A Real Time Coal Content/Ore Grade (C2OG) Sensor, Technical Report: January - March 2003

This seventh quarterly technical report discusses the progress made on a machine vision technique for determining coal content and ore grades. Considerable progress has been made on coal analysis. Naval Research Laboratory (NRL) target recognition software has been tested and incorporated into the system. This software decreases analysis time considerably and is more intuitive to use. Work with board-level computers has proceeded well; ultimately this will make the technology more compact and fieldable. Work with talc will be delayed because the graduate student working on this project is leaving the program. Ongoing work is devoted to more detailed coal analysis, improving the software interface, and developing procedures and a users manual.

The DAKOTA (Design Analysis Kit for Optimization and Terascale Applications) toolkit provides a flexible and extensible interface between simulation codes and iterative analysis methods. DAKOTA contains algorithms for optimization with gradient and nongradient-based methods; uncertainty quantification with sampling, analytic reliability, and stochastic finite element methods; parameter estimation with nonlinear least squares methods; and sensitivity analysis with design of experiments and parameter study methods. These capabilities may be used on their own or as components within advanced strategies such as surrogate-based optimization, mixed integer nonlinear programming, or optimization under uncertainty. By employing object-oriented design to implement abstractions of the key components required for iterative systems analyses, the DAKOTA toolkit provides a flexible and extensible problem-solving environment for design and performance analysis of computational models on high performance computers. This report serves as a reference manual for the commands specification for the DAKOTA software, providing input overviews, option descriptions, and example specifications.

PTI TECHNICAL ASSISTANCE TO REBUILD AMERICA

Public Technology Inc. (PTI) engaged in a cooperative agreement, DE-FC26-01NT41107, with the US Department of Energy's (DOE) Rebuild America Program to provide energy efficiency and energy conservation technical assistance to local governments across the United States. The first year of the cooperative agreement dated from April 2, 2001 to April 1, 2002, at a funding level of $375,000. This technical report covers the period of October 2001--March 2002. PTI appreciates the support that it has received from Rebuild America and plans to continue, with DOE and Rebuild America support, to serve in a strategic capacity, lending the technical experience of its staff and that of the Energy Task Force on approaches to increasing program efficiencies, furthering program development, and coordinating information sharing to help ensure that energy programs are responsive to the needs of local governments.

Technical review of WSRC-TR-93-614 criticality safety evaluation for disassembly basin sand filter

The study documented in WSRC-TR-93-614 performed an evaluation of the criticality potential associated with the Disassembly Basin Sand Filter for K and L Areas. The document reviewed incorporated results of calculations documented in the engineering calculation N-CLC-K-00151. Analyses of the contents of disassembly basin sludge has indicated that the sludge contains fissile material in excess of subcritical mass limits as specified in ANSI/ANS standards. Previous studies had determined that the fissile material can not collect into a critical configuration in the basin. Since the sand filter is intended to remove suspended particles from the basin water and could serve as a mechanism to collect the fissile material into a critical configuration, the study examined conditions under which criticality could occur in the sand filter. The study shows that criticality is not considered possible in the sand filter. This review emphasized the technical accuracy and presentation of the evaluation. The evaluation was also examined for the elements required for NCSEs. The review was performed in accordance with the NRTSC technical review requirements and procedures and the E7 Manual technical review requirements. Risk characterization data manual for Category D inactive liquid low-level waste tank systems at Oak Ridge National Laboratory, Oak Ridge, Tennessee

This manual reports the results of a risk characterization of Category D inactive liquid low-level radioactive waste (LLLW) at the Oak Ridge National Laboratory (ORNL). The risk characterization is required by the Federal Facility Agreement between the Department of Energy-Oak Ridge Operations Office, the Environmental Protection Agency-Region IV, and the Tennessee Department of Environment and Conservation. The intent of the risk characterization is to determine relative priorities for assessment and remediation. When the scores for all tanks had been weighted and summed, the tanks were ranked in descending order on the basis of their total scores. The highest possible score for a tank is 30. The descending order represents the recommended priorities for evaluation: the higher the score, the higher the priority for evaluation.

Technical basis for implementing the use of the PCM-1B for personnel releases at tank farms

Currently, Tanks Farms Transition Projects require personnel to perform a whole body survey with portable survey instrumentation prior to entering an automated counting system capable of performing a whole body survey. This practice is redundant since automated whole body survey devices are, in most cases, more sensitive and are less likely to be used incorrectly than portable instrumentation. Additionally, Article 221.2 of the Hanford Site Radiological Control Manual (HSRCM-1) states ``Monitoring for contamination should be performed using frisking equipment that under laboratory conditions can detect total contamination of at least the values specified in Table 2-2.`` Based on this criteria implementing the use of an automated whole body survey device would save significant time, money and reduce the current crowding and potential loss of contamination control that now occurs during peak times at step off pads. This document describes implementation process for applying PCM-1B instruments to perform personnel release surveys.

