The CHPRC Groundwater and Technical Integration Support (Master Project) Quality Assurance Management Plan

The scope of the CH2M Hill Plateau Remediation Company, LLC (CHPRC) Groundwater and Technical Integration Support (Master Project) is for Pacific Northwest National Laboratory staff to provide technical and integration support to CHPRC. This work includes conducting investigations at the 300-FF-5 Operable Unit and other groundwater operable units, and providing strategic integration, technical integration and assessments, remediation decision support, and science and technology. The projects under this Master Project will be defined and included within the Master Project throughout the fiscal year, and will be incorporated into the Master Project Plan. This Quality Assurance Management Plan provides the quality assurance requirements and processes that will be followed by the CHPRC Groundwater and Technical Integration Support (Master Project) and all releases associated with the CHPRC Soil and Groundwater Remediation Project. The plan is designed to be used exclusively by project staff.

Elements of Successful and Safe Fusion Experiment Operations

A group of fusion safety professionals contribute to a Joint Working Group (JWG) that performs occupational safety walkthroughs of US and Japanese fusion experiments on a routine basis to enhance the safety of visiting researchers. The most recent walkthrough was completed in Japan in March 2008 by the US Safety Monitor team. This paper gives the general conclusions on fusion facility personnel safety that can be drawn from the series of walkthroughs.

Energy Efficiency Potential in Existing Commercial Buildings: Review of Selected Recent Studies

This report reviews six recent studies (from 2002 through 2006) by states and utilities to assess the energy saving potential in existing commercial buildings. The studies cover all or portions of California, Connecticut, Vermont, Colorado, Illinois, and the Pacific Northwest. The studies clearly reveal that lighting remains the single largest and most cost effective end use that can be reduced to save energy. Overall the study indicated that with existing technologies and costs, a reasonable range of economic savings potential in existing commercial buildings is between 10 and 20 percent of current energy use. While not a focus of the study, an additional conclusion is that implementation of commercial building monitoring and controls would also play an important role in the nation’s efforts to improve energy efficiency of existing buildings.

Optimal explicit strong-stability-preserving general linear methods : complete results.

This paper constructs strong-stability-preserving general linear time-stepping methods that are well suited for hyperbolic PDEs discretized by the method of lines. These methods generalize both Runge-Kutta (RK) and linear multistep schemes. They have high stage orders and hence are less susceptible than RK methods to order reduction from source terms or nonhomogeneous boundary conditions. A global optimization strategy is used to find the most efficient schemes that have low storage requirements. Numerical results illustrate the theoretical findings.

According to Bechtel National Inc.’s (BNI’s) Test Specification 24590-PTF-TSP-RT-06-006, Rev 0, “Simulant Development to Support the Development and Demonstration of Leaching and Ultrafiltration Pretreatment Processes,” simulants for boehmite, gibbsite, and filtration are to be developed that can be used in subsequent bench and integrated testing of the leaching/filtration processes. These simulants will then be used to demonstrate the leaching process and to help refine processing conditions that may impact safety basis considerations (Smith 2006). This report documents the results of the boehmite simulant development and blended simulant crossflow ultrafiltration leaching completed in accordance with the test plan TP-RPP-WTP-469 Rev 0 (WTP Doc. No. 24590- 101-TSA-W000-0004-182-00001 Rev 00A) prepared and approved in response to the cited test specification. Analysis of Trade-Off Between Power Saving and Response Time in Disk Storage Systems

It is anticipated that in the near future disk storage systems will surpass application servers and will become the primary consumer of power in the data centers. Shutting down of inactive disks is one of the more widespread solutions to save power consumption of disk systems. This solution involves spinning down or completely shutting off disks that exhibit long periods of inactivity and placing them in standby mode. A file request from a disk in standby mode will incur an I/O cost penalty as it takes time to spin up the disk before it can serve the file. In this paper, we address the problem of designing and implementing file allocation strategies on disk storage that save energy while meeting performance requirements of file retrievals. We present an algorithm for solving this problem with guaranteed bounds from the optimal solution. Our algorithm runs in O(nlogn) time where n is the number of files allocated. Detailed simulation results and experiments with real life workloads are also presented.

Multi-path transportation futures study : vehicle characterization and scenario analyses.

Projecting the future role of advanced drivetrains and fuels in the light vehicle market is inherently difficult, given the uncertainty (and likely volatility) of future oil prices, inadequate understanding of likely consumer response to new technologies, the relative infancy of several important new technologies with inevitable future changes in their performance and costs, and the importance - and uncertainty - of future government marketplace interventions (e.g., new regulatory standards or vehicle purchase incentives). This Multi-Path Transportation Futures (MP) Study has attempted to improve our understanding of this future role by examining several scenarios of vehicle costs, fuel prices, government subsidies, and other key factors. These are projections, not forecasts, in that they try to answer a series of 'what if' questions without assigning probabilities to most of the basic assumptions.

