Strategic Plan for the U.S. Climate Change Science Program

This strategic plan has been prepared by the 13 federal agencies participating in the CCSP, with coordination by the CCSP staff under the leadership of Dr. Richard H. Moss. This strategic plan responds to the President's direction that climate change research activities be accelerated to provide the best possible scientific information to support public discussion and decision-making on climate-related issues.The plan also responds to Section 104 of the Global Change Research Act of 1990, which mandates the development and periodic updating of a long-term national global change research plan coordinated through the National Science and Technology Council.This is the first comprehensive update of a strategic plan for U.S. global change and climate change research since the original plan for the U.S. Global Change Research Program was adopted at the inception of the program in 1989.

Despite these benefits, concerns about personal privacy are relevant because linkages often involve data on identifiable persons. The Environmental Law Institute, the grantee, in the final quarter of operation under Department of Energy Grant DE-FG02-02ER63414, successfully completed the following tasks associated with the grant: (1) published ''Reporting on Climate Change: Understanding the Science'', the third edition of this resource intended primarily to help print and broadcast journalists report more effectively on scientific aspects of global climate change; (2) distributed the reporters guide directly to roughly 500 journalists and journalism educators participating in the annual meeting of the Society of Environmental Journalists in New Orleans, La.; (3) distributed the reporters guide to an additional 1,500 journalists and journalism educators by mail; (4) provided journalism educators bulk copies, upon specific request, for their use in upper-level science journalism and environmental journalism classes; (5) conducted outreach to science editors and environmental reporters on availability and use of the reporter's guide; (6) completed financial reporting associated with the reporter's guide grant. ELI has provided requested bulk numbers of copies of ''Reporting on Climate Change: Understanding the Science'' to the DOE Project Officer, David C. The PAGES research community works toward improving our understanding of the Earth's changing environment. By placing current and future global changes in a long term perspective, they can be assessed relative to natural variability. Since the industrial revolution, the Earth System has become increasingly affected by human activities. Natural and human processes are woven into a complex tapestry of forcings, responses, feedbacks and consequences. Deciphering this complexity is essential as we plan for the future. Paleoenvironmental research is the only way to investigate Earth System processes that operate on timescales longer than the period of instrumental records.

Global Environmental Change and Human Health: Science Plan and Implementation Strategy

It is widely, often intuitively, understood that human societies and the well being and health of their populations depend on the flow of materials, services and cultural enrichment from the natural world. Nevertheless, to date there has been little formal description and study of the relationships between global environmental changes and human health, and of the ways in which social institutions and processes modulate those relationships. For several human-induced global environmental changes, particularly changes to the world's climate system and to the ultraviolet radiation-filtering functions of the stratosphere, there has been a recent increase in research into the main health risks. But for most other global environmental changes little formal research on the risks to human health has been carried out. Indeed, among the practitioners of the various scientific disciplines engaged in studying the processes and impacts of global environmental changes - including environmental sciences, ecology, geography, economics, etc. - there has been relatively little recognition that ecosystem disruptions, species extinctions, degradation of food-producing systems, the perturbation of cycling of elements and nutrients, and the spread of cities pose risks to the well being and health of human populations. Our multidisciplinary research team for this project involved collaboration between the Department of Psychiatry and Behavioral Medicine at the Medical College of Wisconsin (MCW) and the Department of Family and Community Medicine at the University of New Mexico Health Sciences Center (UNM HSC). Our research team in Wisconsin was led by Laura Roberts, M.D., Principal Investigator, and included Scott Helberg, MLS (Project Coordinator), Kate Green Hammond, Ph.D. (Consultant), Krisy Edenharder (Research Coordinator), and Mark Talatzko (Research Assistant). Our New Mexico-based team was led by Teddy Warner, Ph.D., Co-Principal Investigator and UNM Site Principal Investigator, and included Suzanne Roybal (Project Assistant), Darlyn Mabon (Project Assistant), Kate Green Hammond, PhD (Senior Research Scientist on the UNM team from 2004 until January, 2007), and Paulette Christopher (Research Assistant). Guidance issued by the Government Accountability Office with an abstract that begins "FISCAM presents a methodology for performing information system (IS) control audits of federal and other governmental entities in accordance with professional standards. This version supersedes the prior version, Federal Information System Controls Audit Manual: Volume I Financial Statement Audits, AIMD-12.19.6, January 1, 2001. The FISCAM is designed to be used primarily on financial and performance audits and attestation engagements performed in accordance with GAGAS, as presented in Government Auditing Standards (also know as the "Yellow Book"). The FISCAM is consistent with the GAO/PCIE Financial Audit Manual (FAM). Also, FISCAM control activities are consistent with NIST Special Publication 800-53 and all SP800-53 controls have been mapped to the FISCAM. The FISCAM, which is consistent with NIST and other criteria, is organized to facilitate effective and efficient IS control audits.
