Nonlinear Rayleigh-Taylor Instability Experiments in Nova

We examined the progression of the Rayleigh-Taylor (RT) instability from an initial multimode perturbation. The RT experiments focused on the transition from the linear to non-linear regimes for perturbation growth at an embedded, or classical, interface. The multimode experiments have attempted to observe the process of bubble competition wherein neighboring structures either continue to rise or are washed downstream in the flow depending upon; their relative size. This competition is predicted to result in an inverse cascade at late times where progressively larger structures will begin to dominate the flow. Experiments to date have shown evidence of coupled modes arising, but have not yet accelerated the interface long enough to produce the several generations of coupling required for a true inverse cascade.

Defense Contracting: DOD's Use of Class Justifications for Sole-Source Contracts

Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) class justifications included in GAO's sample were used primarily for the acquisition of weapon systems or related subsystems and components. About 77 percent covered specific weapon system development, production, sustainment, or modernization efforts; about 14 percent covered logistics support of multiple weapon systems or training systems; and the remaining 9 percent covered other requirements. Because weapon systems are typically used for many years, DOD officials told GAO class justifications provided an administrative efficiency by allowing one justification for multiple contracts that would essentially require the same justification. Most of the class justifications in GAO's sample had a total value of over $85.5 million and required approval at the highest level--the senior procurement executive of the DOD component. About 90 percent of the class justifications in GAO's sample cited only one responsible source to meet the requirements, generally because the contractor's ownership of proprietary technical data or expertise prevented the ability to compete the contract. The class justifications GAO reviewed generally cited the publication of notices of proposed contract actions on the Federal Business Opportunities website or market research to identify other qualified sources, …

Military Training: DOD Needs a Comprehensive Plan to Manage Encroachment on Training Ranges

Testimony issued by the General Accounting Office with an abstract that begins "The following eight "encroachment" issues are hampering the military's ability to carry out realistic training: endangered species' critical habitat, unexploded ordnance and munitions, competition for radio frequency spectra, protected marine resources, competition for airspace, air pollution, noise pollution, and urban growth around military installations. Officials at all the installations and major commands GAO visited in the continental United States reported that encroachment had affected some of their training range capabilities, requiring work-arounds that are unrealistic. Service officials believe that population growth is responsible for current encroachment problems in the United States and is likely to cause more training range losses in the future. Despite concerns about encroachment, military readiness reports do not indicate the extent to which encroachment is harming training. Improvements in readiness reporting can better reveal shortfalls in training, but the ability to fully assess training limitations and their impact on capabilities and readiness will be limited without (1) more complete baseline data on training range capabilities, limitations, and requirements and (2) consideration of how live training capabilities may be complemented by training devices and simulations.
