Demand Activated Manufacturing Architecture

Honeywell Federal Manufacturing & Technologies (FM&T) engineers John Zimmerman and Tom Bender directed separate projects within this CRADA. This Project Accomplishments Summary contains their reports independently. Zimmerman: In 1998 Honeywell FM&T partnered with the Demand Activated Manufacturing Architecture (DAMA) Cooperative Business Management Program to pilot the Supply Chain Integration Planning Prototype (SCIP). At the time, FM&T was developing an enterprise-wide supply chain management prototype called the Integrated Programmatic Scheduling System (IPSS) to improve the DOE's Nuclear Weapons Complex (NWC) supply chain. In the CRADA partnership, FM&T provided the IPSS technical and business infrastructure as a test bed for SCIP technology, and this would provide FM&T the opportunity to evaluate SCIP as the central schedule engine and decision support tool for IPSS. FM&T agreed to do the bulk of the work for piloting SCIP. In support of that aim, DAMA needed specific DOE Defense Programs opportunities to prove the value of its supply chain architecture and tools. In this partnership, FM&T teamed with Sandia National Labs (SNL), Division 6534, the other DAMA partner and developer of SCIP. FM&T tested SCIP in 1998 and 1999. The ASCI PSE Milepost: Run-Time Systems Performance Tests

The Accelerated Strategic Computing Initiative (ASCI) Problem Solving Environment (PSE) consists of the tools and libraries needed for the development of ASCI simulation codes on ASCI machines. The recently completed ASCI PSE Milepost demonstrated that this software environment is available and functional at the scale used for application mileposts on ASCI White. As part of the PSE Milepost, we performed extensive performance testing of several critical run-time based systems. In this paper, we present microbenchmark results that compare the MPI [5], Pthreads and OpenMP [7, 8] implementations on ASCI White and ASCI Blue Pacific. Our results demonstrate that these run-time systems on White have improved sufficiently to accommodate the machine's approximately four-fold increase in processing capability over Blue Pacific.

River Protection Project (RPP) Project Management Plan

The Office of River Protection (ORP) Project Management Plan (PMP) for the River Protection Project (RPP) describes the process for developing and operating a Waste Treatment Complex (WTC) to clean up Hanford Site tank waste. The Plan describes the scope of the project, the institutional setting within which the project must be completed, and the management processes and structure planned for implementation. The Plan is written from the perspective of the ORP as the taxpayers' representative. The Hanford Site, in southeastern Washington State, has one of the largest concentrations of radioactive waste in the world, as a result of producing plutonium for national defense for more than 40 years. Approximately 53 million gallons of waste stored in 177 aging underground tanks represent major environmental, social, and political challenges for the U.S. Department of Energy (DOE). These challenges require numerous interfaces with state and federal environmental officials, Tribal Nations, stakeholders, Congress, and the US Department of Energy-Headquarters (DOE-HQ). The cleanup of the Site's tank waste is a national issue with the potential for environmental and economic impacts to the region and the nation.

Thermal Shock Structural Analyses of a Positron Target

In the positron source of the Stanford Linear Collider (SLC), the electron beam collides with a tungsten-rhenium target. As the beam passes into the material, thermal energy is created that heats the material to several hundred degrees centigrade on a time scale of nanoseconds. The heating of the material results in thermal stresses that may be large enough to cause material failure. The analyses calculate the thermal shock pressure and stress pulses as they move throughout the material due to the rapid energy deposition. Failure of the target occurred after three years of operation with an elevated power deposition toward the end of the three years. The calculations were made with the LLNL coupled heat transfer and dynamic solid mechanics analysis codes, TOPAZ3D and DYNA3D, and the thermal energy deposition was calculated with the SLAC Electron Gamma Shower (EGS) code simulating the electron-induced cascade. Material fatigue strength, experimentally measured properties for the non-irradiated and irradiated material, as well as the calculated stress state are evaluated in assessing the cause for the target failure.

Enabling Interoperation of High Performance, Scientific Computing Applications: Modeling Scientific Data with the Sets & Fields (SAF) Modeling System

This paper describes the Sets and Fields (SAF) scientific data modeling system. It is a revolutionary approach to interoperation of high performance, scientific computing applications based upon rigorous, math-oriented data modeling principles. Previous technologies have required all applications to use the same data structures and/or meshes to represent scientific data or lead to an ever expanding set of incrementally different data structures and/or meshes. SAF addresses this problem by providing a small set of mathematical building blocks--sets, relations and fields--out of which a wide variety of scientific data can be characterized. Applications literally model their data by assembling these building blocks. A short historical perspective, a conceptual model and an overview of SAF along with preliminary results from its use in a few ASCI codes are discussed.

Comparison of chiller models for use in model-based fault detection

Selecting the model is an important and essential step in model based fault detection and diagnosis (FDD). Factors that are considered in evaluating a model include accuracy, training data requirements, calibration effort, generality, and computational requirements. The objective of this study was to evaluate different modeling approaches for their applicability to model based FDD of vapor compression chillers. Three different models were studied: the Gordon and Ng Universal Chiller model (2nd generation) and a modified version of the ASHRAE Primary Toolkit model, which are both based on first principles, and the DOE-2 chiller model, as implemented in CoolTools{trademark}, which is empirical. The models were compared in terms of their ability to reproduce the observed performance of an older, centrifugal chiller operating in a commercial office building and a newer centrifugal chiller in a laboratory. All three models displayed similar levels of accuracy. Of the first principles models, the Gordon-Ng model has the advantage of being linear in the parameters, which allows more robust parameter estimation methods to be used and facilitates estimation of the uncertainty in the parameter values. Depleted uranium hexafluoride management program : data compilation for the Paducah site.

