Freight Railroads: Highlights of GAO Report on Freight Rail Industry Performance, Competition, and Capacity

Correspondence issued by the Government Accountability Office with an abstract that begins "Over 25 years ago, Congress transformed federal freight rail transportation policy. At that time, after almost 100 years of economic regulation, the railroad industry was in serious economic decline, with rising costs, losses, and bankruptcies. In response, Congress passed the Railroad Revitalization and Regulatory Reform Act of 1976 and the Staggers Rail Act of 1980. Together, these pieces of legislation substantially deregulated the railroad industry. Since the passage of the Staggers Rail Act in 1980, we have issued several reports on the freight railroad industry. In October 2006, we issued our most recent report on the freight rail industry. The objectives of this report were to determine (1) the changes that have occurred in the freight railroad industry since the enactment of the Staggers Rail Act, including changes in rail rates and competition in the industry; (2) the actions STB has taken to address concerns about competition and captivity and any alternative approaches that could be considered to address remaining concerns; and (3) the projections for freight traffic demand over the next 15 to 25 years, the freight railroad industry's ability to meet that demand, and potential federal …

Authorized Generic Pharmaceuticals: Effects on Innovation

The practice of “authorized generics” has recently been the subject of considerable attention by the pharmaceutical industry, regulators, and members of Congress alike. An “authorized generic”–sometimes termed a “branded,” “flanking,” or “pseudo” generic–is a pharmaceutical that is marketed by or on behalf of a brand name drug company, but is sold under a generic name. Although the availability of an additional competitor in the generic drug market would appear to be favorable to consumers, authorized generics have nonetheless proven controversial. Some observers believe that authorized generics potentially discourage independent generic firms both from challenging drug patents and from selling their own products.

The Army's M-4 Carbine: Background and Issues for Congress

This report discusses the M-4 carbine, which is the Army's primary individual combat weapon for infantry units. While there have been concerns raised by some about the M-4's reliability and lethality, some studies suggest that the M-4 is performing well and is viewed favorably by users. The Army is undertaking both the M4 Carbine Improvement Program and the Individual Carbine Competition, the former to identify ways to improve the current weapon, and the latter to conduct an open competition among small arms manufacturers for a follow-on weapon. An integrated product team comprising representatives from the Infantry Center; the Armament, Research, Development, and Engineering Center; the Program Executive Office Soldier; and each of the armed services will assess proposed improvements to the M4. The proposal for the industry-wide competition is currently before the Joint Requirements Oversight Council, and with the anticipated approval, solicitation for industry submissions could begin this fall. It is expected, however, that a selection for a follow-on weapon will not occur before FY2013, and that fielding of a new weapon would take an additional three to four years.

Restoring Sustainable Forests on Appalachian Mined Lands for Wood Products, Renewable Energy, Carbon Sequestration, and Other Ecosystems Services Quarterly Report

The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. We are currently estimating the acreage of lands in VA, WV, KY, OH, and PA mined under SMCRA and reclaimed to non-forested post-mining land uses that are not currently under active management, and therefore can be considered as available for carbon sequestration. To determine actual sequestration under different forest management scenarios, a field study was installed as a 3 x 3 factorial in a random complete block design with three replications at each of three locations, Ohio, West Virginia, and Virginia. The treatments included three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots is 4.5 acres, and the complete installation at each site is 13.5 acres.
