Fermilab researchers utilize the Tevatron particle accelerator (currently the world�s most powerful accelerator) to better understand subatomic particles as they exist now and as they existed near the birth of the universe. A collection review of the Fermilab Library monographs was conducted during the summers of 1998 and 1999. While some items were identified for deselection, the review proved most fruitful in highlighting some of the strengths of the Fermilab monograph collection. One of these strengths is history of physics, including biographies and astrophysics. A bibliography of the physics history books in the collection as of Summer, 1999 follows, arranged by author. A letter report issued by the Government Accountability Office with an abstract that begins "State juvenile justice systems face critical problems when it comes to juvenile delinquency issues such as reentry--when offenders return home from incarceration--and substance abuse. GAO was asked to review juvenile reentry and substance abuse program research and efforts by the Department of Justice's (DOJ) Office of Juvenile Justice and Delinquency Prevention (OJJDP) to provide information on effective programs (i.e., whether a program achieves its intended goal) and cost-beneficial programs (i.e., whether the benefits of programs exceeded their costs). This report addresses (1) expert opinion and available research on these types of reentry and substance abuse programs, (2) the extent to which OJJDP assesses its efforts to disseminate information on effective programs, and (3) OJJDP's plans to accomplish its research and evaluation goals. GAO, among other things, reviewed academic literature, and OJJDP's dissemination efforts and research goals. GAO also interviewed OJJDP officials and a nonprobability sample of 26 juvenile justice experts selected based on their experience with juvenile reentry and substance abuse issues."

Fast Stable Solvers for Sequentially Semi-Seperable Linear Systems of Equations

We define the class of sequentially semi-separable matrices in this paper. Essentially this is the class of matrices which have low numerical rank on their off diagonal blocks. Examples include banded matrices, semi-separable matrices, their sums as well as inverses of these sums. Fast and stable algorithms for solving linear systems of equations involving such matrices and computing Moore-Penrose inverses are presented. Supporting numerical results are also presented. In addition, fast algorithms to construct and update this matrix structure for any given matrix are presented. Finally, numerical results that show that the coefficient matrices resulting from global spectral discretizations of certain integral equations indeed have this matrix structure are given.

Congressional Access to Executive Branch Information: Legislative Tools

This report begins by reviewing the precedents established during the Washington Administration for withholding documents from Congress. Close examination reveals that the scope of presidential privilege is often exaggerated. Congress had access to more documentation than is commonly believed and might have had more had it pressed for it. Subsequent sections focus on various forms of congressional leverage: the power of the purse, the power to impeach, issuing congressional subpoenas, holding executive officials in contempt, House resolutions of inquiry, GAO investigations, and blocking nominations, all of which may force executive officials to release documents they would otherwise want to keep private and confidential. Even if Presidents announce perfectly plausible grounds for withholding documents, they may have to comply with the congressional will to achieve other more important goals.

Information Management: Challenges in Managing and Preserving Electronic Records

A letter report issued by the General Accounting Office with an abstract that begins "Agencies are increasingly moving to an electronic environment rather than paper records. Because electronic records provide comprehensive documentation of essential government functions and provide information necessary to protect government and citizen interests, their proper management is essential. Further, the preservation of significant documents and other records is crucial for the historical record. Responsibility for the government's electronic records lies with the National Archives and Records Administration (NARA). NARA completed an assessment of the current federal record keeping environment in 2001 which concluded that although agencies are creating and maintaining records appropriately, most remain unscheduled, and records of historical value are not being identified and provided to NARA for archival preservation. Although NARA plans to improve its guidance and to address technology issues, its plans do not address the low priority generally given to records management programs, nor the issue of systematic inspections. Recognizing the limitations of its technical strategies to support preservation, management, and sustained access to electronic records, NARA is planning to design, acquire, and manage an advanced electronic records (ERA) system. Ad Hoc Query Support For Very Large Simulation Mesh Data: The Metadata Approach

We present our approach to enabling approximate ad hoc queries on terabyte-scale mesh data generated from large scientific simulations through the extension and integration of database, statistical, and data mining techniques. There are several significant barriers to overcome in achieving this objective. First, large-scale simulation data is already at the multi-terabyte scale and growing quickly, thus rendering traditional forms of interactive data exploration and query processing untenable. Second, a priori knowledge of user queries is not available, making it impossible to tune special-purpose solutions. Third, the data has spatial and temporal aspects, as well as arbitrarily high dimensionality, which exacerbates the task of finding compact, accurate, and easy-to-compute data models. Our approach is to preprocess the mesh data to generate highly compressed, lossy models that are used in lieu of the original data to answer users' queries. This approach leads to interesting challenges. The model (equivalently, the content-oriented metadata) being generated must be smaller than the original data by at least an order of magnitude. Second, the metadata representation must contain enough information to support a broad class of queries. Length-Limited Data Transformation and Compression

