Savannah River Site Levels of Control Implementation

The Savannah River Site (SRS) established a prescriptive approach to defining and protecting major contributors to defense in depth in the mid '90s. This approach came in partial response to the Defense Nuclear Facility Safety Board (DNFSB) criticism at the time of inconsistent classifications between similar facilities at the site. This basic approach of a rigorous and prescriptive minimum definition of levels of control has been in place since that time. Recently SRS has changed its policy of defining major contributors to defense in depth to be a more qualitative approach, with no prescribed minimum number of levels of control. However, to assure that consistency is maintained, guidance has been developed to identify areas of attention when identifying the major contributors to defense in depth that receive the Safety Significant functional classification label or that are protected within the technical safety requirements. This paper discusses this guidance and its implementation within the overall hazard analysis and functional classification process. This report presents the findings from a study of experience with digital instrumentation and controls (I&C) technology in evolutionary nuclear power plants. In particular, this study evaluated regulatory approaches employed by the international nuclear power community for licensing advanced l&C systems and identified lessons learned. The report (1) gives an overview of the modern l&C technologies employed at numerous evolutionary nuclear power plants, (2) identifies performance experience derived from those applications, (3) discusses regulatory processes employed and issues that have arisen, (4) captures lessons learned from performance and regulatory experience, (5) suggests anticipated issues that may arise from international near-term deployment of reactor concepts, and (6) offers conclusions and recommendations for potential activities to support advanced reactor licensing in the United States.

Convergent Coarseness Regulation for Segmented Images

In segmentation of remotely sensed images, the number of pixel classes and their spectral representations are often unknown a priori. Even with prior knowledge, pixels with spectral components from multiple classes lead to classification errors and undesired small region artifacts. Coarseness regulation for segmented images is proposed as an efficient novel technique for handling these problems. Beginning with an over-segmented image, perceptually similar connected regions are iteratively merged using a method reminiscent of region growing, except the primitives are regions, not pixels. Interactive coarseness regulation is achieved by specifying the area {alpha} of the largest region eligible for merging. A region with area less than {alpha} is merged with the most spectrally similar connected region, unless the regions are perceived as spectrally dissimilar. In convergent coarseness regulation, which requires no user interaction, {alpha} is specified as the total number of pixels in the image, and the coarseness regulation output converges to a steady-state segmentation that remains unchanged as {alpha} is further increased. By applying convergent coarseness regulation to AVIRIS, IKONOS and DigitalGlobe images, and quantitatively comparing computer-generated segmentations to segmentations generated manually by a human analyst, it was found that the quality of the input segmentations was consistently and dramatically …

Computational Accelerator Physics Working Group Summary

The working group on computational accelerator physics at the 11th Advanced Accelerator Concepts Workshop held a series of meetings during the Workshop. Verification, i.e., showing that a computational application correctly solves the assumed model, and validation, i.e., showing that the model correctly describes the modeled system, were discussed for a number of systems. In particular, the predictions of the massively parallel codes, OSIRIS and VORPAL, used for modeling advanced accelerator concepts, were compared and shown to agree, thereby establishing some verification of both codes. In addition, a number of talks on the status and frontiers of computational accelerator physics were presented, to include the modeling of ultrahigh-brightness electron photoinjectors and the physics of beam halo production. Finally, talks discussing computational needs were presented.

Nuclear-Coupled Flow Instabilities and Their Effects on Dryout

Nuclear-coupled flow/power oscillations in boiling water reactors (BWRs) are investigated experimentally and analytically. A detailed literature survey is performed to identify and classify instabilities in two-phase flow systems. The classification and the identification of the leading physical mechanisms of the two-phase flow instabilities are important to propose appropriate analytical models and scaling criteria for simulation. For the purpose of scaling and the analysis of the nonlinear aspects of the coupled flow/power oscillations, an extensive analytical modeling strategy is developed and used to derive both frequency and time domain analysis tools.

GREENHOUSE GAS EMISSIONS CONTROL BY OXYGEN FIRING IN CIRCULATING FLUIDIZED BED BOILERS: PHASE II--PILOT SCALE TESTING AND UPDATED PERFORMANCE AND ECONOMICS FOR OXYGEN FIRED CFB WITH CO2 CAPTURE

Because fossil fuel fired power plants are among the largest and most concentrated producers of CO{sub 2} emissions, recovery and sequestration of CO{sub 2} from the flue gas of such plants has been identified as one of the primary means for reducing anthropogenic CO{sub 2} emissions. In this Phase II study, ALSTOM Power Inc. (ALSTOM) has investigated one promising near-term coal fired power plant configuration designed to capture CO{sub 2} from effluent gas streams for sequestration. Burning fossil fuels in mixtures of oxygen and recirculated flue gas (made principally of CO{sub 2}) essentially eliminates the presence of atmospheric nitrogen in the flue gas. The resulting flue gas is comprised primarily of CO{sub 2}, along with some moisture, nitrogen, oxygen, and trace gases like SO{sub 2} and NO{sub x}. Oxygen firing in utility scale Pulverized Coal (PC) fired boilers has been shown to be a more economical method for CO{sub 2} capture than amine scrubbing (Bozzuto, et al., 2001). Additionally, oxygen firing in Circulating Fluid Bed Boilers (CFB's) can be more economical than in PC or Stoker firing, because recirculated gas flow can be reduced significantly. Feature Selection in Scientific Applications

