PASSIVE DETECTION OF VEHICLE LOADING

The Digital Imaging and Remote Sensing Laboratory (DIRS) at the Rochester Institute of Technology, along with the Savannah River National Laboratory is investigating passive methods to quantify vehicle loading. The research described in this paper investigates multiple vehicle indicators including brake temperature, tire temperature, engine temperature, acceleration and deceleration rates, engine acoustics, suspension response, tire deformation and vibrational response. Our investigation into these variables includes building and implementing a sensing system for data collection as well as multiple full-scale vehicle tests. The sensing system includes; infrared video cameras, triaxial accelerometers, microphones, video cameras and thermocouples. The full scale testing includes both a medium size dump truck and a tractor-trailer truck on closed courses with loads spanning the full range of the vehicle's capacity. Statistical analysis of the collected data is used to determine the effectiveness of each of the indicators for characterizing the weight of a vehicle. The final sensing system will monitor multiple load indicators and combine the results to achieve a more accurate measurement than any of the indicators could provide alone.

Genome Improvement at JGI-HAGSC

Since the completion of the sequencing of the human genome, the JGI has rapidly expanded its scientific goals in several DOE mission-relevant areas. At the JGI-HAGSC, we have kept pace with this rapid expansion of projects with our focus on assessing, assembling, improving and finishing eukaryotic whole genome shotgun (WGS) projects for which the shotgun sequence is generated at the Production Genomic Facility (JGI-PGF). We follow this by combining the draft WGS with genomic resources generated at JGI-HAGSC or in collaborator laboratories (including BAC end sequences, genetic maps and FLcDNA sequences) to produce an improved draft sequence. For eukaryotic genomes important to the DOE mission, we then add further information from directed experiments to produce reference genomic sequences that are publicly available for any scientific researcher. Also, we have continued our program for producing BAC-based finished sequence, both for adding information to JGI genome projects and for small BAC-based sequencing projects proposed through any of the JGI sequencing programs. We have now built our computational expertise in WGS assembly and analysis and have moved eukaryotic genome assembly from the JGI-PGF to JGI-HAGSC. We have concentrated our assembly development work on large plant genomes and complex fungal and algal genomes.

Final Report, Validation of Novel Planar Cell Design for MW-Scale SOFC Power Systems

This report describes the work completed by NexTech Materials, Ltd. during a three-year project to validate an electrolyte-supported planar solid oxide fuel cell design, termed the FlexCell, for coal-based, megawatt-scale power generation systems. This project was focused on the fabrication and testing of electrolyte-supported FlexCells with yttria-stabilized zirconia (YSZ) as the electrolyte material. YSZ based FlexCells were made with sizes ranging from 100 to 500 cm2. Single-cell testing was performed to confirm high electrochemical performance, both with diluted hydrogen and simulated coal gas as fuels. Finite element analysis modeling was performed at The Ohio State University was performed to establish FlexCell architectures with optimum mechanical robustness. A manufacturing cost analysis was completed, which confirmed that manufacturing costs of less than $50/kW are achievable at high volumes (500 MW/year).

Building an Efficient Model for Afterburn Energy Release

Many explosives will release additional energy after detonation as the detonation products mix with the ambient environment. This additional energy release, referred to as afterburn, is due to combustion of undetonated fuel with ambient oxygen. While the detonation energy release occurs on a time scale of microseconds, the afterburn energy release occurs on a time scale of milliseconds with a potentially varying energy release rate depending upon the local temperature and pressure. This afterburn energy release is not accounted for in typical equations of state, such as the Jones-Wilkins-Lee (JWL) model, used for modeling the detonation of explosives. Here we construct a straightforward and efficient approach, based on experiments and theory, to account for this additional energy release in a way that is tractable for large finite element fluid-structure problems. Barometric calorimeter experiments have been executed in both nitrogen and air environments to investigate the characteristics of afterburn for C-4 and other materials. These tests, which provide pressure time histories, along with theoretical and analytical solutions provide an engineering basis for modeling afterburn with numerical hydrocodes. MODELING TRITIUM TRANSPORT, DEPOSITION AND RE-EMISSION