This report is a compilation of data and analyses for the Paducah site, near Paducah, Kentucky. The data were collected and the analyses were done in support of the U.S. Department of Energy (DOE) 1999 Programmatic Environmental Impact Statement for Alternative Strategies for the Long-Term Management and Use of Depleted Uranium Hexafluoride (DOE/EIS-0269). The report describes the affected environment at the Paducah site and summarizes potential environmental impacts that could result from conducting the following depleted uranium hexafluoride (UF{sub 6}) activities at the site: continued cylinder storage, preparation of cylinders for shipment, conversion, and long-term storage. DOE's preferred alternative is to begin converting the depleted UF{sub 6} inventory as soon as possible to either uranium oxide, uranium metal, or a combination of both, while allowing for use of as much of this inventory as possible.

Critical to the DOE effort to deactivate and decommission the weapons complex facilities is the characterization of contaminated equipment and building structures. This characterization includes the isotopic identification of radioactive contaminants and the spatial mapping of these deposits. The penetrating nature of the gamma rays emitted by the radioactive contaminants provides a means to accomplish this task in a passive, non-destructive and non-intrusive manner. Through conventional gamma-ray spectroscopy, the radioactive isotopes in the contaminants can be identified by their characteristic gamma-ray signatures and the amount of each isotope by the intensity of the signature emission. With the addition of gamma-ray imaging, the spatial distributions of the isotopes can simultaneously be obtained. The ability to image radioactive contaminants can reduce waste as well as help ensure the adequate protection of workers and the environment. For example, if equipment and building materials have been subjected to radionuclide contamination, the entire structure must be treated as radioactive waste during demolition. However, only partial removal may be necessary if the contamination can be accurately located and identified. Hand-held survey instrumentation operated in the near vicinity of the contaminated objects is a common method to accomplish this task. This method necessitates long data acquisition times, …

Medicaid: State Efforts to Control Improper Payments Vary

A letter report issued by the General Accounting Office with an abstract that begins "State Medicaid programs make a wide variety of payments to individuals, institutions, and managed health care plans for services provided to beneficiaries whose eligibility status may fluctuate because of changes in income. Because of the size and the nature of the program, Medicaid is potentially at risk for billions of dollars in improper payments. The exact amount is unknown because few states measure the overall accuracy of their payments. Some improper Medicaid payments by states are the result of fraud by billers or program participants, but such improper payments are hard to measure because of the covert nature of fraud. Efforts by state Medicaid programs to address improper payments are modestly and unevenly funded. Half of the states spend no more than 1/10th of one percent of program expenditures to safeguard program payments. States also differ in how they help prevent improper payments as well as the degree to which they coordinate their investigations and prosecutions of fraud. Protective Clothing Based on Permselective Membrane and Carbon Adsorption

The goal of this project was to develop chemical protective clothing for use by DOE decontamination and decommissioning workers that is sufficiently water vapor permeable to keep the workers cool, thereby enhancing their productivity. This report describes the results of Phase II of a two-phase project to complete development of the novel permselective material and to test protective clothing made from the fabric. In Phase I a novel material incorporating a nonporous hydrophilic polyvinylacohol (PVA) layer, which is water vapor permeable but relatively impermeable to organic vapors, was developed. The results of the Phase I tests showed that the chemical resistance of the MTR material is comparable to that of Saranex/Tyvek materials, and that the comfort properties are closer to those of Tyvek (as measured in terms of CLO and permeability). Chemical resistance was measured using permeation tests against liquid dichloromethane. Comfort properties were ascertained by measuring the water vapor transmission of the material and by sweating manikin tests on whole protective suits. In addition, a cost/benefit analysis demonstrated that use of MTR's material technology could result in significant improvements in work productivity and cost savings if protective clothing items made from the new material were used more than once. …

Wetland Issues

Wetlands, in a wide variety of forms, are found throughout the country. The various values of these areas have been increasingly recognized in recent years, but the remaining acreage continues to disappear. When European settlers first arrived, total wetland acreage was more than 220 million acres in the lower 48 states, according to estimates by the U.S. Fish and Wildlife Service. It estimates that by 1997 total wetland acreage was 105.5 million acres. Losses continue, although the rate of loss has slowed considerably during the past decade and restoration efforts have grown, and some regions are approaching the national policy goal of no-net-loss. Recent losses have been concentrated in forested wetlands, and net losses are greatest in the eastern United States.

A letter report issued by the General Accounting Office with an abstract that begins "GAO reviewed the Department of State's fiscal year 2000 performance report and its fiscal year 2002 performance plan. Weaknesses in State's fiscal year 2000 performance report made it difficult to determine the department's progress toward achieving such key outcomes as eliminating the threat from weapons of mass destruction and expanding foreign markets for U.S. products and services. These weaknesses are rooted in performance goals and indicators established in State's performance plan for 2000, which GAO criticized in an earlier report. State has taken a major step toward implementing Government Performance and Results Act of 1993 requirements by producing a fiscal year 2002 plan that is superior to earlier efforts. State will need to focus on reporting on all indicators in the plan and, if targets are not achieved, clearly explain why and what actions it plans to achieve the targets in the future."