Scientific computation is used for the simulation of increasingly complex phenomena, and generates data sets of ever increasing size, often on the order of terabytes. All of this data creates difficulties. Several problems that have been identified are (1) the inability to effectively handle the massive amounts of data created, (2) the inability to get the data off the computer and into storage fast enough, and (3) the inability of a remote user to easily obtain a rendered image of the data resulting from a simulation run. This dissertation presents several techniques that were developed to address these issues. The first is a prototype bin coder based on variable-to-variable length codes. The codes utilized are created through a process of parse tree leaf merging, rather than the common practice of leaf extension. This coder is very fast and its compression efficiency is comparable to other state-of-the-art coders. The second contribution is the Piecewise-Linear Haar (PLHaar) transform, a reversible n-bit to n-bit wavelet-like transform. PLHaar is simple to implement, ideal for environments where transform coefficients must be kept the same size as the original data, and is the only n-bit to n-bit transform suitable for both lossy and lossless coding.

Discrete Differential Forms: A Novel Methodology for Robust Computational Electromagnetics

This is the final report for the LLNL LDRD 01-LW-068. The Principle Investigator was Daniel White of the Center for Applied Scientific Computing (CASC). Collaborators included Paul Castillo and Mark Stowell of CASC, and Ph.D students Joe Koning and Rob Rieben of UC Davis. Some of the simulation results in this report were partially funded by a Defense Advanced Research Projects Agency research grant, and the two Ph.D. students were supported by the LLNL Student-Employee Graduate Research Fellow program. We begin with a short Administrative Overview which describes the motivation, scope, and deliverables of this research effort. Then follows the Technical section, which introduces the theory behind our Discrete Differential Forms approach, provides an overview of our FEMSTER C++ class library, and concludes with example simulations.

EQPT, a data file preprocessor for the EQ3/6 software package: User`s guide and related documentation (Version 7.0); Part 2

EQPT is a data file preprocessor for the EQ3/6 software package. EQ3/6 currently contains five primary data files, called datao files. These files comprise alternative data sets. These data files contain both standard state and activity coefficient-related data. Three (com, sup, and nea) support the use of the Davies or B-dot equations for the activity coefficients; the other two (hmw and pit) support the use of Pitzer`s (1973, 1975) equations. The temperature range of the thermodynamic data on these data files varies from 25{degrees}C only to 0-300{degrees}C. The principal modeling codes in EQ3/6, EQ3NR and EQ6, do not read a data0 file, however. Instead, these codes read an unformatted equivalent called a data1 file. EQPT writes a datal file, using the corresponding data0 file as input. In processing a data0 file, EQPT checks the data for common errors, such as unbalanced reactions. It also conducts two kinds of data transformation. Interpolating polynomials are fit to data which are input on temperature adds. The coefficients of these polynomials are then written on the datal file in place of the original temperature grids. A second transformation pertains only to data files tied to Pitzer`s equations. Shielding Experimental Benchmark Storage, Retrieval, and Display System

The complete description of an integral shielding benchmark experiment includes the radiation source, materials, physical geometry, and measurement data. This information is not usually contained in a single document, but must be gathered from several sources, including personal contact with the experimentalists. A comprehensive database of the experimental details is extremely useful and cost-effective in present day computations. Further, experimental data are vulnerable to being lost or destroyed as a result of facility closures, retirement of experimental personnel, and ignorance. A standard set of experiments, used globally, establishes a framework to validate and verify models in computer codes and guarantee comparative analyses between different computational systems. SINBAD is a database that was conceived in 1992 to store, retrieve, and display the measurements from international experiments for the past 50 years in nuclear shielding. Based at Oak Ridge National Laboratory's Radiation Safety Information and Computational Center (RSICC) SINBAD has a collection of integral benchmark experiments from around the world. SINBAD is shared with the Office of Economic and Cooperative Development/Nuclear Energy Agency Data Bank, which provides contributions from Europe, Russia, and Japan.

Model-based Processing of Micro-cantilever Sensor Arrays (open access)

Model-based Processing of Micro-cantilever Sensor Arrays

We develop a model-based processor (MBP) for a micro-cantilever array sensor to detect target species in solution. After discussing the generalized framework for this problem, we develop the specific model used in this study. We perform a proof-of-concept experiment, fit the model parameters to the measured data and use them to develop a Gauss-Markov simulation. We then investigate two cases of interest: (1) averaged deflection data, and (2) multi-channel data. In both cases the evaluation proceeds by first performing a model-based parameter estimation to extract the model parameters, next performing a Gauss-Markov simulation, designing the optimal MBP and finally applying it to measured experimental data. The simulation is used to evaluate the performance of the MBP in the multi-channel case and compare it to a ''smoother'' (''averager'') typically used in this application. It was shown that the MBP not only provides a significant gain ({approx} 80dB) in signal-to-noise ratio (SNR), but also consistently outperforms the smoother by 40-60 dB. Finally, we apply the processor to the smoothed experimental data and demonstrate its capability for chemical detection.