Tank Characterization Technical Sampling Basis (this document) is the first step of an in place working process to plan characterization activities in an optimal manner. This document will be used to develop the revision of the Waste Information Requirements Document (WIRD) (Winkelman et al. 1997) and ultimately, to create sampling schedules. The revised WIRD will define all Characterization Project activities over the course of subsequent fiscal years 1999 through 2002. This document establishes priorities for sampling and characterization activities conducted under the Tank Waste Remediation System (TWRS) Tank Waste Characterization Project. The Tank Waste Characterization Project is designed to provide all TWRS programs with information describing the physical, chemical, and radiological properties of the contents of waste storage tanks at the Hanford Site. These tanks contain radioactive waste generated from the production of nuclear weapons materials at the Hanford Site. The waste composition varies from tank to tank because of the large number of chemical processes that were used when producing nuclear weapons materials over the years and because the wastes were mixed during efforts to better use tank storage space. The MiniBooNE experiment [1] is motivated by the LSND observation, [2] which has been interpreted as {nu}{sub {mu}} {yields} {nu}{sub e} oscillations, and by the atmospheric neutrino deficit, [3,4,5] which may be ascribed to {nu}{sub {mu}} oscillations into another type of neutrino. MiniBooNE is a single-detector experiment designed to: obtain {approx} 1000 {nu}{sub {mu}} {yields} {nu}{sub e} events if the LSND signal is due to {nu}{sub {mu}} {yields} {nu}{sub e} oscillations, establishing the oscillation signal at the > 5{sigma} level as shown in Fig. 1.1; extend the search for {nu}{sub {mu}} {yields} {nu}{sub e} oscillations significantly beyond what has been studied previously if no signal is observed; search for {nu}{sub {mu}} disappearance to address the atmospheric neutrino deficit with a signal that is a suppression of the rate of {nu}{sub {mu}}C {yields} {mu}N events from the expected 600,000 per year; measure the oscillation parameters as shown in Fig. 1.2 if oscillations are observed; and test CP conservation in the lepton sector if oscillations are observed by running with separate {nu}{sub {mu}} and {bar {nu}}{sub {mu}} beams. The DOETRAN model is a DSM database manager, developed to act as an intermediary between the whole building energy simulation model, DOE-2, and the DBEDT DSM Forecasting Model. DOETRAN accepts output data from DOE-2 and TRANslates that into the format required by the forecasting model. DOETRAN operates in the Windows environment and was developed using the relational database management software, Paradox 5.0 for Windows. It is not necessary to have any knowledge of Paradox to use DOETRAN. DOETRAN utilizes the powerful database manager capabilities of Paradox through a series of customized user-friendly windows displaying buttons and menus with simple and clear functions. The DOETRAN model performs three basic functions, with an optional fourth. The first function is to configure the user`s computer for DOETRAN. The second function is to import DOE-2 files with energy and loadshape data for each building type. The third main function is to then process the data into the forecasting model format. As DOETRAN processes the DOE-2 data, graphs of the total electric monthly impacts for each DSM measure appear, providing the user with a visual means of inspecting DOE-2 data, as well as following program execution. This report describes the US Nuclear Regulatory Commission computer program LADTAP II, which performs environmental dose analyses for releases of radioactive effluents from nuclear power plants into surface waters. The analyses estimate radiation dose to individuals, population groups, and biota from ingestion (aquatic foods, water, and terrestrial irrigated foods) and external exposure (shoreline, swimming, and boating) pathways. The calculated doses provide information for National Environmental Policy Act (NEPA) evaluations and for determining compliance with Appendix I of 10 CFR 50 (the ''ALARA'' philosophy). The report also instructs the user in preparing input to the program, describes the mathematical models that are used, and supplies detailed information on program structure and parameters used to modify the program.

Technical Basis for Assessing Uranium Bioremediation Performance

In situ bioremediation of uranium holds significant promise for effective stabilization of U(VI) from groundwater at reduced cost compared to conventional pump and treat. This promise is unlikely to be realized unless researchers and practitioners successfully predict and demonstrate the long-term effectiveness of uranium bioremediation protocols. Field research to date has focused on both proof of principle and a mechanistic level of understanding. Current practice typically involves an engineering approach using proprietary amendments that focuses mainly on monitoring U(VI) concentration for a limited time period. Given the complexity of uranium biogeochemistry and uranium secondary minerals, and the lack of documented case studies, a systematic monitoring approach using multiple performance indicators is needed. This document provides an overview of uranium bioremediation, summarizes design considerations, and identifies and prioritizes field performance indicators for the application of uranium bioremediation. The performance indicators provided as part of this document are based on current biogeochemical understanding of uranium and will enable practitioners to monitor the performance of their system and make a strong case to clients, regulators, and the public that the future performance of the system can be assured and changes in performance addressed as needed. This volume contains the Proceedings of the Fourth International Reservoir Characterization Technical Conference held March 2-4, 1997 in Houston, Texas. On March 2, 1997, the DOE Class Workshop kicked off with tutorials by Dr. Steve Begg (BP Exploration) and Dr. Ganesh Thakur (Chevron).
