Information Exchange within the U.S. Department of Energy Pollution Prevention Community

Improving Pollution Prevention and Waste Minimization Program (PP/WMIN) technologies, actions, and culture could be an important cost-cutting step for the US Department of Energy (DOE). Communicating ideas, concepts, process changes, and achievements is essential for the success of this program. The need to openly communicate ideas and concepts in a cost-effective manner is essential in an organization that has such diverse components as research and development, weapons production, and power generation. This approach is in contrast to the historic DOE culture developed within the cold war period in which compartmentalization, independence, and secrecy were stressed. DOE has now recognized that for any pollution prevention program to be successful, the many diverse elements of the organization must share information. Avenues for such information exchange are examined in this report.

An alternative plan for the future of neutron research on condensed matter is presented here, in case it is not possible to fund the expanded budget. Review of the Analyses of the Doppler-Effect Measurements in SEFOR (Southwest Experimental Fast Oxide Reactor)

The SEFOR experimental results and the three original analyses are reviewed and discussed. The emphasis of the review is placed on aspects that are pertinent to a possible modern re-analysis of the experimental results. Looking at the analysis results in terms of zero and first order effects shows that the zero order effects, the Doppler constant of the two SEFOR cores, are obtained by the three analyses in satisfactory agreement. But the first order effects, but temperature variation of this Doppler-constant quantity, cannot be determined with any informative accuracy. Since this is likely due to limitations in the experiments, a re-analysis - except for methodological reasons - does not appear to be fruitful.

Measurement of the Hydrogen Yield in the Radiolysis of Water by Dissolved Fission Products

Hydrogen from the radiolysis of water by dissolved fission products is stripped from the solution and collected by bubbling carbon dioxide through the solution. Quantitative measurements of the G value for hydrogen show that the yield is essentially the same as would be obtained by external gamma radiolysis of nonradioactive solutions of the same chemical composition. The hydrogen yield can be enhanced by addition of a hydrogen-atom donor, such as formic acid, to the solution. The yield of hydrogen from fission-waste solutions is discussed with respect to the question of whether it represents a significant energy source.

Proceedings of the Workshop on Hydrocarbon Processing Mixing and Scale-Up Problems

A workshop was convened by the Division of Fossil Fuel Utilization of the US Department of Energy in cooperation with the Particulate and Multiphase Process Program of the National Science Foundation to identify needs for fundamental engineering support for the design of chemical reactors for processing heavy hydrocarbon liquids. The problems associated with dispersing liquid hydrocarbons in a reacting gas and mixing within the gas phase are of primary concern. The transactions of the workshop begin with an introduction to the immediate goals of the Department of Energy. Fuel cell systems and current research and development are reviewed. Modeling of combustion and the problems of soot formation and deposits in hydrocarbon fuels are next considered. The fluid mechanics of turbulent mixing and its effect on chemical reactions are then presented. Current experimental work and process development provide an update on the present state-of-the-art.
