Competition between SMES and flywheels (open access)

Competition between SMES and flywheels

The benefits of flywheel energy storage using high-temperature superconducting bearings is compared to that of SMES for the same applications. Flywheels cover the same range of energy storage times as SMES but their scaling relationships make them inherently more amenable to modular manufacture. In addition, the magnetic fields seen by the environment are considerably reduced for flywheels.

Airline Competition: Issues Raised by Consolidation Proposals (open access)

Airline Competition: Issues Raised by Consolidation Proposals

A statement of record issued by the General Accounting Office with an abstract that begins "In May 2000, United Airlines proposed to acquire US Airways and divest part of those assets to create a new airline to be called DC Air. More recently, American Airlines has proposed buying Trans World Airlines (TWA), along with certain assets from United. These proposals have raised questions about how such consolidation in the airline industry could affect competition in general and consumers in particular. Congress, the Department of Justice, and the Department of Transportation need to answer several questions in evaluating the proposed mergers. The proposals by American, TWA, United, US Airways, and DC Air constitute the most significant recent changes that have occured in the airline industry, and the outcome of these decisions could have both positive and negative effects for consumers for years to come. This testimony summarized a December GAO report (GAO-01-212)."

These proposals have raised questions about how such consolidation within the airline industry could affect competition in general and consumers in particular. Congress, the Department of Justice, and the Department of Transportation need to answer several questions in evaluating the proposed mergers. For example, questions remain about whether American's purchase of financially-strapped TWA represents the last anticompetitive means to preserve its assets. The proposals by American, TWA, United, US Airways, and DC Air constitute the most significant recent changes that have occurred in the airline industry, and the outcome of these decisions could have both positive and negative effects for consumers for years to come. The greenhouse of the future: Using a sponsored competition in a capstone course

Educational objectives of capstone courses such as critical-thinking and problem-solving skills are among the most cited needs in curriculum revitalization efforts. Sponsored competitions present an important vehicle for achieving these educational objectives. Opportunities such as the Greenhouse of the Future Competition provide students a diverse range of critical experiences not easily simulated in traditional classroom settings. The objective of the competition was to provide an opportunity for US university students to conceptualize, design, integrate, fabricate, and demonstrate innovative greenhouse or controlled environment ideas. The students achieved a great sense of accomplishment and satisfaction by converting their ideas into proposals, developing proposals into experiments, tracking the data generated by the experiments and translating that data into a meaningful communication locally and to the scientific community at large. Most of these important learning experiences would have remained as components of the project even if the team had not advanced as the winning entry.

Grain Quality in International Trade: A Comparison of Major U.S. Competitors

This report is one of two that the Office of Technology Assessment completed in an assessment of the issues in grain quality for Congress. The first, Enhancing the Quality of U.S. Grain in International Trade, focuses on the U.S. grain system and possible changes within that system to enhance grain quality. To consider this issue fully, it is important to understand the grain systems of major competitors, a subject covered in this report.

Telecommunications: Wire-Based Competition Benefited Consumers In Selected Markets (open access)

Telecommunications: Wire-Based Competition Benefited Consumers In Selected Markets

A letter report issued by the General Accounting Office with an abstract that begins "One of the primary purposes of the Telecommunications Act of 1996 was to promote competition in telecommunication markets, but wire-based competition has not developed as fully as expected. However, a new kind of entrant, called broadband service providers (BSP), offers an alternative wire- based option for local telephone, subscription television, and high- speed Internet services to consumers in the markets they have chosen to enter. This report provides information on (1) BSPs' business strategy, (2) the impact of BSPs' market entry on incumbent companies' behavior and consumer prices for telecommunications services, (3) the key factors that BSPs consider when making decisions about which local markets to enter, and (4) the success of BSPs in attaining subscribership and any key factors that may limit their success. We developed a case-study approach to compare 6 cities where a BSP has been operating for at least 1 year with 6 similar cities that do not have such a competitor. The 6 markets with a BSP presently account for more than 20 percent of the households nationwide that are in areas where BSPs currently offer the three-service package, but the …

Interim findings of programmatic options for a building design competition for energy conservation (open access)

Interim findings of programmatic options for a building design competition for energy conservation

The purpose of this report is to present various programmatic options for the Buildings and Community Systems (BCS) to use in utilizing a building design competition as a mechanism to promote the widescale adoption of energy conservation in new buildings design. The general program requirements were that: (1) the design competition focus on the multi-family low-rise residential market; (2) the design competition would result in the construction of a building or buildings under a Federally-assisted housing program; (3) the competition would be among competitors who are professional architects, designers, and/or developers; (4) the design competition would generate a high degree of public and professional awareness of conservation options in building design; and (5) the competition would be based on the use of a common standard of judgement (e.g., Btu's per square foot). The purpose of the initial phase of this study has been: (1) to assess the feasibility of developing a design competition that can meet the general requirements; (2) to identify potential program options for the competition; and (3) to develop a preliminary structural framework for it. This paper reports the study approach and the preliminary findings. (MCW)

Competition among autoionization, predissociation, and ion-pair formation in molecular hydrogen (open access)

Competition among autoionization, predissociation, and ion-pair formation in molecular hydrogen

We have investigated autoionization, predissociation, and ion-pair formation highly excited states of molecular hydrogen by using double-resonance excitation via the E,F {sup 1}{Sigma}{sub g}{sup +}, v=6 level. The energetic threshold for ion-pair formation occurs just below the H{sub 2}{sup +} {times} {sup 2}{Sigma}{sub g}{sup +}, v{sup +}=9 ionization threshold. The spectrum in this region was studied by using conventional and constant-ionic-state photoelectron spectroscopy, by monitoring the H{sup {minus}} production, and by detecting dissociation products by ionization with a third laser. The decay dynamics in this region are extremely rich, because the excited levels may decay by rotational and vibrational autoionization, by predissociation to neutral H + H* (n=2,3,4), by predissociation to the ion pair H{sup +} + H{sup {minus}}, and by fluorescence. In addition, the dissociative potential curve of the 2p{sigma}{sub u}3s{sigma}{sub g} {sup 1}{Sigma}{sub u}{sup +} doubly excited electronic state crosses the H{sub 2}{sup +} {times} {sup 2}{Sigma}{sub g}{sup +} potential curve in the same energy ion, and the electronic autoionization of this state is found to significantly influence these decay processes.

Aviation Competition: Regional Jet Service Yet to Reach Many Small Communities (open access)

Aviation Competition: Regional Jet Service Yet to Reach Many Small Communities

A letter report issued by the General Accounting Office with an abstract that begins "The increasing numbers of regional jets (RJ) in operation have provided U.S. air carriers with opportunities to serve new and existing markets. With predominantly 50-seat aircraft, the carriers have initiated service to many large and medium-large communities but have provided less service to smaller communities. Service to small communities--to which the airlines now mostly operate turboprop aircraft--continues to be an important concern, because of the uncertainty about whether those markets may generate enough passenger traffic and revenue to be financially viable to sustain RJ operations. Eventually, smaller RJs may let carriers serve those smaller communities economically. Other questions also emerge about the impact of how the carriers will use their RJs. For example, the airlines could restrict capacity in a market by reducing service with larger mainline jets but increasing the number of RJ flights in a way that may inhibit entry by new competitors, allowing the airlines to charge fares higher than might exist in a more competitive market. Additionally, the growth in RJs has clearly contributed to an increasing problem with congestion, particularly in some locations like New York's LaGuardia Airport. But how the …
