A letter report issued by the Government Accountability Office with an abstract that begins "In March 2009, the National Nuclear Security Administration (NNSA), a separately organized agency within the Department of Energy, completed construction of the National Ignition Facility (NIF). NNSA considers NIF critical to its stockpile stewardship program to ensure the safety and reliability of the nation's nuclear weapons, absent live nuclear testing. NIF is intended to simulate the extreme temperatures and pressures of "ignition"--an atomic fusion event propagating a nuclear explosion--for the first time in a laboratory. GAO was asked to examine (1) the extent to which NNSA has addressed key scientific and technical challenges that could prevent ignition at NIF; (2) whether NNSA has an effective approach for managing the cost, schedule, and scope of ignition-related activities; and (3) potential impacts to NNSA's stockpile stewardship program if ignition at NIF is not achieved, as planned, between fiscal years 2010 and 2012. To conduct this work, GAO analyzed relevant budgets, reports, and plans, and interviewed NNSA and national laboratory officials and independent experts."

Wax Point Determinations Using Acoustic Resonance Spectroscopy

The thermodynamic characterization of the wax point of a given crude is essential in order to maintain flow conditions that prevent plugging of undersea pipelines. This report summarizes the efforts made towards applying an Acoustic Cavity Resonance Spectrometer (ACRS) to the determination of pressures and temperatures at which wax precipitates from crude. Phillips Petroleum Company, Inc., the CRADA participant, supplied the ACRS. The instrumentation was shipped to Dr. Thomas Schmidt of ORNL, the CRADA contractor, in May 2000 after preliminary software development performed under the guidance of Dr. Samuel Colgate and Dr. Evan House of the University of Florida, Gainesville, FL. Upon receipt it became apparent that a number of modifications still needed to be made before the ACRS could be precisely and safely used for wax point measurements. This report reviews the sequence of alterations made to the ACRS, as well as defines the possible applications of the instrumentation once the modifications have been completed.

On possible use of bent crystal to improve Tevatron beam scraping

A possibility to improve the Tevatron beam halo scraping using a bent channeling crystal instead of a thin scattering primary collimator is studied. To evaluate the efficiency of the system, realistic simulations have been performed using the CATCH and STRUCT Monte Carlo codes. It is shown that the scraping efficiency can be increased and the accelerator-related backgrounds in the CDF and DØ collider detectors can be reduced by about one order of magnitude. Results on scraping efficiency versus thickness of amorphous layer of the crystal, crystal alignment and its length are presented.

Studies of the Coherent Half Integer Resonance.

We present studies of space-charge-induced beam profile broadening at high intensities in the Proton Storage Ring (PSR) at Los Alamos National Laboratory. Previous work has associated the observed broadening in the vertical direction with the coherent half integer resonance. Here, we study the effect of the space charge environment on this resonance; specifically, we investigate the strength of the resonance versus beam intensity, longitudinal bunching factor, transverse lattice tune, and two different beam injection scenarios. For each case, detailed particle-in-cell simulations are combined with experimental results to elucidate the behavior and sensitivity of the beam resonance response.

Low-level wastewater treatment facility process control operational test report

This test report documents the results obtained while conducting operational testing of a new TK 102 level controller and total outflow integrator added to the NHCON software that controls the Low-Level Wastewater Treatment Facility (LLWTF). The test was performed with WHC-SD-CP-OTP 154, PFP Low-Level Wastewater Treatment Facility Process Control Operational Test. A complete test copy is included in appendix A. The new TK 102 level controller provides a signal, hereafter referred to its cascade mode, to the treatment train flow controller which enables the water treatment process to run for long periods without continuous operator monitoring. The test successfully demonstrated the functionality of the new controller under standard and abnormal conditions expected from the LLWTF operation. In addition, a flow totalizer is now displayed on the LLWTF outlet MICON screen which tallies the process output in gallons. This feature substantially improves the ability to retrieve daily process volumes for maintaining accurate material balances.

