[Grilled Cheese]

Photographs of the 2009-2010 artist's book competition honorable mention "Grilled Cheese" created by Carlynn Field. The book is a sculptural representation of a grilled cheese sandwich made of yellow fabric, printed fabric, hand-dyed silk, and batting. When opened, the "cheese" is revealed to be a long accordion-folded strip of cloth, each panel with an embroidered representation of the steps to make a grilled cheese sandwich. The volume is presented on a blue heavy plastic circular plate. The first image is of the grilled cheese sitting on a blue paper plate. Image 2, the grilled cheese is laying on a blue plate, one of the "slices" sticking out has a flower-like print. Image 3, the cloth grilled cheese pages are opened up to the yellow inside, the page on the left has a white flower pattern with orange dots around it. [20 Soldiers a Day]

Photographs of the 2009-2010 artist's book competition winner "20 Soldiers a Day" created by Jung Eun Lee (or Jungeun Lee). The artist's book is a Japanese-sewn volume consisting of double-leaves sewn together. The recto of each leaf has a changing pattern of stains and marks, and the verso of each leaf has text from the inner surface becoming more and more visible as the reader moves through the volume. The next-to-last leaf has complete text, the testimony of a young Korean girl who was forced into sexual slavery at a comfort station for Japanese military personnel in Taiwan during World War II. The volume is tied closed with triple-strand white string and is wrapped in a stained square of white cloth that is tied with twine. The first image of is the cloth bundle up and tied together by the twine. Image 2, opened up cloth book. The left side has few stains, and the right side some black marks with string sticking out at the top. Image 3, closeup of a cloth page with black marks across the middle of it. The US DOE/MIT Innovation Acceleration Competition

The Competition asked student teams from several US Universities to propose business models, technological systems, and policy framework to accelerate the penetration of new vehicle and fuel technologies into the markets. In May 2009 the final selection of teams was announced and four of five finalist teams flew to Washington DC to present to the US Department of Energy. The five finalist teams were 1. Filter Sensing Technologies (FST) (MIT), 2. Flex Cathode Technology for Electric Vehicle Batteries, 3. Green Guidance (RPI), 4. Levant Power (MIT), and 5. Wind-Driven Paddlewheel Cylinder for Energy Storage in Freighter Trucks (Villanova). The five finalists’ entries are described.

Private Health Insurance: Research on Competition in the Insurance Industry

Correspondence issued by the Government Accountability Office with an abstract that begins "Health care providers and members of Congress have raised concerns that consolidation in the private health insurance industry may be resulting in less competitive markets and contributing to rising health insurance rates paid by consumers and employers. However, measuring the extent of changes in market competition over time or the effects of changes is challenging. In particular, reliable, longitudinal data to measure concentration, that is, the number of competitors and their relative market share, are only available on health maintenance organizations (HMO) but not on preferred provider organizations (PPO) or other insurance products that may comprise the market. Further, data on health insurers are not available at all geographic levels. Despite these challenges, researchers have used the data available to study competition in health insurance markets, typically using one of two measures of competition: (1) HMO market concentration or (2) the number of HMOs in a market. Researchers acknowledge that market concentration and the number of competitors are not perfect measures of competition in private health insurance markets and that there are limits to the conclusions to be drawn from studies that rely on the available data. DOE Energy Challenge Project

Project Objectives: 1. Promote energy efficiency concepts in undergraduate and graduate education. 2. Stimulate and interest in pulp and paper industrial processes, which promote and encourage activities in the area of manufacturing design efficiency. 3. Attract both industrial and media attention. Background and executive Summary: In 1997, the Institute of Paper Science and Technology in conjunction with the U.S. Department of Energy developed a university design competition with an orientation to the Forest Products Industry. This university design competition is in direct alignment with DOE’s interests in instilling in undergraduate education the concepts of developing energy efficient processes, minimizing waste, and providing environmental benefits and in maintaining and enhancing the economic competitiveness of the U.S. forest products industry in a global environment. The primary focus of the competition is projects, which are aligned with the existing DOE Agenda 2020 program for the industry and the lines of research being established with the colleges comprising the Pulp and Paper Education and Research Alliance (PPERA). The six design competitions were held annually for the period 1999 through 2004.

