Toward a National Plan for the Accelerated Commercialization of Solar Energy: residential/commercial buildings market sector workbook

This workbook contains preliminary data and assumptions used during the preparation of inputs to a National Plan for the Accelerated Commercialization of Solar Energy (NPAC). The workbook indicates the market potential, competitive position, market penetration, and technological characteristics of solar technologies for this market sector over the next twenty years. The workbook also presents projections of the mix of solar technologies by US Census Regions. In some cases, data have been aggregated to the national level. Emphasis of the workbook is on a mid-price fuel scenario, Option II, that meets about a 20% solar goal by the year 2000. The energy demand for the mid-price scenario is projected at 115 quads in the year 2000. The workbook, prepared in April 1979, represents government policies and programs anticipated at that time.

Photovoltaic procurement strategies: an assessment of supply issues (open access)

Photovoltaic procurement strategies: an assessment of supply issues

This review report presents the results of an analysis of alternative approaches to the design of a federal photovoltaics procurement program. Advantages and disadvantages of large purchases at fixed prices and smaller purchases for testing and demonstrating the technology are presented. The objectives and possible impacts of these purchase programs on the photovoltaic industry are described. The reactions of the industry to alternative purchase programs were assessed using personal interviews with selected companies currently active in photovoltaics. The report begins with a review of the impacts of federal procurements on other innovations, including the electronics industry, and suggests the relation of these procurements to photovoltaics. The methodology for conducting the interviews is presented next. The results of the interviews are summarized into possible scenarios of future developments in the industry and into discussions of key issues in the design of a procurement program. An appendix on the current structure of the photovoltaic industry is provided.

Draft regulatory analysis: notice of proposed rulemaking motor gasoline allocation revisions (open access)

Draft regulatory analysis: notice of proposed rulemaking motor gasoline allocation revisions

The Draft Regulatory Analysis is prepared for those proposed regulations which either may have a major impact on the general economy, individual industries, or geographic regions and levels of government, or may be significant in that they affect important DOE policy concerns and are the object of public interest. The problems and proposed solutions for the Notice of Proposed Rulemaking and Public Hearings on the Motor Gasoline Allocation Program are examined. The ERA's mandate for this program is set out in the Emergency Petroleum Allocation Act of 1973. Under this Act, the President is empowered to enforce, at his discretion, price and allocation controls on petroleum and petroleum products, including gasoline, through September 30, 1981. The Act sets the following allocation goals: protect public health; maintain public services and agricultural operations; foster competition in the petroleum industry; distribute petroleum among industry sectors and US regions equitably; and minimize economic disruption and unnecessary interference wth market mechanisms.

How can energy-efficient structures compete in an inefficient energy market (open access)

How can energy-efficient structures compete in an inefficient energy market

The only way resources can be efficiently allocated in our market system is if prices of resources, goods, and services properly reflect their true value to society. However, because of (a) imperfections in the pricing mechanisms that currently influence private-sector decision making; (b) the difference in planning horizons between individuals and government; and (c) the external benefits that would accrue to society from energy-conscious decision making by individuals, it is apparent that there exists a substantial underinvestment in advanced-conservation and renewable-resource building technologies. Even if domestic energy prices were deregulated to reflect world market prices (now determined by OPEC) it is likely that underinvestment in energy-conscious design would still occur. For that reason, the only way that energy-conscious design will be implemented to the extent warranted is if a concerted political commitment is made to such a program at the Federal, state, and local levels. Such a commitment is not without precedent. The experiences of Davis and San Diego, California, and the TVA exemplify the extent to which energy conservation and renewable-resource development can be carried out if political leadership and support is established. It is known that technologies and design solutions for energy-efficient buildings are available today and are …

Marginal cost of electricity 1980-1995: an approximation based on the cost of new coal and nuclear generating plants (open access)

Marginal cost of electricity 1980-1995: an approximation based on the cost of new coal and nuclear generating plants

This report presents estimates of the costs of new coal and nuclear base-load generating capacity which is either currently under construction or planned by utilities to meet their load-growth expectations during the period from 1980 to 1995. These capacity cost estimates are used in conjunction with announced plant capacities and commercial-operation dates to develop state-level estimates of busbar costs of electricity. From these projected busbar costs, aggregated estimates of electricity costs at the retail level are developed for DOE Regions. The introductory chapter explains the rationale for using the cost of electricity from base-load plants to approximate the marginal cost of electricity. The next major section of the report outlines the methodology and major assumptions used. This is followed by a detailed description of the empirical analysis, including the equations used for each of the cost components. The fourth section presents the resultant marginal cost estimates.