Numerous applications of data mining to scientific data involve the induction of a classification model. In many cases, the collection of data is not performed with this task in mind, and therefore, the data might contain irrelevant or redundant features that affect negatively the accuracy of the induction algorithms. The size and dimensionality of typical scientific data make it difficult to use any available domain information to identify features that discriminate between the classes of interest. Similarly, exploratory data analysis techniques have limitations on the amount and dimensionality of the data that can be effectively processed. In this paper, we describe applications of efficient feature selection methods to data sets from astronomy, plasma physics, and remote sensing. We use variations of recently proposed filter methods as well as traditional wrapper approaches where practical. We discuss the importance of these applications, the general challenges of feature selection in scientific datasets, the strategies for success that were common among our diverse applications, and the lessons learned in solving these problems.

Filtration of a Hanford Site Tank 241-AN-102 Waste Sample with Alternate Sr/TRU Precipitation Conditions at Bench and Pilot Scales

In support of the design of the Hanford Waste Treatment Plant, the Savannah River Technology Center has conducted crossflow ultrafiltration tests on the bench scale with both a radioactive sample and simulants and at pilot scale with simulants. The waste tested was from Tank 241-AN-102, which underwent isotopic dilution with strontium nitrate to reduce the soluble (superscript 90)Sr concentration, and sodium permanganate precipitation to remove selected transuranic species. Experimental work validated the use of a simulant by comparison of bench scale simulant filtration data with radioactive filtration test data. Tests on a pilot scale were also conducted and showed that the filtration flux in the pilot unit was consistently lower than in the bench scale unit. An alternative precipitation method resulted in less filterable slurries. Several possible explanations for the differences in flux were proposed, including differences in particle size distribution and slurry viscosity (th e term viscosity will be used, although consistency is more correct for non-Newtonian fluids). The experimental data was also fit to an empirical model and several filtration models. The trends in the data generally followed the predictions of the filtration models. Staged energy cascades for the LUX FEL

Designs and simulation studies for harmonic cascades, consisting of multiple stages of harmonic generation in free electron lasers (FELs), are presented as part of the LUX R&D project to design ultrafast, high photon energy light sources for basic science. Beam energies of 1.1, 2.1, and 3.1 GeV, corresponding to each pass through a recirculating linac, have independent designs for the harmonic cascade. Simulations were performed using the GENESIS FEL code, to obtain predictions for the performance of these cascades over a wide range of photon energies in terms of the peak power and laser profile. The output laser beam consists of photon energies of up to 1 keV, with durations of the order of 200 fs or shorter. The contribution of shot noise to the laser output is minimal, however fluctuations in the laser and electron beam properties can lead to variations in the FEL output. The sensitivity of the cascade to electron beam properties and misalignments is studied, taking advantage of the fact that GENESIS is a fully 3-dimensional code.

Analysis of Cladding Residues from the Dissolution of Irradiated Dresden-1 Reactor Fuel

The primary goal of this work was to evaluate the efficacy of the chop-leach spent fuel dissolution process, with nitric acid dissolvent, for removing actinides and fission products from Zircaloy cladding to produce a cladding capable of meeting low-level waste (LLW) disposal criteria. Analysis of the cladding shows that actinides are present in the cladding at concentrations 50 to 400 times greater than the acceptable TRU limit in LLW. It appears that the nitric acid used for dissolution (initial concentration 4 M, with 10 M added as the dissolution proceeded) was inadequate for solubilizing the fuel meat. Scanning electron micrographs of the as-sampled cladding surface showed particles of material high in U on the surface of the cut samples, suggesting the fuel meat was not completely dissolved. If the cladding is to meet LLW disposal limits, it is likely that a more robust chemical treatment will be required to more completely digest the fuel meat. Based on the available analytical results, and the interpretation of those results, the following conclusions are drawn. The purpose of the saturated zone (SZ) flow and transport model abstraction task is to provide radionuclide-transport simulation results for use in the total system performance assessment (TSPA) for license application (LA) calculations. This task includes assessment of uncertainty in parameters that pertain to both groundwater flow and radionuclide transport in the models used for this purpose. This model report documents the following: (1) The SZ transport abstraction model, which consists of a set of radionuclide breakthrough curves at the accessible environment for use in the TSPA-LA simulations of radionuclide releases into the biosphere. These radionuclide breakthrough curves contain information on radionuclide-transport times through the SZ. (2) The SZ one-dimensional (I-D) transport model, which is incorporated in the TSPA-LA model to simulate the transport, decay, and ingrowth of radionuclide decay chains in the SZ. (3) The analysis of uncertainty in groundwater-flow and radionuclide-transport input parameters for the SZ transport abstraction model and the SZ 1-D transport model. (4) The analysis of the background concentration of alpha-emitting species in the groundwater of the SZ.

