Industrial Energy Audit Guidebook: Guidelines for Conducting an Energy Audit in Industrial Facilities

Various studies in different countries have shown that significant energy-efficiency improvement opportunities exist in the industrial sector, many of which are cost-effective. These energy-efficiency options include both cross-cutting as well as sector-specific measures. However, industrial plants are not always aware of energy-efficiency improvement potentials. Conducting an energy audit is one of the first steps in identifying these potentials. Even so, many plants do not have the capacity to conduct an effective energy audit. In some countries, government policies and programs aim to assist industry to improve competitiveness through increased energy efficiency. However, usually only limited technical and financial resources for improving energy efficiency are available, especially for small and medium-sized enterprises. Information on energy auditing and practices should, therefore, be prepared and disseminated to industrial plants. This guidebook provides guidelines for energy auditors regarding the key elements for preparing for an energy audit, conducting an inventory and measuring energy use, analyzing energy bills, benchmarking, analyzing energy use patterns, identifying energy-efficiency opportunities, conducting cost-benefit analysis, preparing energy audit reports, and undertaking post-audit activities. The purpose of this guidebook is to assist energy auditors and engineers in the plant to conduct a well-structured and effective energy audit.

The Effect of Degraded Digital Instrumentation and Control systems on Human-system Interfaces and Operator Performance

Integrated digital instrumentation and control (I&C) systems in new and advanced nuclear power plants (NPPs) will support operators in monitoring and controlling the plants. Even though digital systems typically are expected to be reliable, their potential for degradation or failure significantly could affect the operators performance and, consequently, jeopardize plant safety. This U.S. Nuclear Regulatory Commission (NRC) research investigated the effects of degraded I&C systems on human performance and on plant operations. The objective was to develop technical basis and guidance for human factors engineering (HFE) reviews addressing the operator's ability to detect and manage degraded digital I&C conditions. We reviewed pertinent standards and guidelines, empirical studies, and plant operating experience. In addition, we evaluated the potential effects of selected failure modes of the digital feedwater control system of a currently operating pressurized water reactor (PWR) on human-system interfaces (HSIs) and the operators performance. Our findings indicated that I&C degradations are prevalent in plants employing digital systems, and the overall effects on the plant's behavior can be significant, such as causing a reactor trip or equipment to operate unexpectedly. Human-system Interfaces for Automatic Systems

Automation is ubiquitous in modern complex systems, and commercial nuclear- power plants are no exception. Automation is applied to a wide range of functions including monitoring and detection, situation assessment, response planning, and response implementation. Automation has become a 'team player' supporting personnel in nearly all aspects of system operation. In light of its increasing use and importance in new- and future-plants, guidance is needed to conduct safety reviews of the operator's interface with automation. The objective of this research was to develop such guidance. We first characterized the important HFE aspects of automation, including six dimensions: levels, functions, processes, modes, flexibility, and reliability. Next, we reviewed literature on the effects of all of these aspects of automation on human performance, and on the design of human-system interfaces (HSIs). Then, we used this technical basis established from the literature to identify general principles for human-automation interaction and to develop review guidelines. The guidelines consist of the following seven topics: automation displays, interaction and control, automation modes, automation levels, adaptive automation, error tolerance and failure management, and HSI integration. In addition, our study identified several topics for additional research.

Reviewing Consensus HFE Standards for NRC Use: A Case Study using the IEEE Standard for Computerized Operating Procedure Systems

The U.S. Nuclear Regulatory Commission’s (NRC’s) endorsement of consensus standards provides a cost-effective means of enhancing the staff’s ability to review state-of-the-art designs. Although the NRC endorsed consensus standards in many technical disciplines, it yet has to do so in human factors engineering (HFE). The purpose of our study was to develop a standardized methodology whereby to evaluate a consensus HFE standard to determine its appropriateness to, and adequacy for using in licensing reviews. The high-level objective of the methodology is to ensure that the guidance meets the NRC’s requirements on scientific- and engineering-rigor that they use in developing their own guidance. We propose four criteria for endorsing a consensus standard: (1) It should meet an existing need for NRC’s licensing and safety reviews; (2) it should be based on sound HFE principles; (3) it should be thoroughly peer-reviewed; and, (4) it should address human performance issues identified in the literature. Our methodology offers a means to assess these four criteria. We used it to evaluate an Institute of Electrical and Electronics Engineers’ (IEEE) draft standard on computerized operating procedure systems. The Electron Positron Proton Spectrometer (EPPS) is mounted in a TIM (Ten-Inch Manipulator) system on the Omega-60 or Omega-EP laser facilities at the University of Rochester, Laboratory for Laser Energetics (LLE), when in use, see Fig. 1. The Spectrometer assembly, shown in Fig. 2, is constructed of a steel box containing magnets, surrounded by Lead 6% Antimony shielding with SS threaded insert, sitting on an Aluminum 6061-T6 plate.

HANFORDS PUBLIC TOUR PROGRAM - AN EXCELLENT EDUCATIONAL TOOL

Prior to 2001, the Department of Energy (DOE) sponsored limited tours of the Hanford Site for the public, but discontinued the program after the 9/11 terrorist attacks on the U.S. In 2003, DOE's Richland Operations Office (DOE-RL) requested the site's prime contractor to reinstate the public tour program starting in 2004 under strict controls and security requirements. The planning involved a collaborative effort among the security, safety and communications departments of DOE-RL and the site's contracting companies. This paper describes the evolution of, and enhancements to, Hanford's public tours, including the addition of a separate tour program for the B Reactor, the first full-scale nuclear reactor in the world. Topics included in the discussion include the history and growth of the tour program, associated costs, and visitor surveys and assessments.

