A letter report issued by the General Accounting Office with an abstract that begins "Over 70 million American households receive television service from a cable television operator. In recent years, rates for cable service have increased at a faster pace than the general rate of inflation. GAO agreed to (1) examine the impact of competition on cable rates and service, (2) assess the reliability of information contained in the Federal Communications Commission's (FCC) annual cable rate report, (3) examine the causes of recent cable rate increases, (4) assess the impact of ownership affiliations in the cable industry, (5) discuss why cable operators group networks into tiers, and (6) discuss options to address factors that could be contributing to cable rate increases."

DOE Energy Challenge Project

Project Objectives: 1. Promote energy efficiency concepts in undergraduate and graduate education. 2. Stimulate and interest in pulp and paper industrial processes, which promote and encourage activities in the area of manufacturing design efficiency. 3. Attract both industrial and media attention. Background and executive Summary: In 1997, the Institute of Paper Science and Technology in conjunction with the U.S. Department of Energy developed a university design competition with an orientation to the Forest Products Industry. This university design competition is in direct alignment with DOE’s interests in instilling in undergraduate education the concepts of developing energy efficient processes, minimizing waste, and providing environmental benefits and in maintaining and enhancing the economic competitiveness of the U.S. forest products industry in a global environment. The primary focus of the competition is projects, which are aligned with the existing DOE Agenda 2020 program for the industry and the lines of research being established with the colleges comprising the Pulp and Paper Education and Research Alliance (PPERA). The six design competitions were held annually for the period 1999 through 2004.

As American textile and nonwovens companies participate in an increasingly competitive world market, technology is playing an ever-growing role in production of new, improved, and more cost competitive products and processes. But the same competitive pressures which drive the need for advanced manufacturing technology also reduce the resources available for necessary research and development activities. Technology resources and manufacturing expertise, unmatched in the world, are available to American industry at the Oak Ridge Centers for Manufacturing Technology (ORCMT). Bottom-line benefits from ORCMT technology solutions are already in the hundreds of millions of dollars. This presentation will describe a sampling of the technologies and expertise available, present examples of previous solutions, and explain how a company can benefit from the wealth of resources available.

APBF-DEC NOx Adsorber/DPF Project: SUV / Pick-up Truck Platform

The objective of this project is to determine the influence of diesel fuel composition on the ability of NOX adsorber catalyst (NAC) technology, in conjunction with diesel particle filters (DPFs), to achieve stringent emissions levels with a minimal fuel economy impact. The test bed for this project was intended to be a light-duty sport utility vehicle (SUV) with a goal of achieving light-duty Tier 2-Bin 5 tail pipe emission levels (0.07 g/mi. NOX and 0.01 g/mi. PM). However, with the current US market share of light-duty diesel applications being so low, no US 2002 model year (MY) light-duty truck (LDT) or SUV platforms equipped with a diesel engine and having a gross vehicle weight rating (GVWR) less than 8500 lb exist. While the current level of diesel engine use is relatively small in the light-duty class, there exists considerable potential for the diesel engine to gain a much larger market share in the future as manufacturers of heavy light-duty trucks (HLDTs) attempt to offset the negative impact on cooperate average fuel economy (CAFE) that the recent rise in market share of the SUVs and LDTs has caused. Restructured Electricity Markets: Three States' Experiences in Adding Generating Capacity

A letter report issued by the General Accounting Office with an abstract that begins "Twenty-four states and the District of Columbia have restructured electricity markets by shifting from service provided through a regulated monopoly to service provided through open competition among the local utilities and their competitors. The restructuring was intended to boost competition and expand consumer choice, increase efficiency, and lower prices. Of the three states GAO studied, Texas had the greatest need for additional electric power, and it added the most new capacity from 1995 through 2001. In contrast, California added 25 percent of the forecasted need for capacity over this period. Although Pennsylvania added less than half of its forecasted need for capacity, the state continues to be a net exporter of electricity to nearby states. The three states have similar processes for approving applications to build and operate new power plants. In all three states, state and local agencies must review the applications to ensure that the developer complies with environmental, land use, and other requirements before issuing the permits necessary to build and operate a power plant. California also has a state energy commission that reviews each power plant application to determine whether the benefits …

Financial Services Regulatory Relief in the 109th Congress: H.R. 3505 and S. 2856

This report gives an overview of the major regulatory relief provisions in H.R. 3505 and S. 2856, focusing on their potential impact on bank concentration. The report examines both bills’ provisions to assess whether they are likely to support or discourage bank consolidation. The consolidation of the banking industry arguably reduces competition, which could tend to raise the price of banking services. On the other hand, there is empirical evidence that shows economies of scale in banking, including economies in complying with banking regulations, suggesting larger banks might be able to provide banking services at lower cost than smaller banks.

Critique of Drilling Research

For a number of years the Department of Energy has been funding research to reduce the cost of drilling geothermal wells. Generally that research has been effective and helped to make geothermal energy economically attractive to developers. With the increased competition for the electrical market, geothermal energy needs every advantage it can acquire to allow it to continue as a viable force in the marketplace. In drilling related research, there is essentially continuous dialogue between industry and the national laboratories. Therefore, the projects presented in the Program Review are focused on subjects that were previously recommended or approved by industry.

Grants Work in a Congressional Office

Members of Congress often get requests from constituents for information and help in obtaining funds for projects. Many state and local governments, nonprofit social service and community action organizations, private research groups, small businesses, and individuals approach congressional offices to find out about funding, both from the federal government and from the private sector. The success rate in obtaining federal assistance is not high, given the competition for federal funds. A grants staff’s effectiveness often depends on both an understanding of the grants process and on the relations it establishes with agency and other contacts. The following report does not constitute a blueprint for every office involved in grants and projects activity, nor does it present in-depth information about all aspects of staff activity in this area. The discussion is aimed at describing some basics about the grants process and some of the approaches and techniques used by congressional offices in dealing with this type of constituent service.
