Evolved Expendable Launch Vehicle: Introducing Competition into National Security Space Launch Acquisitions

Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) began the Evolved Expendable Launch Vehicle (EELV) program in 1995 to provide a new generation of launch vehicles to ensure affordable access to space for government satellites. In November 1997, based on commercial forecasts at that time, the Office of the Secretary of Defense (OSD) approved maintaining competition between two contractors, and in 1998, DOD competitively awarded “other transaction agreements” to Boeing and Lockheed Martin for the development and the associated launch infrastructure to meet EELV program requirements. In 2005, DOD revised the EELV acquisition strategy to reflect the collapse of the commercial launch market and the ensuing erosion of the industrial base which DOD believed threatened its assured access to space. In acknowledging the government's role as the primary EELV customer, the new strategy maintained assured access to space by funding two product lines of launch vehicles. Shortly afterwards, Boeing and Lockheed Martin announced plans to consolidate their launch operations into a joint venture—United Launch Alliance (ULA). Allinea DDT as a Parallel Debugging Alternative to Totalview

Totalview, from the Etnus Corporation, is a sophisticated and feature rich software debugger for parallel applications. As Totalview has gained in popularity and market share its pricing model has increased to the point where it is often prohibitively expensive for massively parallel supercomputers. Additionally, many of Totalview's advanced features are not used by members of the scientific computing community. For these reasons, supercomputing centers have begun to search for a basic parallel debugging tool which can be used as an alternative to Totalview. As the cost and complexity of Totalview has increased over the years, scientific computing centers have started searching for a viable parallel debugging alternative. DDT (Distributed Debugging Tool) from Allinea Software is a relatively new parallel debugging tool which aims to provide much of the same functionality as Totalview. This review outlines the basic features and limitations of DDT to determine if it can be a reasonable substitute for Totalview. DDT was tested on the NERSC platforms Bassi, Seaborg, Jacquard and Davinci with Fortran90, C, and C++ codes using MPI and OpenMP for parallelism.

Freight Railroad Regulation: Surface Transportation Board's Oversight Could Benefit From Evidence Better Identifying How Mergers Affect Rates

A letter report issued by the General Accounting Office with an abstract that begins "Railroads have been a primary mode of freight transportation for many years, especially for bulk commodities such as coal and grain. Over the last 25 years, the freight railroad industry has undergone substantial consolidation largely to reduce costs and increase efficiency and competitiveness. Some companies that rely on rail shipments are concerned that the mergers have reduced railroad competition and led to higher rail rates and poorer service. This report reviews (1) the role the Surface Transportation Board plays in reviewing proposed railroad mergers and overseeing mergers that have been approved and how post-merger oversight is conducted, (2) how the Board mitigates potential harm to competition, and (3) how the Union Pacific/Southern Pacific merger affected rail rates in selected geographic areas. GAO found that the Board reviews railroad merger proposals and approves those that are consistent with the public interest, ensures that any potential merger-related harm to competition is mitigated to preserve competition, and oversees mergers that have been approved.
