Accessibility and Integrity of Networked Information Collections

The paper begins with a survey of recent developments in networked information resources and tools to identify, navigate, and use such resources. The paper then discusses the changing legal framework that governs use of electronic information as contract law rather than simple sale within the context of copyright law becomes the dominant model for acquiring access to electronic information.

Summaries of FY 1992 research in nuclear physics (open access)

Summaries of FY 1992 research in nuclear physics

This report summarizes the research projects supported by the Division of Nuclear Physics in the Office of High Energy and Nuclear Physics during FY 1992. This Division is a component of the Office of Energy Research and provides about 85% of the funding for nuclear physics research in the United States. The objectives of the Nuclear Physics Program are two-fold: (1) to understand the interactions and structures of atomic nuclei and nuclear matter and the fundamental forces of nature as manifested in nuclear matter and (2) to foster application of this knowledge to other sciences and technical disciplines. These summaries are intended to provide a convenient guide for those interested in the research supported by the Division of Nuclear Physics. We remind the readers that this compilation is just an overview of the Nuclear Physics Program. What we attempt to portray correctly is the breadth of the program and level of activity in the field of nuclear physics research as well as the new capabilities and directions that continually alter the public face of the nuclear sciences. We hope that the limitations of space, constraints of fon-nat, and rigors of editing have not extinguished the excitement of the science as …

International Energy: Subject Thesaurus. Revision 1 (open access)

International Energy: Subject Thesaurus. Revision 1

The International Energy Agency: Subject Thesaurus contains the standard vocabulary of indexing terms (descriptors) developed and structured to build and maintain energy information databases. Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the International Energy Agency`s Energy Technology Data Exchange (ETDE) and (2) the International Atomic Energy Agency`s International Nuclear Information System (INIS) staff representing the more than 100 countries and organizations that record and index information for the international nuclear information community. ETDE member countries are also members of INIS. Nuclear information prepared for INIS by ETDE member countries is included in the ETDE Energy Database, which contains the online equivalent of the printed INIS Atomindex. Indexing terminology is therefore cooperatively standardized for use in both information systems. This structured vocabulary reflects thscope of international energy research, development, and technological programs. The terminology of this thesaurus aids in subject searching on commercial systems, such as ``Energy Science & Technology`` by DIALOG Information Services, ``Energy`` by STN International and the ``ETDE Energy Database`` by SilverPlatter. It is also the thesaurus for the Integrated Technical Information System (ITIS) online databases of the …

Non-US data compression and coding research. FASAC Technical Assessment Report (open access)

Non-US data compression and coding research. FASAC Technical Assessment Report

This assessment of recent data compression and coding research outside the United States examines fundamental and applied work in the basic areas of signal decomposition, quantization, lossless compression, and error control, as well as application development efforts in image/video compression and speech/audio compression. Seven computer scientists and engineers who are active in development of these technologies in US academia, government, and industry carried out the assessment. Strong industrial and academic research groups in Western Europe, Israel, and the Pacific Rim are active in the worldwide search for compression algorithms that provide good tradeoffs among fidelity, bit rate, and computational complexity, though the theoretical roots and virtually all of the classical compression algorithms were developed in the United States. Certain areas, such as segmentation coding, model-based coding, and trellis-coded modulation, have developed earlier or in more depth outside the United States, though the United States has maintained its early lead in most areas of theory and algorithm development. Researchers abroad are active in other currently popular areas, such as quantizer design techniques based on neural networks and signal decompositions based on fractals and wavelets, but, in most cases, either similar research is or has been going on in the United States, …
