Radiological Control Manual

This manual has been prepared by Lawrence Berkeley Laboratory to provide guidance for site-specific additions, supplements, and clarifications to the DOE Radiological Control Manual. The guidance provided in this manual is based on the requirements given in Title 10 Code of Federal Regulations Part 835, Radiation Protection for Occupational Workers, DOE Order 5480.11, Radiation Protection for Occupational Workers, and the DOE Radiological Control Manual. The topics covered are (1) excellence in radiological control, (2) radiological standards, (3) conduct of radiological work, (4) radioactive materials, (5) radiological health support operations, (6) training and qualification, and (7) radiological records.

Radmodl Modeling Manual (open access)

Radmodl Modeling Manual

RADMODL is a set of computer codes that model the transport of material through a network of interconnected compartments. This version of RADMODL is designed to model the transport of radioactive material from either a loss of coolant accident (LOCA) or a fuel handling accident into a set of interconnected compartments and determine the equivalent dose each compartment will see for the duration of the accident. The code is flexible enough to allow modeling of other types of materials and their dilution/dispersion during transport by designing a new set of input files corresponding to the facility layout and the dilution/dispersion factors. This report documents the issuance of the Modeling Manual, originally developed by EGS Corporation and ISSI as volume 1 of the Programmer`s Manual, with the incorporation of minor editorial comments. Though a Modeling Manual in itself is not required for the RADMODL code certification, this manual does contain information that is required for the one of the requirements for code User`s Manual and hence certification.

In June 1992 the US Department of Energy (DOE) issued DOE N5480.6, Radiological Control, which set forth DOE`s Radiological Control Program and established the framework for its implementation at sites nationwide. Accompanying the Order was the DOE Radiological Control Manual (DOE RCM), which provided the detailed requirements for the program. The Order also mandated Field Office issuance of site-specific radiological control manuals by December 1, 1992. This paper presents the approach taken to develop, review, approve, implement, and subsequently maintain the site-specific manual for the DOE Richland Field Office (RL) at Hanford Site.

The success of the National Synchrotron Light Source is based, in large part, on the size of the user community and the diversity of the scientific and technical disciplines represented by these users. As evidence of this success, the VUV Ring has just celebrated its 10th anniversary and the X-ray Ring will do the same in 1995. In order to enhance this success, the NSLS User`s Manual: Guide to the VUV and X-Ray Beamlines - Fifth Edition, is being published. This Manual presents to the scientific community-at-large the current and projected architecture, capabilities and research programs of the various VUV and X-ray beamlines. Also detailed is the research and computer equipment a General User can expect to find and use at each beamline when working at the NSLS. The Manual is updated periodically in order to keep pace with the constant changes on these beamlines.

The necessary steps are being taken to deliver the Coal Cleaning Simulator with a full range of capabilities by the completion date of June 30, 1993 given in the revised project work plan. Changes to the simulator input washability mixing were started. Modifications were made to the UOS models output stream mixture molecular weight calculations. Updates were made to the CCS ModelManager interface. Updates were made to the CCS User Guide with the addition of an equipment costing appendix. This appendix replaces the Costing Manual which was to be delivered.

During the tenth quarter, electrochemical experiments were done on electrodes prepared from Upper Freeport coal pyrite, and Pittsburgh coal pyrite samples provided by the US Bureau of Mines, Pittsburgh Research Center, Pennsylvania. Electrokinetic tests were done on Upper Freeport and Pittsburgh coal pyrite. In addition, surface area measurements were done on Upper Freeport and Upper Clarion coals.

Annual radiological environmental operating report: Browns Ferry Nuclear Plant, 1992. Operations Services/Technical Programs

This report describes the environmental radiological monitoring program conducted by TVA in the vicinity of Browns Ferry Nuclear Plant (BFN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas not influenced by plant operations. Station locations are selected after careful consideration of the weather patterns and projected radiation doses to the various areas around the plant. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. Results from stations near the plant are compared with concentrations from control stations and with preoperational measurements to determine potential impacts of plant operations. Small amounts of Co-60 and Cs-134 were found in sediment samples downstream from the plant. This activity in stream sediment would result in no measurable increase over background in the dose to the general public.

This report describes the preoperational environmental radiological monitoring program conducted by TVA in the vicinity of the Watts Bar Nuclear Plant (WBN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas that will not be influenced by plant operations. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. During plant operations, results from stations near the plant will be compared with concentrations from control stations and with preoperational measurements to determine potential impacts to the public. Exposures calculated from environmental samples were contributed by naturally occurring radioactive materials, from materials commonly found in the environment as a result of atmospheric fallout, or from the operation of other nuclear facilities in the area. Since WBN has not operated, there has been no contribution of radioactivity from the plant to the environment.

