Telecommunications: Wire-Based Competition Benefited Consumers In Selected Markets (open access)

Telecommunications: Wire-Based Competition Benefited Consumers In Selected Markets

A letter report issued by the General Accounting Office with an abstract that begins "One of the primary purposes of the Telecommunications Act of 1996 was to promote competition in telecommunication markets, but wire-based competition has not developed as fully as expected. However, a new kind of entrant, called broadband service providers (BSP), offers an alternative wire- based option for local telephone, subscription television, and high- speed Internet services to consumers in the markets they have chosen to enter. This report provides information on (1) BSPs' business strategy, (2) the impact of BSPs' market entry on incumbent companies' behavior and consumer prices for telecommunications services, (3) the key factors that BSPs consider when making decisions about which local markets to enter, and (4) the success of BSPs in attaining subscribership and any key factors that may limit their success. We developed a case-study approach to compare 6 cities where a BSP has been operating for at least 1 year with 6 similar cities that do not have such a competitor. The 6 markets with a BSP presently account for more than 20 percent of the households nationwide that are in areas where BSPs currently offer the three-service package, but the …

Green Power Marketing in the United States: A Status Report (Fifth Edition) (open access)

Green Power Marketing in the United States: A Status Report (Fifth Edition)

For the first time in many decades, consumers are being given a choice of who supplies their electric power and how that power is generated. One of these choices is to support electricity generation from more environmentally beneficial energy sources. The term green power generally refers to electricity supplied from renewable energy sources. By some estimates, nearly one-quarter of all U.S. consumers will have the option to purchase green power by the year 2000, either from their regulated utility provider or in competitive markets. As competition spreads in the electric power industry, more consumers will have this choice. The purpose of this brief is to provide electric industry analysts with information on green power market trends. Descriptive information on green power marketing activities in competitive and regulated market settings is included.

[The Inauguration of Norval F. Pohl, Ph.D.]

Video recording of the inauguration ceremony for Norval F. Pohl, the 13th President of UNT (2000 - 2006), held in the UNT Coliseum on Friday, May 4, 2001 at 3:00 PM. The video opens with a silent flag processional, which leads into the procession of honor society delegates, faculty and staff to live musical accompaniment. The music heard during the procession was composed by Dr. Dennis Fisher, a College of Music professor. Music professor Lynn Eustace performs the national anthem, Eagle Ambassador Drew Wilborn offers the invocation and Chancellor Alfred F. Hurley serves as master of ceremonies, introducing the speakers. A performance of the finale of Beethoven's 9th Symphony by the UNT Symphony Orchestra and UNT Grand Chorus is featured halfway through the ceremony. After the musical performance, the investiture ceremony, where Pohl receives the UNT medallion, is conducted. Provost Dr. David Kesterson presents Dr. Pohl with the ceremonial mace and explains the symbolic significance of the UNT presidential mace. Then, Dr. Pohl speaks to express his gratitude and share his vision. After Dr. Pohl speaks, Dr. Hurley asks those in attendance to rise and sing UNT's alma mater, "Glory to the Green," led by UNT's Grand Chorus. A recessional …

Broadband Internet Access: Background and Issues (open access)

Broadband Internet Access: Background and Issues

From a public policy perspective, the goals are to ensure that broadband deployment is timely, that industry competes fairly, and that service is provided to all sectors and geographical locations of American society. The federal government -- through Congress and the Federal Communications Commission (FCC) -- is seeking to ensure fair competition among the players so that broadband will be available and affordable in a timely manner to all Americans who want it. While the FCC's position is not to intervene at this time, some assert that legislation is necessary to ensure fair competition and timely broadband deployment. One proposal would ease certain legal restrictions and requirements, imposed by the Telecommunications Act of 1996, on incumbent telephone companies who provide high speed data (broadband) access. Another proposal would compel cable companies to provide "open access" to competing Internet service providers.

Factors for Bioenergy Market Development (open access)

Factors for Bioenergy Market Development

Focusing on the development of the whole bioenergy market rather than isolated projects, this paper contributes to the identification of barriers and drivers behind bioenergy technology implementation. It presents a framework for the assessment of the potentials for bioenergy market growth to be used by decision makers in administration and industry. The conclusions are based on case studies of operating bioenergy markets in Austria, US and Sweden. Six important factors for bioenergy market growth have been identified: (1) Integration with other business, e.g. for biomass procurement, (2) Scale effects of bioenergy market, (3) Competition on bioenergy market, (4) Competition with other business, (5) National policy, (6) Local policy and local opinion. Different applications of the framework are discussed.

Restoring Sustainable Forests on Appalachian Mined Lands for Wood Products, Renewable Energy, Carbon Sequestration, and Other Ecosystems Services Quarterly Report (open access)

Restoring Sustainable Forests on Appalachian Mined Lands for Wood Products, Renewable Energy, Carbon Sequestration, and Other Ecosystems Services Quarterly Report

The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. In this quarterly report, we present a preliminary comparison of the carbon sequestration potential of forests growing on 14 mined sites in a seven-state region in the Midwestern and Eastern Coalfields. Carbon contents of these forests were compared to adjacent forests on non-mined land. The study was installed as a 3 x 3 factorial in a random complete block design with three replications at each location. The treatments include three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots requires 4.5 acres, and the complete installation at each site requires 13.5 acres. The plots at all three locations have been installed and the plot corners marked with PVC stakes. GPS coordinates of each plot have been collected. Soil samples were collected from each plot to characterize the sites prior to treatment. Analysis of soil samples …

We are currently estimating the acreage of lands in VA, WV, KY, OH, and PA mined under SMCRA and reclaimed to non-forested post-mining land uses that are not currently under active management, and therefore can be considered as available for carbon sequestration. To determine actual sequestration under different forest management scenarios, a field study was installed as a 3 x 3 factorial in a random complete block design with three replications at each of three locations, Ohio, West Virginia, and Virginia. The treatments included three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots requires 4.5 acres, and the complete installation at each site requires 13.5 acres.
