International competition in services: banking building software know-how--
The international competitiveness of American firms in most manufacturing industries has been in decline, in large part because of growing competence in other parts of the world. As this assessment shows, the United States remains highly competitive in many service industries, But trade in services will remain small compared to trade in goods, and many of the benefits from foreign investments by American service firms accrue to the host nations where U.S.-based banks, insurance companies, accounting firms, and other suppliers of services do business, Services cannot right the Nation’s trade balance, even granting the many ways in which a strongly competitive service sector benefits the competitiveness of American manufacturing firms.

Campaign Financing
This is one report in the series of reports that discuss the campaign finance practices and related issues. The effect of fluoride and aluminum on the anion exchange of plutonium from nitric acid
Anion exchange in nitric acid is a prominent aqueous process used to recover and purify plutonium from impure nuclear materials. This process is sensitive to fluoride ion, which complexes plutonium in competition with the anionic nitrato complex that is strongly sorbed on the anion exchange column. Fluoride interference traditionally has been counteracted by adding a masking agent, such as aluminum, that forms competing complexes with fluoride. The interfering effect of fluoride is known to be a function not only of the fluoride-to-aluminum ratio but also of the fluoride-to-plutonium ratio. This report summarizes a Los Alamos study of the effect of 25 fluoride-aluminum-plutonium conmbinations on the anion exchange sorption of plutonium. Five aluminum-to-plutonium ratios ranging from 0.10 to 10 were each evaluated at five fluoride-to-aluminum ratios that ranged from 0 to 6. The fluoride-to-plutonium ratio has a greater influence on plutonium sorption than does the fluoride-to-aluminum ratio. Aluminum was less effective as a masking agent than had been assumed, because measurable fluoride interference occurred at all levels of added aluminum.

Bank Failures: Recent Trends and Policy Options
During the 1980s the U.S. banking industry has experienced a rapidly growing number of failures. Many factors have contributed to this trend including deregulation, technology, individual bank management, and economic conditions. The Federal Deposit Insurance Corporation (FDIC) handles insured bank failures. Congress has been monitoring the recent trend and is concerned with the FDIC’s ability to continue to perform its supervisory and insurance operations. The present situation, information on key factors affecting the banking industry, and the FDIC’s role when a bank fails is discussed in this report. The reference section of this issue brief contains a list of CRS products providing background on the FDIC and legislative issues relevant to the agency.

U.S. oil production: the effect of low oil prices
This special report presents the results of OTA’s analyses of a group of factors we believe will strongly influence the future direction of U.S. oil production. These factors include the expected profitability of new investments in drilling, the potential of new oil exploration, development, and production technologies, the nature of the remaining oil resource base, and structural changes in the oil industry. The special report also provides a brief discussion of some policy options for Congress to consider if it decides to moderate the expected accelerated decline in U.S. oil production.

Influence of internally generated fields on odd-photon pumping of dipole-allowed transitions in atomic gases
The dramatic influence of multiwave mixing processes on resonant multiphoton excitation of dipole-allowed quantum transitions are discussed. Brief comparisons are made between different theoretical approaches used in treating the same underlying physics, and between the predictions and available experimental manifestations of the phenomenon for three-photon and five-photon induced processes.