Manufacturing, assembly, and checkout of combustion subsystem hardware was completed, and the hardware delivered to CDIF along with the water electrical isolators. A successful nozzle proof test was concluded; purpose was to evaluate adequacy of the nozzle structure and sealing of sidewall-to-electrode wall joints, water tubes, and stud and wire penetrations at operating pressure. Design modifications to spare channel inlet frame were made to enable iron oxide injection. Results of tests in the CDIF 1A1 channel which compared effect of different cathode wall iron oxide injection locations indicated that injection through the side port may be more effective, particularly if one of the two ports become clogged. Design confirmation testing of a pneumatically driven ram to clear a plugged iron oxide injector tip was performed. Manufacture of spare and replacement parts for 1A4 channel and diffuser was begun. Construction of the cathode power cabinets and associated control system was completed. Hot-fire checkout series was completed for the combustion subsystem; 16.8 thermal hours were accumulated during 7 tests. This test series demonstrated adequacy of overall cooling of combustion subsystem and provided an initial evaluation of heat losses and slagging characteristics. The second major ash producing mechanism is the generation of a submicron aerosol through a vaporization/condensation mechanism. When the ash size distribution is plotted in terms of number density, the submicron mode generally peaks at about 0. 1 {mu}m. When plotted in terms of mass, this mode is sometimes distinct from the residual ash mode, and sometimes merged into it. During diffusion-limited char combustion, the interior of the particle becomes hot and fuel-rich. The non-volatile oxides (e.g., Al{sub 2}O{sub 3}, SiO{sub 2}, MgO, CaO, Fe{sub 2}O{sub 3}) can be reduced to more volatile suboxides and elements, and partially vaporized. These reoxidize while passing through the boundary layer surrounding the char particle, thus becoming so highly supersaturated that rapid homogeneous nucleation occurs. This high nuclei concentration in the boundary layer promotes more extensive coagulation than would occur if the nuclei were uniformly distributed across the flow field. The vaporization can be accelerated by the overshoot of the char temperature beyond the local gas temperature. Although these particles represent a relatively small fraction of the mass, they can present a large fraction of the surface area. The Pennsylvania State University is conducting a superclean coal-water slurry (SCCWS) program for the United States Department of Energy (DOE) and the Commonwealth of Pennsylvania with the objective of determining the capability of effectively firing SCCWS in an industrial boiler designed for heavy fuel oil. Penn State has entered into a cooperative agreement with DOE to determine if SCCWS (a fuel containing coal with 3.0 wt.% ash and 0.9 wt.% sulfur) can effectively be burned in a heavy fuel oil-designed industrial boiler without adverse impact on boiler rating, maintainability, reliability, and availability. The project will provide information on the design of new systems specifically configured to fire these clean coal-based fuels. The project consists of four phases: (1) design, permitting, and test planning, (2) construction and start up, (3) demonstration and evaluation (1,000-hour demonstration), and (4) program expansion (additional 1,000 hours of testing). The boiler testing wig determine if the SCCWS combustion characteristics, heat release rate, fouling and slagging behavior, corrosion and erosion limits, and fuel transport, storage, and handling characteristics can be accommodated in an oil-designed boiler system. This report describes Solarex`s work to advance its photovoltaic manufacturing technologies, reduce its a-Si:H module production costs, increase module performance, and expand the Solarex commercial production capacity. Solarex will meet these objectives by improving the deposition and quality of the transport front contact; optimizing the laser patterning process; scaling up the semiconductor deposition process; improving the back-contact deposition; and scaling up and improving the encapsulation and testing of its a-Si:H modules. In the Phase 1 portion of this subcontract, Solarex focused on scaling up components of the chemical vapor deposition system for deposition of the system contact, scaling up laser scribing techniques; triple-junction recipes for module production; and metal-oxide back contacts. The goal of these efforts is to adopt all portions of the manufacturing line to handle substrates larger than 0.37 m{sup 2}.

This document contains the second quarterly technical progress report for PTI`s Bench-Scale Testing Project of a circuit integrating PTI`s KEN-FLOTE{trademark} Column Flotation Technology and PTI`s On-Line Quality Monitor and Control System. The twelve-month project involves installation and testing of a 200--300 lb/hr. bench-scale testing circuit at PETC`s Coal Preparation Process Research Facility (CPPRF) for two bituminous coals (Upper Freeport and Pittsburgh No. 8 Seam Raw Coals). The project schedule timeline by task series for the twelve month project, as it was laid out in the initial Project Work Plan. At the present time, all tasks are progressing according to schedule with the exception of the Task 800 Circuit Testing and Sample Prep and Task 1000 Circuit Decommissioning, which have slipped approximately five weeks due to delays incurred within in the project.

Development of Rotating Shadowband Spectral Radiometers and GCM Radiation Code Test Data Sets in Support of ARM. Technical Progress Report, September 15, 1992--October 31, 1993

The ARM goal is to help improve both longwave and shortwave models by providing improved radiometric shortwave data. These data can be used directly to test shortwave model predictions. As will be described below they can also provide inferred values for aerosol and cloud properties that are useful for longwave modeling efforts as well. The current ARM research program includes three tasks all related to the study of shortwave radiation transfer through clouds and aerosol. Two of the tasks involve the assembly of archived and new radiation and meteorological data sets; the third and dominant task has been the development and use of new shortwave radiometric sensors. Archived data from Golden, Colorado, and Albany, New York, were combined with National Weather Service ground and upper air data for testing radiation models for the era when the Earth Radiation Budget Experiment (ERBE) was operational. These data do not include optimum surface radiation measurements; consequently we are acquiring downwelling shortwave, including direct and diffuse irradiance, plus downwelling longwave, upwelling shortwave, and aerosol optical depth, at our own institution, as an additional dataset for ARM modelers.

Development of a chemical kinetic measurement apparatus and the determination of the reaction rate constants for lithium-lead/water interaction. Technical status progress report, October 1, 1991--March 15, 1993

An experimental set-up for accurate measurement of hydrogen generation rate in Lithium-Lead (Li{sub 17}Pb{sub 83}) Steam or water interactions has been designed. The most important features of the design include a pneumatic actuated quick opening and closing high temperature all stainless steel valve used to control the reaction time and the placement of most measuring devices below a water line to minimize leakage of the hydrogen collected. A PC based data acquisition and control system provides remote process sequencing, acquisition and control of all major components of the set-up. Initial tests indicate that the first design objective of maintaining leakproof gas collection chamber has been achieved. Initial pressure tests indicated that the pressure drop over a time span of 30 minutes was within the tolerance of the pressure transducer used to measure the pressure (within 0.690 kPa) at a nominal system pressure of 685 kPa. The experimental system hardware, data acquisition and control programs and data analysis program have been completed, tested and are currently functional.
