade that would have allowed the old DOS based system to be replaced by a current Windows based system. Unfortunately, budget constraints during FY 1997 has prompted deferral of the upgrade. The upgrade needs to be performed at the earliest possible time, before other failures render the system useless. Once completed, the upgrade could alleviate other concerns: spare pump software may be able to be incorporated into the same software as the existing pump, thereby eliminating the parallel path dilemma; and the newer, less complex software should expedite training of future personnel, and in the process, …