Analysis of Potential Energy Saving and CO2 Emission Reduction of Home Appliances and Commercial Equipments in China

China is now the world's largest producer and consumer of household appliances and commercial equipment. To address the growth of electricity use of the appliances, China has implemented a series of minimum energy performance standards (MEPS) for 30 appliances, and voluntary energy efficiency label for 40 products. Further, in 2005, China started a mandatory energy information label that covers 19 products to date. However, the impact of these standard and labeling programs and their savings potential has not been evaluated on a consistent basis. This research involved modeling to estimate the energy saving and CO{sub 2} emission reduction potential of the appliances standard and labeling program for products for which standards are currently in place, or under development and those proposed for development in 2010. Two scenarios that have been developed differ primarily in the pace and stringency of MEPS development. The 'Continued Improvement Scenario' (CIS) reflects the likely pace of post-2009 MEPS revisions, and the likely improvement at each revision step considering the technical limitation of the technology. The 'Best Practice Scenario' (BPS) examined the potential of an achievement of international best practice MEPS in 2014. Underwater Blast Experiments and Modeling for Shock Mitigation

A simple but novel mitigation concept to enforce standoff distance and reduce shock loading on a vertical, partially-submerged structure is evaluated using scaled aquarium experiments and numerical modeling. Scaled, water tamped explosive experiments were performed using three gallon aquariums. The effectiveness of different mitigation configurations, including air-filled media and an air gap, is assessed relative to an unmitigated detonation using the same charge weight and standoff distance. Experiments using an air-filled media mitigation concept were found to effectively dampen the explosive response of the aluminum plate and reduce the final displacement at plate center by approximately half. The finite element model used for the initial experimental design compares very well to the experimental DIC results both spatially and temporally. Details of the experiment and finite element aquarium models are described including the boundary conditions, Eulerian and Lagrangian techniques, detonation models, experimental design and test diagnostics.

A Prototype Wire Position Monitoring System

The Wire Position Monitoring System (WPM) will track changes in the transverse position of LCLS Beam Position Monitors (BPMs) to 1{micro}m over several weeks. This position information will be used between applications of beam based alignment to correct for changes in component alignment. The WPM system has several requirements. The sensor range must be large enough so that precision sensor positioning is not required. The resolution needs to be small enough so that the signal can be used to monitor motion to 1{micro}m. The system must be stable enough so that system drift does not mimic motion of the component being monitored. The WPM sensor assembly consists of two parts, the magnetic sensor and an integrated lock-in amplifier. The magnetic sensor picks up a signal from the alternating current in a stretched wire. The voltage v induced in the sensor is proportional to the wire displacement from the center of the sensor. The integrated lock-in amplifier provides a DC output whose magnitude is proportional to the AC signal from the magnetic sensor. The DC output is either read on a digital voltmeter or digitized locally and communicated over a computer interface.

Measurement and Modeling of Blocking Contacts for Cadmium Telluride Gamma Ray Detectors

Gamma ray detectors are important in national security applications, medicine, and astronomy. Semiconductor materials with high density and atomic number, such as Cadmium Telluride (CdTe), offer a small device footprint, but their performance is limited by noise at room temperature; however, improved device design can decrease detector noise by reducing leakage current. This thesis characterizes and models two unique Schottky devices: one with an argon ion sputter etch before Schottky contact deposition and one without. Analysis of current versus voltage characteristics shows that thermionic emission alone does not describe these devices. This analysis points to reverse bias generation current or leakage through an inhomogeneous barrier. Modeling the devices in reverse bias with thermionic field emission and a leaky Schottky barrier yields good agreement with measurements. Also numerical modeling with a finite-element physics-based simulator suggests that reverse bias current is a combination of thermionic emission and generation. This thesis proposes further experiments to determine the correct model for reverse bias conduction. Understanding conduction mechanisms in these devices will help develop more reproducible contacts, reduce leakage current, and ultimately improve detector performance.

Th/U-233 multi-recycle in PWRs.

The use of thorium in current or advanced light water reactors (LWRs) has been of interest in recent years. These interests have been associated with the need to increase nuclear fuel resources and the perceived non-proliferation advantages of the utilization of thorium in the fuel cycle. Various options have been considered for the use of thorium in the LWR fuel cycle including: (1) its use in a once-through fuel cycle to replace non-fissile uranium or to extend fuel burnup due to its attractive fertile material conversion, (2) its use for fissile plutonium burning in limited recycle cores, and (3) its advantage in limiting the transuranic elements to be disposed off in a repository (if only Th/U-233 fuel is used). The possibility for thorium utilization in multirecycle system has also been considered by various researchers, primarily because of the potential for near breeders with Th/U-233 in the thermal energy range. The objective of this project is to evaluate the potential of the Th/U-233 fuel multirecycle in current LWRs, with focus this year on pressurized water reactors (PWRs). DOD is in the process of implementing nine enterprise resource planning (ERP) efforts which perform business-related tasks such as general ledger accounting and supply chain management. These efforts are essential to transforming DOD's business operations. GAO was asked to (1) provide the status of the ERPs as of December 31, 2009; (2) determine whether selected ERPs followed schedule and cost best practices; and (3) determine if DOD has defined the performance measures to assess whether the ERPs will meet their intended business capabilities. To accomplish these objectives, GAO reviewed data on the status of each ERP from the program management officers and interviewed the DOD and military departments' chief management officers."