The Plug-In Hybrid Electric Vehicle (PHEV) Market Introduction Study Workshop was attended by approximately forty representatives from various stakeholder organizations. The event took place at the Hotel Helix in Washington, D.C. on December 1-2, 2008. The purpose of this workshop was to follow-up last year s PHEV Value Proposition Study, which showed that indeed, a viable and even thriving market for these vehicles can exist by the year 2030. This workshop aimed to identify immediate action items that need to be undertaken to achieve a successful market introduction and ensuing large market share of PHEVs in the U.S. automotive fleet.

Contract Management: Agencies Are Not Maximizing Opportunities for Competition or Savings under Blanket Purchase Agreements despite Significant Increase in Usage

A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Acquisition Regulation (FAR) allows agencies to establish blanket purchase agreements (BPA) under the General Services Administration's (GSA) Schedules Program, where contracts are awarded to multiple vendors for commercial goods and services and made available for agency use. BPAs are agreements between agencies and vendors with terms in place for future use; funds are obligated when orders are placed. When establishing BPAs under schedule contracts, agencies must follow procedures regarding the number of vendors considered, request discounts, and conduct annual reviews in accordance with requirements. This report assesses selected agencies' use of schedule BPAs and evaluates whether they considered more than one vendor when establishing BPAs and placing orders under them, took opportunities for savings, and conducted annual reviews. To conduct this work, GAO reviewed a sample of 336 schedule BPAs and 352 fiscal year 2007 orders and met with officials."

Brand-Name Prescription Drug Pricing: Lack of Therapeutically Equivalent Drugs and Limited Competition May Contribute to Extraordinary Price Increases

A letter report issued by the Government Accountability Office with an abstract that begins "The growing cost of brand-name prescription drugs--FDA-approved drug products that typically have patent protection--is a concern for patients, payers, and providers of health care--particularly when price increases are large and occur suddenly. A 2008 congressional hearing by the Joint Economic Committee drew attention to some small market prescription drugs that had an extraordinary price increase--a price increase of 100 percent or more at a single point in time. GAO was asked to examine extraordinary price increases for brand-name prescription drugs. Specifically, GAO examined the: (1) frequency of extraordinary price increases for brand-name prescription drugs from 2000 to 2008, (2) characteristics of the brand-name prescription drugs that had extraordinary price increases, and (3) factors that contributed to the extraordinary price increases experienced by these brand-name prescription drugs. To determine the frequency and characteristics of the brand-name prescription drugs that experienced an extraordinary price increase, GAO reviewed drug pricing and other data from a pharmaceutical industry compendium. To illustrate the factors that may contribute to extraordinary price increases, GAO developed case studies of six brand-name prescription drugs identified from the analysis of drug pricing data. The security of the widely-used cryptographic hash function SHA1 has been impugned. We have developed two replacement hash functions. The first, SHA1X, is a drop-in replacement for SHA1. The second, SANDstorm, has been submitted as a candidate to the NIST-sponsored SHA3 Hash Function competition.

The U.S. wind industry experienced a banner year in 2008, again surpassing even optimistic growth projections from years past. At the same time, the last year has been one of upheaval, with the global financial crisis impacting near-term growth prospects for the wind industry, and with federal policy changes enacted to push the industry towards continued aggressive expansion. This rapid pace of development has made it difficult to keep up with trends in the marketplace. Yet, the need for timely, objective information on the industry and its progress has never been greater. This report - the third of an ongoing annual series - attempts to meet this need by providing a detailed overview of developments and trends in the U.S. wind power market, with a particular focus on 2008. Integration Issues of Cells into Battery Packs for Plug-in and Hybrid Electric Vehicles: Preprint

The main barriers to increased market share of hybrid electric vehicles (HEVs) and commercialization of plug-in HEVs are the cost, safety, and life of lithium ion batteries. Significant effort is being directed to address these issues for lithium ion cells. However, even the best cells may not perform as well when integrated into packs for vehicles because of the environment in which vehicles operate. This paper discusses mechanical, electrical, and thermal integration issues and vehicle interface issues that could impact the cost, life, and safety of the system. It also compares the advantages and disadvantages of using many small cells versus a few large cells and using prismatic cells versus cylindrical cells.