State International Fuel Tax Agreement (IFTA) Data Reporting Procedures

This report documents a review of State practices of reporting International Fuel Tax Agreement (IFTA) data to the U.S. Federal Highway Administration (FHWA). The purpose of the review is described in a notice published in the Federal Register (Vol. 65, No. 160, August 17, 2000, 50269-50272). The purpose is ''to increase the understanding of States on the importance of reporting adjusted IFTA data to the FHWA'', and ''to develop additional guidance on IFTA reporting''. The purpose is not to critique IFTA or any State. The review includes a survey of the forty eight IFTA member States, which was conducted January-April 2002. The States' responses to the survey are discussed in this report. The organization of the report follows further discussion in the Federal Register notice. Section 2 of the report is a general overview of IFTA. Section 3 describes in more detail how each State collects IFTA revenues. Section 4 is about how States separate out revenues not related to gallons of motor-fuel and direct motor-fuel gallon taxes. Pacific Northwest National Laboratory Facility Radionuclide Emission Points and Sampling Systems

Battelle—Pacific Northwest Division operates numerous research and development laboratories in Richland, Washington, including those associated with the Pacific Northwest National Laboratory (PNNL) on the Department of Energy’s Hanford Site that have the potential for radionuclide air emissions. The National Emission Standard for Hazardous Air Pollutants (NESHAP 40 CFR 61, Subparts H and I) requires an assessment of all effluent release points that have the potential for radionuclide emissions. Potential emissions are assessed annually. Sampling, monitoring, and other regulatory compliance requirements are designated based upon the potential-to-emit dose criteria found in the regulations. The purpose of this document is to describe the facility radionuclide air emission sampling program and provide current and historical facility emission point system performance, operation, and design information. A description of the buildings, exhaust points, control technologies, and sample extraction details is provided for each registered or deregistered facility emission point. Additionally, applicable stack sampler configuration drawings, figures, and photographs are provided.

Muons versus hadrons for radiotherapy

Intense low energy muon beams - as part of a muon col- lider complex - may become available for use in radiother- apy. It is of interest to compare their effectiveness in this application with that of hadron beams in a setting where processes common to these beams are treated exactly alike. Detailed simulations of physics processes for muon, proton, antiproton, neutron, kaon and pion beams stopping in various media have been performed using the MARS code with newly developed weighted algorithms. Special attention is paid to {mu}{sup {minus}}, {pi}{sup {minus}}, and anti-p capture on light nuclei. Calculated distributions of energy deposition and dose equivalent due to processes involving primary beams and generated secondaries are presented for a human tissue-equivalent phantom (TEP). The important ratio of dose delivered to healthy tissue vs dose to tumor is examined within this model. The possibility of introducing heavier elements into the tumor to increase capture of stopped {mu}{sup {minus}} is briefly explored.

Orbit: A Code for Collective Beam Dynamics in High Intensity Rings.

We are developing a computer code, ORBIT, specifically for beam dynamics calculations in high-intensity rings. Our approach allows detailed simulation of realistic accelerator problems. ORBIT is a particle-in-cell tracking code that transports bunches of interacting particles through a series of nodes representing elements, effects, or diagnostics that occur in the accelerator lattice. At present, ORBIT contains detailed models for strip-foil injection, including painting and foil scattering; rf focusing and acceleration; transport through various magnetic elements; longitudinal and transverse impedances; longitudinal, transverse, and three-dimensional space charge forces; collimation and limiting apertures; and the calculation of many useful diagnostic quantities. ORBIT is an object-oriented code, written in C++ and utilizing a scripting interface for the convenience of the user. Ongoing improvements include the addition of a library of accelerator maps, BEAMLINE/MXYZPTLK, the introduction of a treatment of magnet errors and fringe fields; the conversion of the scripting interface to the standard scripting language, Python; and the parallelization of the computations using MPI. The ORBIT code is an open source, powerful, and convenient tool for studying beam dynamics in high-intensity rings.

Spinning Reserve From Responsive Loads

Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction).
