The scope of waters that are properly the subject of federal water pollution legislation has been the subject of long-standing consideration by all three branches of the federal government, particularly in the aftermath of the 1972 amendments to the Federal Water Pollution Control Act, commonly referred to as the Clean Water Act.

Youth Transitioning from Foster Care: Background and Federal Programs

This report provides background on teens and young adults in and exiting from foster care, and the federal support that is available to these youth as they transition to adulthood. It begins with a discussion of the characteristics of youth who have had contact with the child welfare system, including those who entered care, as well as those who exited care via emancipation because they have reached the legal age of majority. The report then provides an overview of the federal foster care system, including the Chafee Foster Care Independence program (CFCIP), and provisions in federal foster care law that are intended to help prepare youth for adulthood. The report goes on to discuss federal support for youth aging out of care in the areas of education, health care, employment, and housing. The report seeks to understand how states vary in their approaches to serving older youth in care and those who are recently emancipated.

Wetlands: An Overview of Issues

The report documents recent changes in wetland acres. The U.S. Fish and Wildlife Service released its most recent periodic survey of changes in wetland acreage nationwide in March 2006. Covering 1998 to 2004, it concluded that during this time period there was a small net gain in overall wetland acres for the first time that this survey has been conducted. Others caution, however, that much of this gain was in ponds, rather than natural wetlands.

This report explains the management structure for the National Intelligence Program (NIP), and Military Intelligence Program (MIP), to include their two separate budget processes and the roles of the Director of National Intelligence and the Under Secretary of Defense (Intelligence). The concluding section of this report considers the ability of the U.S. government to make the best use of its intelligence-related resources when: (1) total intelligence spending is impossible to calculate; (2) its management and oversight is completely decentralized; and (3) IC funding alone is largely divided into two categories (NIP and MIP)-- managed within the executive branch separately, justified to Congress separately, and overseen by separate congressional committees.

Lawfulness of Interrogation Techniques under the Geneva Conventions

This report outlines the provisions of the Conventions as they apply to prisoners of war and to civilians, and the minimum level of protection offered by Common Article 3 of the Geneva Conventions. There follows an analysis of key terms that set the standards for the treatment of prisoners that are especially relevant to interrogation, including torture, coercion, and cruel, inhuman and degrading treatment, with reference to some historical war crimes cases and cases involving the treatment of persons suspected of engaging in terrorism. Finally, the report discusses and analyzes some of the various interrogation techniques approved or considered for use during interrogations of prisoners at Abu Ghraib.