The atmospheric release of tritium oxide (HTO) potentially impacts human health, typically through inhalation or absorption. Due to HTO's similarity to water, vegetation will absorb HTO by solution in the leaf water and then re-emit it, creating a number of secondary sources of HTO. Currently, models used for emergency response at Savannah River Site incorporate the transport and deposition of HTO but do not provide estimates for its potential re-emission from vegetation or soil surface though re-emission could result in prolonged exposure and greater than predicted dose for an individual downwind. A simple model of HTO transport, deposition and re-emission has been developed to examine the potential increase in exposure and dose. The model simulates an initial release of HTO that moves with a mean wind and expands through diffusion as a Gaussian puff. Deposition is modeled using previous estimates of deposition velocity for HTO and re-emission is modeled using a time constant that describes how quickly HTO is transferred between the surface and atmosphere. Additional puffs are created to simulate re-emission of HTO as well as horizontal diffusion across model grid cells. LITERATURE REVIEW FOR OXALATE OXIDATION PROCESSES AND PLUTONIUM OXALATE SOLUBILITY

A literature review of oxalate oxidation processes finds that manganese(II)-catalyzed nitric acid oxidation of oxalate in precipitate filtrate is a viable and well-documented process. The process has been operated on the large scale at Savannah River in the past, including oxidation of 20 tons of oxalic acid in F-Canyon. Research data under a variety of conditions show the process to be robust. This process is recommended for oxalate destruction in H-Canyon in the upcoming program to produce feed for the MOX facility. Prevention of plutonium oxalate precipitation in filtrate can be achieved by concentrated nitric acid/ferric nitrate sequestration of oxalate. Organic complexants do not appear practical to sequester plutonium. Testing is proposed to confirm the literature and calculation findings of this review at projected operating conditions for the upcoming campaign. H Canyon plans to commence conversion of plutonium metal to low-fired plutonium oxide in 2012 for eventual use in the Mixed Oxide Fuel (MOX) Facility. The flowsheet includes sequential operations of metal dissolution, ion exchange, elution, oxalate precipitation, filtration, and calcination. All processes beyond dissolution will occur in HB-Line. The filtration step produces an aqueous filtrate that may have as much as 4 M nitric acid and 0.15 M oxalate. …

Laser Welding and Post Weld Treatment of Modified 9cr-1movnb Steel.

Laser welding and post weld laser treatment of modified 9Cr-1MoVNb steels (Grade P91) were performed in this preliminary study to investigate the feasibility of using laser welding process as a potential alternative to arc welding methods for solving the Type IV cracking problem in P91 steel welds. The mechanical and metallurgical testing of the pulsed Nd:YAG laser-welded samples shows the following conclusions: (1) both bead-on-plate and circumferential butt welds made by a pulsed Nd:YAG laser show good welds that are free of microcracks and porosity. The narrow heat affected zone has a homogeneous grain structure without conventional soft hardness zone where the Type IV cracking occurs in conventional arc welds. (2) The laser weld tests also show that the same laser welder has the potential to be used as a multi-function tool for weld surface remelting, glazing or post weld tempering to reduce the weld surface defects and to increase the cracking resistance and toughness of the welds. (3) The Vicker hardness of laser welds in the weld and heat affected zone was 420-500 HV with peak hardness in the HAZ compared to 240 HV of base metal. STOMP Subsurface Transport Over Multiple Phases: STOMP-CO2 and STOMP-CO2e Guide: Version 1.0

