The Department of Energy (DOE) is sponsoring an initiative to facilitate efficient, effective and responsible use of Monitored Natural Attenuation (MNA) and Enhanced Attenuation (EA) for chlorinated solvents. This Office of Environmental Management (EM) ''Alternative Project,'' focuses on providing scientific and policy support for MNA/EA. A broadly representative working group of scientists supports the project along with partnerships with regulatory organizations such as the Interstate Technology Regulatory Council (ITRC) and the United States Environmental Protection Agency (USEPA). The initial product of the technical working group was a summary report that articulated the conceptual approach and central scientific tenants of the project, and that identified a prioritized listing of technical targets for field research. This report documented the process in which: (1) scientific ground rules were developed, (2) lines of inquiry were identified and then critically evaluated, (3) promising applied research topics were highlighted in the various lines of inquiry, and (4) these were discussed and prioritized. The summary report will serve as a resource to guide management and decision making throughout the period of the subject MNA/EA Alternative Project. Development of numerical Grids for UZ Flow and Transport Modeling

This report describes the methods used to develop numerical grids of the unsaturated hydrogeologic system beneath Yucca Mountain, Nevada. Numerical grid generation is an integral part of the development of the unsaturated zone (UZ) flow and transport model, a complex, three-dimensional (3-D) model of Yucca Mountain. This revision contains changes made to improve the clarity of the description of grid generation. The numerical grids, developed using current geologic, hydrogeologic, and mineralogic data, provide the necessary framework to: (1) develop calibrated hydrogeologic property sets and flow fields, (2) test conceptual hypotheses of flow and transport, and (3) predict flow and transport behavior under a variety of climatic and thermal-loading conditions. The technical scope, content, and management for the current revision of this report are described in the planning document ''Technical Work Plan for: Unsaturated Zone Flow Analysis and Model Report Integration'' (BSC 2004 [DIRS 169654], Section 2). History Matching in Parallel Computational Environments

In the probabilistic approach for history matching, the information from the dynamic data is merged with the prior geologic information in order to generate permeability models consistent with the observed dynamic data as well as the prior geology. The relationship between dynamic response data and reservoir attributes may vary in different regions of the reservoir due to spatial variations in reservoir attributes, fluid properties, well configuration, flow constrains on wells etc. This implies probabilistic approach should then update different regions of the reservoir in different ways. This necessitates delineation of multiple reservoir domains in order to increase the accuracy of the approach. The research focuses on a probabilistic approach to integrate dynamic data that ensures consistency between reservoir models developed from one stage to the next. The algorithm relies on efficient parameterization of the dynamic data integration problem and permits rapid assessment of the updated reservoir model at each stage. The report also outlines various domain decomposition schemes from the perspective of increasing the accuracy of probabilistic approach of history matching. The overall program objective is to develop and evaluate environmentally benign agents or products that are effective in the prevention, inhibition, and mitigation of microbially influenced corrosion (MIC) in the internal surfaces of metallic natural gas pipelines. The goal is to develop one or more environmentally benign (a.k.a. ''green'') products that can be applied to maintain the structure and dependability of the natural gas infrastructure. The technical approach for this quarter included the fractionation of extracts prepared from several varieties of pepper plants, and using several solvents, by high performance liquid chromatography (HPLC). A preliminary determination of antimicrobial activities of the new extracts and fractions using a growth inhibition assay, and evaluation of the extracts ability to inhibit biofilm formation was also performed. The analysis of multiple extracts of pepper plants and fractions of extracts of pepper plants obtained by HPLC illustrated that these extracts and fractions are extremely complex mixtures of chemicals. Gas chromatography-mass spectrometry was used to identify the chemical constituents of these extracts and fractions to the greatest degree possible. Analysis of the chemical composition of various extracts of pepper plants has illustrated the complexity of the chemical mixtures present, and while additional work will be performed …

Dangerous Waste Characteristics of Contact-Handled Transuranic Mixed Wastes from the Hanford Tanks

This report summarizes existing analytical data from samples taken from the Hanford tanks designated as potentially containing transuranic mixed process wastes. Process knowledge of the wastes transferred to these tanks has been reviewed to determine whether the dangerous waste characteristics now assigned to all Hanford underground storage tanks are applicable to these particular wastes. Supplemental technologies are being examined to accelerate the Hanford tank waste cleanup mission and accomplish waste treatment safely and efficiently. To date, 11 Hanford waste tanks have been designated as potentially containing contact-handled (CH) transuranic mixed (TRUM) wastes. The CH-TRUM wastes are found in single-shell tanks B-201 through B-204, T-201 through T-204, T-104, T-110, and T-111. Methods and equipment to solidify and package the CH-TRUM wastes are part of the supplemental technologies being evaluated. The resulting packages and wastes must be acceptable for disposal at the Waste Isolation Pilot Plant (WIPP). The dangerous waste characteristics being considered include ignitability, corrosivity, reactivity, and toxicity arising from the presence of 2,4,5-trichlorophenol at levels above the dangerous waste threshold. The analytical data reviewed include concentrations of sulfur, sulfate, cyanide, 2,4,5-trichlorophenol, total organic carbon, and oxalate; the composition of the tank headspace, pH, and mercury. The primary purpose of this analysis is to evaluate seismic- and igneous-related features, events, and processes (FEPs). These FEPs represent areas of natural system processes that have the potential to produce disruptive events (DE) that could impact repository performance and are related to the geologic processes of tectonism, structural deformation, seismicity, and igneous activity. Collectively, they are referred to as the DE FEPs. This evaluation determines which of the DE FEPs are excluded from modeling used to support the total system performance assessment for license application (TSPA-LA). The evaluation is based on the data and results presented in supporting analysis reports, model reports, technical information, or corroborative documents that are cited in the individual FEP discussions in Section 6.2 of this analysis report.

