This report (Nuclear Power Plant Security Assessment Technical Manual) is a revision to NUREG/CR-1345 (Nuclear Power Plant Design Concepts for Sabotage Protection) that was published in January 1981. It provides conceptual and specific technical guidance for U.S. Nuclear Regulatory Commission nuclear power plant design certification and combined operating license applicants as they: (1) develop the layout of a facility (i.e., how buildings are arranged on the site property and how they are arranged internally) to enhance protection against sabotage and facilitate the use of physical security features; (2) design the physical protection system to be used at the facility; and (3) analyze the effectiveness of the PPS against the design basis threat. It should be used as a technical manual in conjunction with the 'Nuclear Power Plant Security Assessment Format and Content Guide'. LLCEDATA and LLCECALC for Windows are user-friendly computer software programs that work together to determine the proper waste designation, handling, and disposition requirements for Long Length Contaminated Equipment (LLCE). LLCEDATA reads from a variety of databases to produce an equipment data file (EDF) that represents a snapshot of both the LLCE and the tank from which it originates. LLCECALC reads the EDF and the gamma assay (AV2) file that is produced by the Flexible Receiver Gamma Energy Analysis System. LLCECALC performs corrections to the AV2 file as it is being read and characterizes the LLCE Both programs produce a variety of reports, including a characterization report and a status report. The status report documents each action taken by the user, LLCEDA TA, and LLCECALC. Documentation for LLCEDA TA and LLCECALC for Windows is available in three volumes. Technical manual for the Augmented Computer Exercise for Inspection Training (ACE-IT) software

The on-site inspection provisions in many current and proposed arms control agreements require extensive preparation and training on the part of both the Inspection Teams (inspectors) and Inspected Parties (host). Current training techniques include table-top inspections and practice inspections. The Augmented Computer Exercise for Inspection Training (ACE-IT), an interactive computer training tool, increases the utility of table-top inspections. ACE-IT has been designed to provide training for challenge inspections under the Chemical Weapons Convention (CWC); however, this training tool can be modified for other inspection regimes. Although ACE-IT provides training from notification of an inspection through post-inspection activities, the primary emphasis of ACE-IT is in the inspection itself--particularly with the concept of managed access. ACE-IT also demonstrates how inspection provisions impact compliance determination and the protection of sensitive information. This Technical Manual describes many of the technical aspects of the ACE-IT training software.

Spray Calciner/In-Can Melter high-level waste solidification technical manual

This technical manual summarizes process and equipment technology developed at Pacific Northwest Laboratory over the last 20 years for vitrification of high-level liquid waste by the Spray Calciner/In-Can Melter process. Pacific Northwest Laboratory experience includes process development and demonstration in laboratory-, pilot-, and full-scale equipment using nonradioactive synthetic wastes. Also, laboratory- and pilot-scale process demonstrations have been conducted using actual high-level radioactive wastes. In the course of process development, more than 26 tonnes of borosilicate glass have been produced in 75 canisters. Four of these canisters contained radioactive waste glass. The associated process and glass chemistry is discussed. Technology areas described include calciner feed treatment and techniques, calcination, vitrification, off-gas treatment, glass containment (the canister), and waste glass chemistry. Areas of optimization and site-specific development that would be needed to adapt this base technology for specific plant application are indicated. A conceptual Spray Calciner/In-Can Melter system design and analyses are provided in the manual to assist prospective users in evaluating the process for plant application, to provide equipment design information, and to supply information for safety analyses and environmental reports. The Model Q-1212C Pulser is a single frequency (60 pps) generator whose output waveform is characterized by a rise-time of less than 4 mµsec and, depending upon the method of termination, an exponential decay having a time constant of 300 or 600µsec. The IMLS-funded Lifecycle Management of ETDs project has researched, developed, and/or documented a suite of modular Lifecycle Management Tools for curating electronic theses and dissertations (ETDs). The project targeted the following curation activities: Virus Checking, Format Recognition, Preservation Event Record-Keeping, and Simple ETD & Metadata Submission. This manual describes how to implement Lifecycle Management Tools for those activities. The manual is written for ETD Program Managers. It describes a general rationale and use case for each curation activity mentioned above in the context of an ETD program. While the technical and administrative implementations of ETD programs are diverse, this manual includes generalized recommendations for where and when to deploy the tools in an ETD submission workflow. ETD Program Managers are encouraged to coordinate with the full range of stakeholders (including the graduate schools, libraries, campus IT, and vendors) to adapt tools to their implementation.