This STOMP (Subsurface Transport Over Multiple Phases) guide document describes the theory, use, and application of the STOMP-CO2 and STOMP-CO2e operational modes. These operational modes of the STOMP simulator are configured to solve problems involving the sequestration of CO2 in geologic saline reservoirs. STOMP-CO2 is the isothermal version and STOMP-CO2e is the nonisothermal version. These core operational modes solve the governing conservation equations for component flow and transport through geologic media; where, the STOMP-CO2 components are water, CO2 and salt and the STOMP-CO2e operational mode also includes an energy conservation equation. Geochemistry can be included in the problem solution via the ECKEChem (Equilibrium-Conservation-Kinetic-Equation Chemistry) module, and geomechanics via the EPRMech (Elastic-Plastic-Rock Mechanics) module. This addendum is designed to provide the new user with a full guide for the core capabilities of the STOMP-CO2 and -CO2e simulators, and to provide the experienced user with a quick reference on implementing features. Several benchmark problems are provided in this addendum, which serve as starting points for developing inputs for more complex problems and as demonstrations of the simulator’s capabilities.

RECOMMENDED TRITIUM OXIDE DEPOSITION VELOCITY FOR USE IN SAVANNAH RIVER SITE SAFETY ANALYSES

The Defense Nuclear Facilities Safety Board (DNFSB) has recently questioned the appropriate value for tritium deposition velocity used in the MELCOR Accident Consequence Code System Ver. 2 (Chanin and Young 1998) code when estimating bounding dose (95th percentile) for safety analysis (DNFSB 2011). The purpose of this paper is to provide appropriate, defensible values of the tritium deposition velocity for use in Savannah River Site (SRS) safety analyses. To accomplish this, consideration must be given to the re-emission of tritium after deposition. Approximately 85% of the surface area of the SRS is forested. The majority of the forests are pine plantations, 68%. The remaining forest area is 6% mixed pine and hardwood and 26% swamp hardwood. Most of the path from potential release points to the site boundary is through forested land. A search of published studies indicate daylight, tritiated water (HTO) vapor deposition velocities in forest vegetation can range from 0.07 to 2.8 cm/s. Analysis of the results of studies done on an SRS pine plantation and climatological data from the SRS meteorological network indicate that the average deposition velocity during daylight periods is around 0.42 cm/s. Carbon tetrachloride contamination in groundwater at Morrill, Kansas, was initially identified in 1985 during statewide testing of public water supply wells for volatile organic compounds (VOCs). High levels of nitrate were also present in the wells. The city of Morrill is located in Brown County in the northeastern corner of the state, about 7 mi east of Sabetha (Figure 1.1). The population of Morrill as of the 2010 Census was approximately 230 (down from 277 in 2000). All residents of Morrill now obtain their drinking water from the Sabetha municipal water system via a pipeline constructed in 1991. The findings of the April 2011 and October 2011 monitoring events at Morrill support the following conclusions: (1) Groundwater flow during the 2011 review period (as in prior years) was predominantly to the south, from the vicinity of the former CCC/USDA facility toward Terrapin Creek. Automatic water level monitoring data suggest that spring precipitation and recharge represent the predominant factors affecting the local groundwater level patterns. (2) No significant changes were observed in the concentration or distribution of carbon tetrachloride in groundwater during the spring and fall 2011 monitoring events versus the spring and fall 2010 monitoring events. The Texas Panhandle is regarded as the 'Cattle Feeding Capital of the World', producing 42% of the fed beef cattle in the United States within a 200-mile radius of Amarillo generating more than 5 million tons of feedlot manure/year. Apart from feedlots, the Bosque River Region in Erath County, just north of Waco, Texas with about 110,000 dairy cattle in over 250 dairies, produces 1.8 million tons of manure biomass (excreted plus bedding) per year. While the feedlot manure has been used extensively for irrigated and dry land crop production, most dairies, as well as other concentrated animal feeding operations (CAFO's), the dairy farms utilize large lagoon areas to store wet animal biomass. Water runoff from these lagoons has been held responsible for the increased concentration of phosphorus and other contaminates in the Bosque River which drains into Lake Waco - the primary source of potable water for Waco's 108,500 people. The concentrated animal feeding operations may lead to land, water, and air pollution if waste handling systems and storage and treatment structures are not properly managed.
