The Hanford External Dosimetry Technical Basis Manual PNL-MA-842 documents the design and implementation of the external dosimetry system used at Hanford. The manual describes the dosimeter design, processing protocols, dose calculation methodology, radiation fields encountered, dosimeter response characteristics, limitations of dosimeter design under field conditions, and makes recommendations for effective use of the dosimeters in the field. The manual describes the technical basis for the dosimetry system in a manner intended to help ensure defensibility of the dose of record at Hanford and to demonstrate compliance with 10 CFR 835, DOELAP, DOE-RL, ORP, PNSO, and Hanford contractor requirements. The dosimetry system is operated by PNNL’s Hanford External Dosimetry Program (HEDP) which provides dosimetry services to all Hanford contractors. The primary users of this manual are DOE and DOE contractors at Hanford using the dosimetry services of PNNL. Development and maintenance of this manual is funded directly by DOE and DOE contractors. Its contents have been reviewed and approved by DOE and DOE contractors at Hanford through the Hanford Personnel Dosimetry Advisory Committee (HPDAC) which is chartered and chaired by DOE-RL and serves as means of coordinating dosimetry practices across contractors at Hanford. TMAP4 incorporates one-dimensional thermal- and mass-diffusive transport and trapping calculations through structures and zero dimensional fluid transport between enclosures and across the interface between enclosures and structures. A key feature is the ability to input problem definition parameters as constants, interpolation tables, or FORTRAN equations. The code is specifically intended for use under a DOS operating system on PC-type mini-computers, but it has also been run successfully on workstations and mainframe computer systems. Use of the equation-input feature requires access to a FORTRAN-77 compiler and a linker program.

The Route and Landmark Selection Tool (RULST) is a software program designed to assist military planners in defining geographical objects, such as routes, landmarks, spurs, and yards, at a given facility. Argonne National Laboratory is currently developing a prototype of this tool for use by the Military Traffic Management Command Transportation Engineering Agency (MTMCTEA). The primary objective of RULST is to populate database tables of facility objects for use in MTMCTEA models. RULST defines facility data for use in models such as Port Simulation (PORTSIM) and Transportation System Capability (TRANSCAP), which simulate the transportation of equipment through ports and military installations. The main purpose of RULST is to allow you to specify the relationships between landmarks and routes. The nodes, links, and landmarks that describe a facility are often predefined on the basis of the layout of the physical site.

The Hybrid Unit uses an advanced fluidic design to move very small reagent samples through many unit operations to complete complex molecular biology experiments. The primary use of this machine is to analyze a small liquid sample for the highly specific presence of select agents known to be used in bio-warfare. The Hybrid Unit is coupled with a Luminex bead detection unit for the multiplexing of many assays in one tube. Because of this, multiple controls can be included in each run to avoid false positives. The built-in flow through PCR unit amplifies specific DNA signatures and increases sensitivity, thereby limiting exposure of handlers to highly concentrated (and potentially hazardous, spore containing) sample volumes. The reproducible precision of the Hybrid Unit also gives confidence when a signal is given that detects an agent in a given sample.

Human Events Reference for ATHEANA (HERA) Database Description and Preliminary User's Manual

The Technique for Human Error Analysis (ATHEANA) is a newly developed human reliability analysis (HRA) methodology that aims to facilitate better representation and integration of human performance into probabilistic risk assessment (PRA) modeling and quantification by analyzing risk-significant operating experience in the context of existing behavioral science models. The fundamental premise of ATHEANA is that error forcing contexts (EFCs), which refer to combinations of equipment/material conditions and performance shaping factors (PSFs), set up or create the conditions under which unsafe actions (UAs) can occur. Because ATHEANA relies heavily on the analysis of operational events that have already occurred as a mechanism for generating creative thinking about possible EFCs, a database (db) of analytical operational events, called the Human Events Reference for ATHEANA (HERA), has been developed to support the methodology. This report documents the initial development efforts for HERA.

UNSAT-H Version 3.0: Unsaturated Soil Water and Heat Flow Model Theory, User Manual, and Examples