Corrosion Monitoring System

The Corrosion Monitoring System (CMS) program developed and demonstrated a continuously on-line system that provides real-time corrosion information. The program focused on detecting pitting corrosion in its early stages. A new invention called the Intelligent Ultrasonic Probe (IUP) was patented on the program. The IUP uses ultrasonic guided waves to detect small defects and a Synthetic Aperture Focusing Technique (SAFT) algorithm to provide an image of the pits. Testing of the CMS demonstrated the capability to detect pits with dimensionality in the sub-millimeter range. The CMS was tested in both the laboratory and in a pulp and paper industrial plant. The system is capable of monitoring the plant from a remote location using the internet.

Users' Guide to ADIC 1.1.

This guide describes the use of the Automatic Differentiation in C (ADIC) system. ADIC is a suite of tools and libraries that automates the process of generating derivatives for scientific programs. In the context of solving PDEs, optimizations, sensitivity analysis, and inverse problems, researchers often require the derivatives {partial_derivative}f/{partial_derivative}x of a function f expressed as a program with respect to some input parameter(s) x. Automatic differentiation (AD) techniques augment the program with derivative computation by applying the chain rule of calculus to elementary operations in an automated fashion. ADIC uses sophisticated compiler techniques to augment the input C programs with derivative computation capability in an automatic fashion. It also provides a finer control of derivative code generation process via control scripts and pragmas. Another significant capability of ADIC is its component architecture, AIF, that allows ADIC's capability to be extended via plug-in modules.

County-average hydrogen values are calculated for the part 2, 1999 Information Collection Request (ICR) coal-quality data, published by the U.S. Environmental Protection Agency. These data are used together with estimated, county-average moisture values to calculate average net heating values for coal produced in U.S. counties. Finally, 10 draft maps of the contiguous U.S. showing the potential uncontrolled sulfur, chlorine and mercury emissions of coal by U.S. county-of-origin, as well as expected mercury emissions calculated for existing emission control technologies, are presented and discussed.

NOx Emission Reduction by Oscillating Combustion

High-temperature, natural gas-fired furnaces, especially those fired with preheated air, produce large quantities of NO{sub x} per ton of material processed. Regulations on emissions from industrial furnaces are becoming increasingly more stringent. In addition, competition is forcing operators to make their furnaces more productive and/or efficient. Switching from preheated air to industrial oxygen can increase efficiency and reduce NO{sub x}, but oxygen is significantly more costly than air and may not be compatible with the material being heated. What was needed, and what was developed during this project, is a technology that reduces NO{sub x} emissions while increasing furnace efficiency for both air- and oxy-fired furnaces. Oscillating combustion is a retrofit technology that involves the forced oscillation of the fuel flow rate to a furnace. These oscillations create successive, fuel-rich and fuel-lean zones within the furnace. Heat transfer from the flame to the load increases due to the more luminous fuel-rich zones, a longer overall flame length, and the breakup of the thermal boundary layer. The increased heat transfer shortens heat up times, thereby increasing furnace productivity, and reduces the heat going up the stack, thereby increasing efficiency. This project will determine the optimal forest management method to employ for each of the major commercial tree species so that profitability of timber production only or the combination of timber production and carbon sequestration is maximized. The goal of this project is to achieve DOE's long-term cost goal of sequestering carbon at $10 or less per ton. Because the potential of a forest ecosystem to sequester carbon depends on the species, site quality and management regimes utilized, this project will determine how to optimize carbon sequestration by determining how to optimally manage each species, given a range of site qualities and economic variables. This project also will determine the effects of a carbon credit market on the method and profitability of forest management, the cost of sequestering carbon, and the amount of carbon that can be sequestered. Information from this project will be used to produce user-friendly manuals which will contain economic and biological data for each of the species. These manuals will inform landowners and forest managers how to manage forests for timber and/or carbon credits, how to maximize financial returns, how much money can be earned, and how much carbon can be stored. Environmental Assessment for the Strategic Petroleum Reserve West Hackberry Facility Raw Water Intake Pipeline Replacement Cameron and Calcasieu Parishes, Louisiana

