Health Insurance: The Pro-Competition Proposals

For more than a decade, Congress and the Executive Branch have tried to stem spiraling health care costs through various regulatory actions at the Federal and State levels. Planning laws, for example, focus regulatory attention on the capacity of the health care industry to provide health services. Other laws have created programs to monitor and control the use of services provided to individual patients. Direct wage and price controls were applied to the health industry in the early 1970's and in recent years Congress has debated whether to impose controls over hospital spending in the United States. This report discusses the debate surrounding various approaches to lower health care costs.

The Effect of Distributed Energy Resource Competition with Central Generation

Distributed Energy Resource (DER) has been touted as a clean and efficient way to generate electricity at end-use sites, potentially allowing the exhaust heat to be put to good use as well. However, despite its environmental acceptability compared to many other types of generation, it has faced some disapproval because it may displace other, cleaner generation technologies. The end result could be more pollution than if the DER were not deployed. On the other hand, the DER may be competing against older power plants. If the DER is built then these other plants may be retired sooner, reducing their emissions. Or it may be that DER does not directly compete against either new or old plant capacity at the decision-maker level, and increased DER simply reduces the amount of time various plants operate. The key factor is what gets displaced if DER is added. For every kWh made by DER a kWh (or more with losses) of other production is not made. If enough DER is created, some power plants will get retired or not get built so not only their production but their capacity is displaced. A Case Study of an Information System Developed to Generate Competitive Advantage

The purpose of this study was to examine the effect of information technology (IT) on the competitive position of a firm. The problem motivating this study is the potential for misallocation of scarce resources on new technology without realizing the level of competitive advantage (CA) expected. This study was a single-site case study. It examined the factors related to the selection, design, development, implementation, use, and effects of an information system (IS) intended to generate CA. The study examined all these factors within the organizational and industrial contexts of the subject firm.

Comparison of the Personalities of Non-Injured and Injured Female Athletes in Intercollegiate Competition

This study was designed to determine if differences exist between the personalities of injured and non-injured athletes, injured and non-injured athletes in individual sports, and injured and non-injured athletes in team sports. Subjects were forty-three female athletes selected from six intercollegiate teams. The test instrument was the Cattell Sixteen Personality Factor Questionnaire. Data were analyzed by the two-way analysis of variance. Alpha was .05. Conclusions of the investigation were that the personality of injured athletes does not differ from the personality of non-injured athletes, that non-injured athletes in individual sports are more self-assured than non-injured athletes in team sports, and that the personality of athletes in team sports does not differ from the personality of athletes in individual sports.

Reverse Auctions: Guidance Is Needed to Maximize Competition and Achieve Cost Savings

A letter report issued by the Government Accountability Office with an abstract that begins "The Departments of the Army, Homeland Security, the Interior, and Veterans Affairs used reverse auctions to acquire predominantly commercial items and services--primarily for information technology products and medical equipment and supplies--although the mix of products and services varied among agencies. Most--but not all--of the auctions resulted in contracts with relatively small dollar value awards--typically $150,000 or less--and a high rate of awards to small businesses. The four agencies steadily increased their use of reverse auctions from fiscal years 2008 through 2012, with about $828 million in contract awards in 2012 alone. GAO was not able to analyze data from a fifth agency, the Defense Logistics Agency (DLA), because it collected only summary level information during fiscal year 2012. DLA guidance states that the reverse auction pricing tool should be used for all competitive purchases over $150,000."

Aviation Competition: Issues Related to the Proposed United Airlines-US Airways Merger

A letter report issued by the General Accounting Office with an abstract that begins "In May 2000, two of the nation's largest airlines, United Airlines and US Airways, proposed merging. As part of the agreement, United and US Airways also proposed divesting some of the US Airways' assets at Ronald Reagan Washington National Airport to create an airline to be known as DC Air. The Justice Department is now reviewing the proposal to determine if the merger would violate U.S. antitrust laws and, if so, whether the proposed divestiture constitutes an adequate remedy. GAO reviewed the proposed merger and found that it would create an airline so large that it would spur further industry consolidation. The new airline would have more than 25 percent of the total U.S. market and would take in almost $9 billion more than the next largest airline. Although the proposed merger may benefit consumers by boosting competition in some areas, it could also eliminate competition in other areas and reduce consumer choice. DC Air would face significant competitive challenges from other airlines. DC Air would offer smaller aircraft and less frequent service but would seek to compete with other airlines by reducing its fares."

