MPLUS is a DOE designated User Facility providing extensive Technical Expertise and Specialized Facilities to assist Industrial and Academic Partners in becoming more Energy Efficient and enhancing US Competitiveness in the World market. MPLUS focusing on 7 major vision industries (aluminum, chemical, forest products, glass, metals castings, refineries, and steel) identified by DOE as being energy intensive, as well as cross-cutting industries such as welding and heat treating. MPLUS consists of four primary facilities: (1) Materials Processing, (2) Materials Joining, (3) Materials Characterization and Properties, and (4) Materials Process Modeling. Each facility provides rapid access to unique, state-of-the-art equipment, capabilities, and technical expertise necessary for solving materials processing issues that limit the development and implementation of emerging technologies. These capabilities include: (1) materials synthesis; (2) deformation processing; (3) materials characterization; (4) joining and mathematical modeling.

The topics of the report include a summary of recommendations; federal power marketing; preserving the benefits of low-cost hydropower for the Northwest; Columbia River System governance; reflecting the values and meeting the needs of northwest citizens through conservation, renewable resources and low-income energy services; ensuring the benefits of competition for all by consumer access to the competitive market; open-access power transmission for competion in generation; and the future power system role for a four-state regional body. A letter report issued by the General Accounting Office with an abstract that begins "Pursuant to a legislative requirement, GAO reviewed the Air Force's selection of a source of repair for depot maintenance work at the closing Sacramento Air Logistics Center (ALC), focusing on whether the: (1) Air Force's procedures for conducting the Sacramento competition provided substantially equal opportunity for the public and private offerors to compete for the work without regard to performance location; (2) procedures for conducting the competition were in compliance with 10 U.S.C. 2469a and other applicable laws and regulations; (3) appropriate consideration was given to factors other than cost; and (4) award resulted in the lowest total cost to the Department of Defense (DOD) for performance of the work."

Internet Management: Limited Progress on Privatization Project Makes Outcome Uncertain

Testimony issued by the General Accounting Office with an abstract that begins "This testimony discusses privatizing the management of the Internet domain name system. This system is a vital aspect of the Internet that works like an automated telephone directory, allowing users to reach Web sites using easy-to-understand domain names like www.senate.gov, instead of the string of numbers that computers use when communicating with each other. The U.S. government supported the development of the domain name system, and, in 1997, the President charged the Department of Commerce with transitioning it to private management. The Department issued a policy statement, called the "White Paper," that defined the four guiding principles for the privatization effort as stability, competition, representation, and private, bottom-up coordination. After reviewing several proposals from private sector organizations, the Department chose the Internet Corporation for Assigned Names and Numbers (ICANN), a not-for-profit corporation, to carry out the transition. In November 1998, the Department entered into an agreement with ICANN in the form of a Memorandum of Understanding (MOU) under which the two parties agreed to collaborate on a joint transition project.
