Aviation Competition: Challenges in Enhancing Competition in Dominated Markets

Testimony issued by the General Accounting Office with an abstract that begins "The major network carriers dominate traffic at most of their large hubs and extensive evidence exists that fares in markets where competition is absent are consistently above competitive levels. GAO believes that the oversight scheme contemplated when the industry was deregulated--with antitrust enforcement by the Department of Justice (DOJ) and oversight of unfair trade practices by the Department of Transportation (DOT)--has not been entirely successful in preserving and ensuring competition. Although the current legislative scheme grants explicit authority for DOT to regulate unfair competitive practices, the legislation does give DOT substantial leeway on the scope of its action. Thus, with the range of competitive challenges confronting the industry and directly affecting consumers, especially in the face of unprecedented industry consolidation, GAO believes there is merit in the overall intent of the proposed Aviation Competition Restoration Act to direct DOT to actively monitor the state of competition in the industry and to institute remedial actions as appropriate."

Health Centers: Competition for Grants and Efforts to Measure Performance Have Increased

A letter report issued by the Government Accountability Office with an abstract that begins "Health centers in the federal Consolidated Health Centers program provide comprehensive primary health care services at one or more delivery sites, without regard to patients' ability to pay. In fiscal year 2002, the Health Resources and Services Administration (HRSA) began implementing the 5-year President's Health Centers Initiative. The initiative's goal is for the program to provide 1,200 grants in the neediest communities--630 grants for new delivery sites and 570 grants for expanded services at existing sites--by fiscal year 2006. GAO was asked to provide information on (1) funding of health centers and HRSA's process for assessing the need for services, (2) geographic distribution of health centers, and (3) HRSA's monitoring of health center performance."

To that end, this report provides a discussion of what broadband networks look like; how both consumers and independent applications providers gain access to these networks; and the parameters available to network providers (such as their choices about network architecture, overall bandwidth capacity, bandwidth reserved for their own use, traffic prioritization, the terms and rates for access to their networks and for their retail services) that can affect end users’ and independent applications providers’ access to those networks.

U.S. Solar Photovoltaic Manufacturing: Industry Trends, Global Competition, Federal Support

This report gives an overview of the most widely-used solar technology involving photovoltaic (PV) solar modules, which draw on semiconducting materials to convert sunlight into electricity. The competitiveness of solar PV as a source of electric generation in the United States will likely be adversely affected both by the expiration of tax provisions and by the rapid development of shale gas, which has the potential to lower the cost of gas-fired power generation and reduce the cost-competitiveness of solar power, particularly as an energy source for utilities.

Slot-Controlled Airports: FAA's Rules Could Be Improved to Enhance Competition and Use of Available Capacity

A letter report issued by the Government Accountability Office with an abstract that begins "The 16 new beyond-perimeter flights that were authorized in 2012 for Reagan National Airport are likely to have a limited effect on the airports in the Washington, D.C., area. Reagan National has sufficient runway capacity to accommodate the new beyond-perimeter flights and, with some improvements to baggage handling and security screening facilities, will have sufficient terminal capacity. Reagan National is routinely operating below 67 hourly takeoffs and landings ("slots")--the maximum number authorized in any one hour--mostly because general aviation or other unscheduled aircraft operations decreased substantially after new security restrictions were imposed following the September 11, 2001, terrorist attacks. GAO's analysis found that the new beyond-perimeter flights could add a maximum of about 5 percent of 2011 passenger levels at Reagan National, and if all of that increase came from passengers moving from Dulles International or Baltimore-Washington International Thurgood Marshall, these airports could experience a maximum decline of 4.1 percent of 2011 passenger levels. As a result, because Reagan National and Dulles generally do not share what are largely fixed costs, passengers shifting from Dulles to the new beyond-perimeter flights at Reagan National would, in the …