The UNSAT-H model was developed at Pacific Northwest National Laboratory (PNNL) to assess the water dynamics of arid sites and, in particular, estimate recharge fluxes for scenarios pertinent to waste disposal facilities. During the last 4 years, the UNSAT-H model received support from the Immobilized Waste Program (IWP) of the Hanford Site's River Protection Project. This program is designing and assessing the performance of on-site disposal facilities to receive radioactive wastes that are currently stored in single- and double-shell tanks at the Hanford Site (LMHC 1999). The IWP is interested in estimates of recharge rates for current conditions and long-term scenarios involving the vadose zone disposal of tank wastes. Simulation modeling with UNSAT-H is one of the methods being used to provide those estimates (e.g., Rockhold et al. 1995; Fayer et al. 1999). To achieve the above goals for assessing water dynamics and estimating recharge rates, the UNSAT-H model addresses soil water infiltration, redistribution, evaporation, plant transpiration, deep drainage, and soil heat flow as one-dimensional processes. The UNSAT-H model simulates liquid water flow using Richards' equation (Richards 1931), water vapor diffusion using Fick's law, and sensible heat flow using the Fourier equation. This report is a technical evaluation of the final draft of the Fort St. Vrain (FSV) Upgraded Technical Specifications (UT/S) as issued by Public Service of Colorado (PSC) on May 27, 1988 with subsequent supplemental updates issued on June 15, 1988 and August 5, 1988. It has been compared for consistency, and safety conservatism with the Fort St. Vrain (FSV) Updated Final Safety Analysis Report (FSAR), the FSV Safety Evaluation Report (SER), the Facility Operating License, DPR-34, and all amendments to the Facility Operating License issued as of June 1, 1988, and Appendix A to the Operating License DPR-34, Technical Specifications. Because of the age of the plant, no supplements to the Fort St. Vrain SER have been issued since the original SER was not issued as a WASH or a NUREG report. This made it necessary to review all amendments to the Facility Operating License since they would contain the safety evaluations done to support changes to the Facility Operating License. The High Exposure Facility is a collimated high-level gamma irradiator that is located in the basement of the 318 building. It was custom developed by PNNL back in 1982 to meet the needs for high range radiological instrument calibrations and dosimeter irradiations. At the time no commercially available product existed that could create exposure rates up to 20,000 R/h. As the result of careful interpretation of DOE Order 6430.lA and other DOE Orders, the HVAC system for WRAP 1 has been greatly simplified. The HVAC system is now designed to safely shut down to Passive State if power fails for any reason. The fans cease functioning, allowing the Zone 1 and Zone 2 HVAC Confinement Systems to breathe with respect to atmospheric pressure changes. Simplifying the HVAC system avoided overdesign. Construction costs were reduced by eliminating unnecessary equipment. This report summarizes work that was done to define the criteria, physical concepts, and operational experiences that lead to the passive shutdown design for WRAP 1 confinement HVAC systems.

The U.S. Department of Energy's Office of Environmental Management (DOE-EM) was established to achieve the safe and compliant disposition of legacy wastes and facilities from defense nuclear applications. The scope of work is diverse, with projects ranging from single acquisitions to collections of projects and operations that span several decades and costs from hundreds of millions to billions US$. The need to be able to manage and understand the technical risks from the project to senior management level has been recognized as an enabler to successfully completing the mission. In 2008, DOE-EM developed the Technical Risk Rating as a new method to assist in managing technical risk based on specific criteria. The Technical Risk Rating, and the criteria used to determine the rating, provides a mechanism to foster open, meaningful communication between the Federal Project Directors and DOE-EM management concerning project technical risks. Four indicators (technical maturity, risk urgency, handling difficulty and resolution path) are used to focus attention on the issues and key aspects related to the risks. Ocean Thermal Energy Conversion can exploit natural temperature gradients in the oceans to generate usable forms of energy (for example, cost-competitive baseload electricity in tropical regions such as Hawaii) free from fossil fuel consumption and global warming emissions.The No.1 acknowledged challenge of constructing an OTEC plant is the Cold Water Pipe (CWP), which draws cold water from 1000m depths up to the surface, to serve as the coolant for the OTEC Rankine cycle. For a commercial-scale plant, the CWP is on the order of 10m in diameter.This report describes work done by LMSSC developing the CWP for LM MS2 New Ventures emerging OTEC business. The work started in early 2008 deciding on the minimum-cost CWP architecture, materials, and fabrication process. In order to eliminate what in previous OTEC work had been a very large assembly/deployment risk, we took the innovative approach of building an integral CWP directly from theOTEC platform and down into the water. During the latter half of 2008, we proceeded to a successful small-scale Proof-of-Principles validation of the new fabrication process, at the Engineering Development Lab in Sunnyvale. The High Level Waste Tank Farms store and process high-level liquid wastes from a number of sources including F- and H-Canyons and a recycle stream from the Defense Waste Processing Facility (DWPF). The deposition of sodium aluminosilicate along with sodium diuranate in the 242-16H evaporator system led to the removal of authorization to process High Level Waste containing DWPF recycle. Therefore, High Level Waste Engineering has requested SRTC to perform analysis of the contents of Tank 40H and associated transfers from sludge washing to ensure silicon levels are sufficiently low to allow processing of the supernate through the 3H Evaporator.