Imported Automobiles in the United States: Their Rising Market Share and the Macroeconomic Impact of a Proposed Import Restriction (open access)

Imported Automobiles in the United States: Their Rising Market Share and the Macroeconomic Impact of a Proposed Import Restriction

After two generations of almost unchallenged supremacy, the U.S. auto industry has recently faced plummeting sales, rising competition from imports, and mounting requirements for capital investment and structural change. This has resulted in massive spilling of red ink in the industry's profit and loss columns, further financial pressures on the ailing Chrysler Corporation, layoffs of nearly 250,000 workers (as of August 4, 1980 in the automotive industry alone according to the United Auto Workers Union) and soaring claims for unemployment compensation and trade adjustment assistance. This study focuses on import competition in the auto industry and the economic impact of proposals to limit such competition through either import quotas or agreements with foreign governments (Japan) to restrict automotive exports to the United States.

A Comparative Content Analysis of The Lewisville News-Advertiser and Lewisville Daily Leader (open access)

A Comparative Content Analysis of The Lewisville News-Advertiser and Lewisville Daily Leader

The problem with which this study is concerned is that of determining what differences, if any, existed between two newspapers with different circulation characteristics and whether the two papers were in competition. The thrice-weekly News-Advertiser and the five-day daily Leader were measured by a content analysis over eight weeks and by a readership and advertiser survey. This study concludes that the two newspapers are in competition in six of eleven designated categories of the content analysis, using Spearman rho and t-tests. However, the two newspapers seemed to be aiming at different markets in Lewisville, because one paper subscribes to a news service and prints thousands of inches of wire news and the other paper is all local news.

Evolutionary and Geologic Consequences of Organic Carbon Fixing in the Primitive Anoxic Ocean (open access)

Evolutionary and Geologic Consequences of Organic Carbon Fixing in the Primitive Anoxic Ocean

A model is proposed for a group of Archean pre-prokaryotes primary producers (termed Anoxium), that derived their energy from geothermal hydrogen sulfide discharged at oceanic vents. With time, competition developed for available S{sup =} due to organic oxidation and loss of sulfur to sediments. As a consequence, evolutionary advantage shifted to Anoxium isolates that could use alternative energy sources such as light to supplement diminished supplies of S{sup =}. Subsequent carbon fixing and deposition of organic carbon improved both the quality and quantity of light reaching the ocean surface so that eventually photosynthesis replaced sulfur chemosynthesis as the primary carbon dioxide-fixing mechanism. Organisms occupying niches similar to those of modern purple and green sulfur bacteria, thiobacilli and cyanobacteria could have evolved from the Anoxium complex as the environment was organically modified by the consequences of carbon fixing.

Preliminary direct heat geothermal resource assessment of the Tennessee Valley region (open access)

Preliminary direct heat geothermal resource assessment of the Tennessee Valley region

A preliminary appraisal of the direct heat geothermal energy resources of the Tennessee Valley region has been completed. This region includes Kentucky, Tennessee and parts of adjacent states. Intermediate and deep aquifers were selected for study. Basement and Top-of-Knox structure and temperature maps were compiled from oil and gas well data on file at various state geological survey offices. Results of this study indicate that the New Madrid seismic zone is the only area within the region that possesses potential for direct heat utilization. In other areas geothermal energy is either too deep for economical extraction or it will not be able to compete with other local energy resources. The only anomalously high temperature well outside the New Madrid seismic zone was located in the Rome Trough and near the central part of the eastern Kentucky coal basin. Geothermal energy in that region would face strong competition from coal, oil and natural gas.

Suggested performance specifications of standard modular controls for the automation of small hydro electric facilities. [Plant capacities from 50 kW to 15 MW] (open access)

Suggested performance specifications of standard modular controls for the automation of small hydro electric facilities. [Plant capacities from 50 kW to 15 MW]

These specifications are made available by the Department of Energy for the voluntary use by any person, corporation or governmental body in the writing of purchase specifications for the automatic control of small hydro generating stations, i.e., hydro plants ranging in size from 50 kW to 15 MW. It is believed that the use of these specifications will permit competition among capable vendors and, at the same time, assure proper and reliable operation of both the automation hardware and software purchased. The specifications are detailed to a degree which should assure the interchangeability of hardware and software from various suppliers. This also increases the likelihood that spare parts and service will be available for many years. The specifications are written in modules, each of which can be included or excluded for ease of editing to match a particular application. Brief but detailed instructions are included for such editing. An extensive appendix gives the alternatives which were considered and reasons for the various choices specified.