Benefit/Cost Ratio in Systems Engineering: Integrated Models, Tests, Design, and Production

We have previously described our methodology for quantification of risk and risk reduction, and the use of risk, quantified as a dollar value, in the Value Engineering and decision tradeoff process. In this work we extend our example theme of the safety of reactive materials during accidental impacts. We have begun to place the validation of our impact safety model into a systems engineering context. In that sense, we have made connections between the data and the trends in the data, our models of the impact safety process, and the implications regarding confidence levels and reliability based on given impact safety requirements. We have folded this information into a quantitative risk assessment, and shown the assessed risk reduction value of developing an even better model, with more model work or more experimental data or both. Since there is a cost incurred for either model improvement or testing, we have used a Benefit/Cost Ratio metric to quantify this, where Benefit is our quantification of assessed risk reduction, and cost is the cost of the new test data, code development, and model validation. Development of Wet-Etching Tools for Precision Optical Figuring

This FY03 final report on Wet Etch Figuring involves a 2D thermal tool. Its purpose is to flatten (0.3 to 1 mm thickness) sheets of glass faster thus cheaper than conventional sub aperture tools. An array of resistors on a circuit board was used to heat acid over the glass Optical Path Difference (OPD) thick spots and at times this heating extended over the most of the glass aperture. Where the acid is heated on the glass it dissolves faster. A self-referencing interferometer measured the glass thickness, its design taking advantage of the parallel nature and thinness of these glass sheets. This measurement is used in close loop control of the heating patterns of the circuit board thus glass and acid. Only the glass and acid were to be moved to make the tool logistically simple to use in mass production. A set of 4-circuit board, covering 80 x 80-cm aperture was ordered, but only one 40 x 40-cm board was put together and tested for this report. The interferometer measurement of glass OPD was slower than needed on some glass profiles. Sometimes the interference fringes were too fine to resolve which would alias the sign of the glass thickness …

The third annual report of ''Improving CO{sub 2} Efficiency for Recovery Oil in Heterogeneous Reservoirs'' presents results of laboratory studies with related analytical models for improved oil recovery. All studies were designed to optimize utilization and extend the practice of CO{sub 2} flooding to a wider range of reservoirs. Chapter 1 describes the behavior at low concentrations of the surfactant Chaser International CD1045{trademark} (CD) versus different salinity, pressure and temperature. Results of studies on the effects of pH and polymer (hydrolyzed polyacrylamide?HPAM) and CO{sub 2} foam stability after adsorption in the core are also reported. Calcium lignosulfonate (CLS) transport mechanisms through sandstone, description of the adsorption of CD and CD/CLS onto three porous media (sandstone, limestone and dolomite) and five minerals, and the effect of adsorption on foam stability are also reported. In Chapter 2, the adsorption kinetics of CLS in porous Berea sandstone and non-porous minerals are compared by monitoring adsorption density change with time. Results show that adsorption requires a much longer time for the porous versus non-porous medium. CLS adsorption onto sandstone can be divided into three regions: adsorption controlled by dispersion, adsorption controlled by diffusion and adsorption equilibrium. A letter report issued by the General Accounting Office with an abstract that begins "By positively confirming identifications and linking relevant records of arrests and prosecutions, fingerprint analysis provides a basis for making fundamental criminal justice decisions regarding detention, charging, bail, and sentencing. In 1999, the FBI implemented the Integrated Automated Fingerprint Identification System (IAFIS)--a computerized system for storing, comparing, and exchanging fingerprint data in a digital format. The FBI's goal under IAFIS is to ultimately achieve paperless processing and to provide a response within 2 hours to users who submit criminal fingerprints electronically. Maximizing the benefits of rapid responses under IAFIS depends largely on how quickly criminal fingerprints are submitted by local and state law enforcement agencies. Concerns have been raised that, after arrests are made by some local or state law enforcement agencies, periods of up to 6 months may elapse before the criminal fingerprints are submitted for entry into IAFIS. GAO examined (1) the importance of IAFIS processing to local and state law enforcement agencies, (2) the progress these agencies have made toward the goal of paperless fingerprint processing, and (3) efforts being made to improve the timeliness of criminal fingerprint submissions."

Nuclear Security: DOE Needs to Resolve Significant Issues Before It Fully Meets the New Design Basis Threat

A letter report issued by the General Accounting Office with an abstract that begins "A successful terrorist attack on Department of Energy (DOE) sites containing nuclear weapons or the material used in nuclear weapons could have devastating consequences for the site and its surrounding communities. Because of these risks, DOE needs an effective safeguards and security program. A key component of an effective program is the design basis threat (DBT), a classified document that identifies the potential size and capabilities of terrorist forces. The terrorist attacks of September 11, 2001, rendered the then-current DBT obsolete. GAO examined DOE's response to the September 11, 2001, terrorist attacks, identified why DOE took almost 2 years to develop a new DBT, analyzed the higher threat in the new DBT, and identified the remaining issues that need to be resolved in order for DOE to meet the threat contained in the new DBT."
