The Savannah River Site is a Department of Energy facility. The facility stores, processes, and works with fissionable material at a number of locations. Technical standards and US Department of Energy orders, require these locations to be monitored by criticality alarm systems under certain circumstances. The Savannah River Site calls such instruments Nuclear Incident Monitors or NIMs. The Sole purpose of the Nuclear Incident Monitor is to provide an immediate evacuation signal in the case of an accidental criticality in order to minimize personnel exposure to radiation. The new unit is the third generation Nuclear Incident Monitor at the Savannah River Site. The second generation unit was developed in 1979. It was designed to eliminate vacuum-tube circuits, and was the first solid state NIM at SRS. The major design objectives of the second generation NIM were to improve reliability and reduce maintenance costs. Ten prototype units have been built and tested. This report describes the design of the new NIM and the testing that took place to verify its acceptability.

CHRPR Operations Manual

1.0 Overview The TSA systems VM-250AGN portal monitor is a set of two pillars made to detect nuclear material in a vehicle. Each pillar contains two polyvinyl toluene (PVT) plastic gamma ray detectors and four 3He neutron detectors, as well as a power supply and electronics to process the output from these detectors. Pacific Northwest National Laboratory has designed and built a continuous high-resolution PVT readout (CHRPR) for the TSA portal to allow spectral readout from the gamma and neutron detectors. The CHRPR helps differentiate between different types of radioactive material through increased spectroscopic capability and associated developments. The TSA VM-250AGN continually monitors the natural neutron and gamma ray background which occurs around the pillars. When the system is installed, the two pillars are placed on either side of a roadway, and a vehicle presence sensor records the passage of cars between them. When radiation measurements exceed a preset alarm threshold, the system alarms to let the user know that a radioactive material is present. Time-stamped measurements are continually sent to a computer, where they can be recorded via a Windows terminal or the TSA RAVEN software. The HANSF analysis tool is an integrated model considering phenomena inside a multi-canister overpack (MCO) spent nuclear fuel container such as fuel oxidation, convective and radiative heat transfer, and the potential for fission product release. It may be used for all phases of spent fuel disposition including cold vacuum drying, transportation, and storage. This manual reflects HANSF version 1.3, a revised version of version 1.2a. HANSF 1.3 was written to add new models for axial nodalization, add new features for ease of usage, and correct errors. HANSF 1.3 is intended for use on personal computers such as IBM-compatible machines with Intel processors running under a DOS-type operating system. HANSF 1.3 is known to compile under Lahey TI and Digital Visual FORTRAN, Version 6.0, but this does not preclude operation in other environments.

This manual describes the installation, operation, and maintenance of the LLNL, filter-life tester Q-250. This apparatus is designed to determined the gas life of a variety of chemical filters, such as M10-A1, M11, M13-A2, C2, and similar filters. The LLNL filter-life tester can generate isopropymethylphosphonoflouridate (GB) or dimethyl methylphosphonate (DMMP) vapors in air at flow rates of up to 50 1pm. These filters and their specifications are listed in Appendix A. CAUTION: Personnel performing operations with this tester must be completely familiar with the contents of this manual, knowledgeable in system operation, and knowledgeable of materials used in operation of the LLNL filter-life tester.

The purpose of this manual is to provide Program policy and oversight for the maintenance of Quality Assurance (QA) and Quality Control (QC) within the Environmental Survey and Site Assessment Program (ESSAP) of Oak Ridge Institute for Science and Education. This manual describes administrative systems, as well as specific quality control procedures, which apply to all functional groups in ESSAP. The sites surveyed under this program are primarily those where residual contamination from previous operations may pose a potential risk to the environment or to the health and safety of those in the immediate vicinity. Other major activities include environmental assessments, training related to decommissioning survey activities, effluent sampling and monitoring, special laboratory analyses, program appraisals and document reviews, consulting on environment-related topics, and technical assistance for guideline development. WHC-CM-1-6 is the primary guidance for radiological control at Westinghouse Hanford Company (WHC). It was written to implement DOE N 5480.6 ``US Department of Energy Radiological Control Manual`` as it applies to programs at Hanford which are now overseen by WHC. As such, it complies with Title 10, Part 835 of the Code of Federal Regulations. In addition to WHC-CM-1-6, there is HSRCM-1, the ``Hanford Site Radiological Control Manual`` and several Department of Energy (DOE) Orders, national consensus standards, and reports that provide criteria, standards, and requirements for workplace air sampling programs. This document provides a summary of these, as they apply to WHC facility workplace air sampling programs. This document also provides an evaluation of the compliance of Tank Farms` workplace air sampling program to the criteria, standards, and requirements and documents compliance with the requirements where appropriate. Where necessary, it also indicates changes needed to bring specific locations into compliance.

The CombinePlt and CombineThs post-processing utilities are designed to merge the data in multiple, processor-local plot and time-history data bases produced by the parallel versions of the analysis codes DYNA3D, NIKE3D or PING into a serial database which is compatible with the existing versions of the GRIZ and THUG visualization tools. These utilities make use of the partition assignment file produced by the PartMesh suite for pre-processing utilities to map the data from the processor-local order to global order. These utilities are also capable of translating 64-bit IEEE data bases into 32-bit IEEE data bases which are required for post-processing with GRIZ or THUG on an SGI workstation.

Technical safety requirements control level verification

A Technical Safety Requirement (TSR) control level verification process was developed for the Tank Waste Remediation System (TWRS) TSRs at the Hanford Site in Richland, WA, at the direction of the US. Department of Energy, Richland Operations Office (RL). The objective of the effort was to develop a process to ensure that the TWRS TSR controls are designated and managed at the appropriate levels as Safety Limits (SLs), Limiting Control Settings (LCSs), Limiting Conditions for Operation (LCOs), Administrative Controls (ACs), or Design Features. The TSR control level verification process was developed and implemented by a team of contractor personnel with the participation of Fluor Daniel Hanford, Inc. (FDH), the Project Hanford Management Contract (PHMC) integrating contractor, and RL representatives. The team was composed of individuals with the following experience base: nuclear safety analysis; licensing; nuclear industry and DOE-complex TSR preparation/review experience; tank farm operations; FDH policy and compliance; and RL-TWRS oversight. Each TSR control level designation was completed utilizing TSR control logic diagrams and TSR criteria checklists based on DOE Orders, Standards, Contractor TSR policy, and other guidance.
