A review of incentives, strategies and model technologies for recycling photovoltaic modules

This paper identifies existing recycling programs for consumer products with similar composition to photovoltaic (PV) modules, including cathode-ray tubes, electronic circuit boards, batteries, and automobile windshield glass. Discussed are incentives, the selection of technologies, and strategies used to recycle these products. Since the technologies for recycling these products exist, developing a process, or series of processes, for PV modules should primarily be a matter of customization. Developing an entire recycling program that is economically feasible will provide a greater challenge. Achieving this will require careful analysis of incentives, use of various combinations of strategies, and inclusion of multiple industries for additional technical processes. This can contribute to the success of a program by dividing the costs and ensuring that secondary products and materials enter into a diverse amount of markets.

A wind and seismic analysis was performed for the liquid-level gauge installation support stand. The analysis includes the stand and footing only. All of these supports are classified as safety class 3. The analysis was based on safety class 2 requirements for conservatism. Conventional hand calculations were performed to evaluate the stresses and overturning of the structure. The results and recommendations appear in Section 2.0. The configuration and loadings are discussed in Section 3.0; the analysis and evaluation appears in Section 4.0; and the detailed analysis is documented in Appendix A.

Decontamination and dismantlement (D&D) tasks have been successfully completed on Plant 7 at the Fernald Environmental Management Project. The seven story facility was radiologically, chemically, and biologically contaminated. The work involved the D&D work beginning with safe shutdown and gross decontamination, and ended with removal of the structural steel. A series of lessons learned were gained which include use of explosives, bidding tactics, safe shutdown, building decontamination and lockdown, use of seam climbers, etc.

The purpose of this report is to define the objectives of the model, describe its basic approach, and provide detail on how it works. The EFP is a regulatory accounting model that projects electricity prices. The model first solves for revenue requirements by building up a rate base, calculating a return on rate base, and adding the allowed expenses. Average revenues (prices) are calculated based on assumptions regarding regulator lag and customer cost allocation methods. The model then solves for the internal cash flow and analyzes the need for external financing to meet necessary capital expenditures. Finally, the EFP builds up the financial statements. The EFP is used in conjunction with the National Energy Modeling System (NEMS). Inputs to the EFP include the forecast generating capacity expansion plans, operating costs, regulator environment, and financial data. The outputs include forecasts of income statements, balance sheets, revenue requirements, and electricity prices.

Underground storage tanks 200W-FS-34 and 200W-FS-35 excavated soil field sample plan

This plan outlines the process that will be used to collect samples from soil excavated during removal of underground storage tanks 200W-FS-34 and 200W-FS-35. The samples will be analyzed to determine if gasoline and diesel fuel are present in the soil at levels above action levels specified by the Washington State Department of Ecology. On April 15, 1992, the underground storage tanks were removed and soil samples were collected at each former tank location and from around the associated piping. Soil was excavated from the site until field instrumentation indicated that the former tank sites were clean in the judgment of the field team leader. Field monitoring consisted of using an organic vapor monitor to survey soil shaken in a plastic bag. Monitoring indicated that petroleum contamination ranged from 40 to 800 ppm.

Numerical simulations of creep in ductile-phase toughened intermetallic matrix composites

Analytical and finite element method (FEM) simulations of creep in idealized ductile-phase toughened intermetallic composites are described. For these strong-matrix materials, the two types of analyses predict similar time-independent composite creep rates if each phase individually exhibits only steady-state creep. The composite creep rate becomes increasingly higher than that of the monolithic intermetallic as the stress exponent of the intermetallic and the volume fraction and creep rate of the ductile phase increase. FEM analysis shows that the shape of the ductile phase does not affect the creep rate but may affect the internal stress and strain distributions, and thus damage accumulation rates. If primary creep occurs in one or both of the individual phases, the composite also exhibits primary creep. In this case, there can be significant deviations in the creep curves computed by the analytical and FEM models. The model predictions are compared with data for the Nb5Si3/Nb system.

First, it is a reference document providing a detailed description of the NEMS MAM used for the AEO 1994 production runs for model analysts, users, and the public. Second, this report meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its models (Public Law 94-385, section 57.b.2). Third, it facilitates continuity in model development by providing documentation from which energy analysts can undertake model enhancements, data updates, and parameter refinements as future projects.

Project Management Plan 105-KE Basin sludge retrieval and packaging

The KE Basin contains over 1,100 metric tons of spent nuclear fuel (SNF). The bulk of this inventory consists of over 50,000 zircaloy clad, uranium metal N-Reactor fuel element assemblies, along with less than half a metric ton of single-pass reactor fuel elements, stored in over 3,600 open top canister assemblies. In addition, sludge containing fissile and fission product material from damaged/degraded fuel has accumulated in the basin. The sludge, particularly the fines, impacts basin operations by clouding the water and making activities requiring a clear view impossible to complete until after sludge settles. Packaging would get the sludge out of the operator`s way and allow it to be moved within the basin in a more manageable state. The primary project objective is to develop, procure, and quality the equipment needed to remove all sludge from the KE Basin with minimal dose commitment, minimal cost, and on schedule. The project will provide: (1) the development, testing, and installation of equipment for sludge retrieval and packaging; (2) understanding of and experience with actual sludge through near-term sludge packaging feature tests in the KE Basin; (3) sludge removal and handling equipment required to support debris removal, fuel handling, and other activities involving …

Field studies of beach cones as coastal erosion control/reversal devices for areas with significant oil and gas activities. Annual report, February 24, 1993--February 23, 1994

The primary objective of this project was to evaluate the utility of a device called the ``beach cone`` in combating coastal erosion. Seven initial sites were selected for testing beach cones in a variety of geometric configurations, and six sites were actually used. Six hundred beach cones were installed at the six sites in late July and early August, 1992. An additional 109 cones were installed at an eighth site in December of 1992. Findings indicate that beach cones accreted significant amounts of materials along the beach of a barrier island. At the eighth installation the amount of accreted material was measured by surveys to be 2200 cubic meters (2900 cubic yards) in February of 1993, when the cones were found to have been completely covered by the material. The average increase in elevation was about 7 inches (0. 18 in) with a maximum buildup of 3 ft. (I in). At other test sites, accretion rates have been less dramatic but importantly, no significant additional erosion has occurred, which is a positive result. The cost of sediment accretion using beach cones was found to be about $13.72 per cubic yard of sand or approximately $500,000 per mile of beach, which …

The National Energy Modeling System (NEMS) is a computer modeling system developed by the Energy Information Administration (EIA). The NEMS produces integrated forecasts for energy markets in the United States by achieving a general equilibrium solution for energy supply and demand. Currently, for each year during the period from 1990 through 2010, the NEMS describes energy supply, conversion, consumption, and pricing. The Electricity Market Module (EMM) is the electricity supply component of the National Energy Modeling System (NEMS). The supply of electricity is a conversion activity since electricity is produced from other energy sources (e.g., fossil, nuclear, and renewable). The EMM represents the generation, transmission, and pricing of electricity. The EMM consists of four main submodules: Electricity Capacity Planning (ECP), Electricity Fuel Dispatching (EFD), Electricity Finance and Pricing (EFP), and Load and Demand-Side Management (LDSM). The ECP evaluates changes in the mix of generating capacity that are necessary to meet future demands for electricity and comply with environmental regulations. The EFD represents dispatching (i.e., operating) decisions and determines how to allocate available capacity to meet the current demand for electricity.
