Afghanistan: Government Formation and Performance
The central government's limited writ and perceived corruption are helping sustain a Taliban insurgency and feeding pessimism about the Afghanistan stabilization effort. However, ethnic disputes have been confined to political debate and competition, enabling Karzai to focus on improving governance, reversing security deterioration and on his re-election bid in the fall of 2009. Presidential elections were held on October 9, 2004, with heavy turnout and minimal violence. Karzai won with about 55% of the vote. In a climate of escalating insurgent violence in Afghanistan, parliamentary and provincial elections are to be held on September 18, 2005; district elections are put off until 2006. A Cross-National Study of the Correlates of Civil Strife in Middle Eastern Nations, 1960-73
The main objective of this research is to test some of the hypotheses linking economic development, social mobilization, legitimacy, and the coerciveness of the regime with internal political conflict. Each proposed hypothesis is to be tested across sixteen predominantly Islamic Middle Eastern nations for data from two time periods, 1960-66 and 1967-73. To check for the consistency and strength of the hypothesized relationships the test results for each hypothesis for the first period data will be compared with those of the second period.

Wartime Contracting in Afghanistan: Analysis and Issues for Congress
Government contracting in Afghanistan and other wartime environments is different than contracting in peacetime. In peacetime, the goal of contracting is generally to obtain the good or service that is required. The measurements of success are generally getting the right good or service, on schedule, and at a fair price. In wartime, however-and particularly in a counterinsurgency environment-cost, schedule, and performance are often secondary to larger strategic goals of promoting security and denying popular support for the insurgency.