STEM Professional Volunteers in K-12 Competition Programs: Educator Practices and Impact on Pedagogy

This mixed methods dissertation study explored how secondary school educators in specific K-12 competition programs recruited and deployed STEM professional volunteers. The study explored which practices were viewed as most important, and how practices related to constructivist pedagogy, all from the viewpoint of educators. The non-positivist approach sought new knowledge without pursuing generalized results. Review of the literature uncovered extensive anecdotal information about current practices, and suggested that large investments are made in engaging volunteers. One National Science Foundation-sponsored study was identified, and its recommendations for a sustained research agenda were advanced. Three study phases were performed, one to explore practices and operationalize definitions, a second to rate practice's importance and their relation to pedagogy, and a third to seek explanations. Educators preferred recruiting local, meaning recruiting parents and former students, versus from industry or other employers. Most educators preferred volunteers with mentoring skills, and placing them in direct contact with students, versus deploying volunteers to help with behind-the-scenes tasks supporting the educator. Relationships were identified between the highest-rated practices and constructivism in programs. To that end, this report provides a discussion of what broadband networks look like; how both consumers and independent applications providers gain access to these networks; and the parameters available to network providers (such as their choices about network architecture, overall bandwidth capacity, bandwidth reserved for their own use, traffic prioritization, the terms and rates for access to their networks and for their retail services) that can affect end users’ and independent applications providers’ access to those networks.

The Response of a Public School District to Charter School Competition: An Examination of Free-Market Effects

The purpose of this study was to examine a school district's responses to charter schools operating within its boundaries. The selected district was the only one in the state with two large academically competitive charter schools for at least two years. Four questions guided the research: In terms of instruction, finance, communication, and leadership, how has the traditional district been impacted due to charter school existence? The exploratory research was timely since charter schools are proliferating as tax-supported public choice schools. While many have speculated about free-market effects of charter school competition on systemic educational reform, the debate has been chiefly along ideological lines; therefore, little empirical research addresses this issue. Quantitative and qualitative methodologies were used to present a comprehensive case study. Twenty-six school officials and teachers were interviewed; 159 teachers and 1576 parents were surveyed. District, community, and state education department documents were analyzed. Since charter schools have existed in the district, numerous activities have taken place. Instructional initiatives included a high school academy, expanded technology, gifted and talented, tutoring, and dropout prevention. All elementary and middle schools required uniforms. Proposed Alliance Between American Airlines and British Airways Raises Competition Concerns and Public Interest Issues

Correspondence issued by the General Accounting Office with an abstract that begins "As part of their plan to form an international alliance, American Airlines (AA) and British Airways (BA) have sought immunity from antitrust laws in the United States and Europe. The extent to which the alliance might come to dominate the routes between major U.S. cities and London will depend on whether other airlines are able to enter this market under an open skies agreement. Some passengers may benefit from the larger network created by an AA/BA alliance, but GAO believes that the overall benefits of such an alliance may be limited for several reasons. First, continuing constraints in slots, gates, and terminal facilities at London's Heathrow Airport and BA's corporate strategy for reducing its overall capacity would limit potential benefits. Second, several carriers are already serving many of the markets that the AA/BA alliance plans to serve. Third, neither AA nor BA claim that the alliance would generate substantial operational savings that could be passed on to stockholders, employees, and customers. Stimulating utilities to promote energy efficiency: Process evaluation of Madison Gas and Electric's Competition Pilot Program

This report describes the process evaluation of the design and implementation of the Energy Conservation Competition Pilot (hereafter referred to as the Competition), ordered by the Public Service Commission of Wisconsin (PSCW) with a conceptual framework defined by PSCW staff for the Madison Gas and Electric (MGE) Company. This process evaluation documents the history of the Competition, describing the marketing strategies adopted by MGE and its competitors, customer service and satisfaction, administrative issues, the distribution of installed measures, free riders, and the impact of the Competition on MGE, its competitors, and other Wisconsin utilities. We also suggest recommendations for a future Competition, compare the Competition with other approaches that public utility commissions (PUCs) have used to motivate utilities to promote energy efficiency, and discuss its transferability to other utilities. 48 refs., 8 figs., 40 tabs.