The proposed action and three alternatives, including a No Build alternative, were evaluated along the existing RWIPL alignment to accommodate the placement of the proposed RWIPL. Construction feasibility, reasonableness and potential environmental impacts were considered during the evaluation of the four actions (and action alternatives) for the proposed RWIPL activities. Reasonable actions were identified as those actions which were considered to be supported by common sense and sound technical principles. Feasible actions were those actions which were considered to be capable of being accomplished, practicable and non-excessive in terms of cost. The evaluation process considered the following design specifications, which were determined to be important to the feasibility of the overall project. The proposed RWIPL replacement project must therefore: (1) Comply with the existing design basis and criteria, (2) Maintain continuity of operation of the facility during construction, (3)Provide the required service life, (4) Be cost effective, (5)Improve the operation and maintenance of the pipeline, and (6) Maintain minimal environmental impact while meeting the performance requirements. Sizing of the pipe, piping construction materials, construction method (e.g., open-cut trench, directional drilling, etc.) and the acquisition of new Right-of-Way (ROW) were additionally evaluated in the preliminary alternative identification, selection and screening process.

COMPREHENSIVE DIAGNOSTIC AND IMPROVEMENT TOOLS FOR HVAC-SYSTEM INSTALLATIONS IN LIGHT COMMERCIAL BUILDINGS

Proctor Engineering Group, Ltd. (PEG) and Carrier-Aeroseal LLP performed an investigation of opportunities for improving air conditioning and heating system performance in existing light commercial buildings. Comprehensive diagnostic and improvement tools were created to address equipment performance parameters (including airflow, refrigerant charge, and economizer operation), duct-system performance (including duct leakage, zonal flows and thermal-energy delivery), and combustion appliance safety within these buildings. This investigation, sponsored by the National Energy Technology Laboratory, a division of the U.S. Department of Energy, involved collaboration between PEG and Aeroseal in order to refine three technologies previously developed for the residential market: (1) an aerosol-based duct sealing technology that allows the ducts to be sealed remotely (i.e., without removing the ceiling tiles), (2) a computer-driven diagnostic and improvement-tracking tool for residential duct installations, and (3) an integrated diagnosis verification and customer satisfaction system utilizing a combined computer/human expert system for HVAC performance. Prior to this work the aerosol-sealing technology was virtually untested in the light commercial sector--mostly because the savings potential and practicality of this or any other type of duct sealing had not been documented. Power generators are concerned with the maintenance costs associated with the advanced turbines that they are purchasing. Since these machines do not have fully established operation and maintenance (O&M) track records, power generators face financial risk due to uncertain future maintenance costs. This risk is of particular concern, as the electricity industry transitions to a competitive business environment in which unexpected O&M costs cannot be passed through to consumers. These concerns have accelerated the need for intelligent software-based diagnostic systems that can monitor the health of a combustion turbine in real time and provide valuable information on the machine's performance to its owner/operators. EPRI, Impact Technologies, Boyce Engineering, and Progress Energy have teamed to develop a suite of intelligent software tools integrated with a diagnostic monitoring platform that will, in real time, interpret data to assess the ''total health'' of combustion turbines. The Combustion Turbine Health Management System (CTHM) will consist of a series of dynamic link library (DLL) programs residing on a diagnostic monitoring platform that accepts turbine health data from existing monitoring instrumentation. Diagnostic Analysis of Silicon Strips Detector Readout in the ATLAS Semi-Conductor Tracker Module Production

The ATLAS Semi-Conductor Tracker (SCT) Collaboration is currently in the production phase of fabricating and testing silicon strips modules for the ATLAS detector at the Large Hadron Collider being built at the CERN laboratory in Geneva, Switzerland. A small but relevant percentage of ICs developed a new set of defects after being mounted on hybrids that were not detected in the wafer screening. To minimize IC replacement and outright module failure, analysis methods were developed to study IC problems during the production of SCT modules. These analyses included studying wafer and hybrid data correlations to finely tune the selection of ICs and tests to utilize the ability to adjust front-end parameters of the IC in order to reduce the rejection and replacement rate of fabricated components. This paper will discuss a few examples of the problems encountered during the production of SCT hybrids and modules in the area of ICs performance, and will demonstrate the value of the flexibility built into the ABCD3T chip.

Long-Range Untethered Real-Time Live Gas Main Robotic Inspection System

Under funding from the Department of Energy (DOE) and the Northeast Gas Association (NGA), Carnegie Mellon University (CMU) developed an untethered, wireless remote controlled inspection robot dubbed Explorer. The project entailed the design and prototyping of a wireless self-powered video-inspection robot capable of accessing live 6- and 8-inch diameter cast-iron and steel mains, while traversing turns and Ts and elbows under real-time control with live video feedback to an operator. The design is that of a segmented actively articulated and wheel-leg powered robot design, with fisheye imaging capability and self-powered battery storage and wireless real-time communication link. The prototype was functionally tested in an above ground pipe-network, in order to debug all mechanical, electrical and software subsystems, and develop the necessary deployment and retrieval, as well as obstacle-handling scripts. A pressurized natural gas test-section was used to certify it for operation in natural gas at up to 60 psig. Two subsequent live-main field-trials in both cast-iron and steel pipe, demonstrated its ability to be safely launched, operated and retrieved under real-world conditions.