Alternative pre-mRNA splicing switches modulate gene expression in late erythropoiesis

Differentiating erythroid cells execute a unique gene expression program that insures synthesis of the appropriate proteome at each stage of maturation. Standard expression microarrays provide important insight into erythroid gene expression but cannot detect qualitative changes in transcript structure, mediated by RNA processing, that alter structure and function of encoded proteins. We analyzed stage-specific changes in the late erythroid transcriptome via use of high-resolution microarrays that detect altered expression of individual exons. Ten differentiation-associated changes in erythroblast splicing patterns were identified, including the previously known activation of protein 4.1R exon 16 splicing. Six new alternative splicing switches involving enhanced inclusion of internal cassette exons were discovered, as well as 3 changes in use of alternative first exons. All of these erythroid stage-specific splicing events represent activated inclusion of authentic annotated exons, suggesting they represent an active regulatory process rather than a general loss of splicing fidelity. The observation that 3 of the regulated transcripts encode RNA binding proteins (SNRP70, HNRPLL, MBNL2) may indicate significant changes in the RNA processing machinery of late erythroblasts. Together, these results support the existence of a regulated alternative pre-mRNA splicing program that is critical for late erythroid differentiation.

Molecular stress response in the CNS of mice after systemic exposureto interferon-alpha, ionizing radiation and ketamine

We previously showed that the expression of troponin T1 (Tnnt 1) was induced in the central nervous system (CNS) of adultmice 30 min after treatment with ketamine, a glutamate N-methyl-D-aspartic acid (NMDA) receptor antagonist. We hypothesized that Tnnt 1 expression may be an early molecular biomarker of stress response in the CNS of mice. To further evaluate this hypothesis, we investigated the regional expression of Tnnt 1 in the mouse brain using RNA in situ hybridization 4 h after systemic exposure to interferon-a (IFN-a) and gamma ionizing radiation, both of which have be associated with wide ranges of neuropsychiatric complications. Adult B6C3F1 male mice were treated with either human IFN-a (a single i.p. injection at 1 x 105 IU/kg) or whole body gamma-radiation (10 cGy or 2 Gy). Patterns of Tnnt 1 transcript expression were compared in various CNS regions after IFN-a, radiation and ketamine treatments (previous study). Tnnt 1 expression was consistently induced in pyramidal neurons of cerebral cortex and hippocampus after all treatment regimens including 10 cGy of ionizing radiation. Regional expression of Tnnt 1 was induced in Purkinje cells of cerebellum after ionizing radiation and ketamine treatment; but not after IFN-a treatment. None of the three treatments …

Impact of drought on U.S. steam electric power plant cooling water intakes and related water resource management issues.

This report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) Existing Plants Research Program, which has an energy-water research effort that focuses on water use at power plants. This study complements their overall research effort by evaluating water availability at power plants under drought conditions. While there are a number of competing demands on water uses, particularly during drought conditions, this report focuses solely on impacts to the U.S. steam electric power plant fleet. Included are both fossil-fuel and nuclear power plants. One plant examined also uses biomass as a fuel. The purpose of this project is to estimate the impact on generation capacity of a drop in water level at U.S. steam electric power plants due to climatic or other conditions. While, as indicated above, the temperature of the water can impact decisions to halt or curtail power plant operations, this report specifically examines impacts as a result of a drop in water levels below power plant submerged cooling water intakes. Novel imaging techniques, integrated with mineralogical, geochemical and microbiological characterizations to determine the biogeochemical controls on technetium mobility in FRC sediments

The objective of this research program was to take a highly multidisciplinary approach to define the biogeochemical factors that control technetium (Tc) mobility in FRC sediments. The aim was to use batch and column studies to probe the biogeochemical conditions that control the mobility of Tc at the FRC. Background sediment samples from Area 2 (pH 6.5, low nitrate, low {sup 99}Tc) and Area 3 (pH 3.5, high nitrate, relatively high {sup 99}Tc) of the FRC were selected (http://www.esd.ornl.gov/nabirfrc). For the batch experiments, sediments were mixed with simulated groundwater, modeled on chemical constituents of FRC waters and supplemented with {sup 99}Tc(VII), both with and without added electron donor (acetate). The solubility of the Tc was monitored, alongside other biogeochemical markers (nitrate, nitrite, Fe(II), sulfate, acetate, pH, Eh) as the 'microcosms' aged. At key points, the microbial communities were also profiled using both cultivation-dependent and molecular techniques, and results correlated with the geochemical conditions in the sediments. The mineral phases present in the sediments were also characterized, and the solid phase associations of the Tc determined using sequential extraction and synchrotron techniques. In support of Hanford's AY-102 Tank waste certification and delivery of the waste to the Waste Treatment and Immobilization Plant (WTP), Savannah River National Laboratory (SRNL) was tasked by the Washington River Protection Solutions (WRPS) to evaluate the effectiveness of mixing and transferring the waste in the Double Shell Tank (DST) to the WTP Receipt Tank. This work is a follow-on to the previous 'Demonstration of Internal Structures Impacts on Double Shell Tank Mixing Effectiveness' task conducted at SRNL 1. The objective of these transfers was to qualitatively demonstrate how well waste can be transferred out of a mixed DST tank and to provide insights into the consistency between the batches being transferred. Twelve (12) different transfer demonstrations were performed, varying one parameter at a time, in the Batch Transfer Demonstration System. The work focused on visual comparisons of the results from transferring six batches of slurry from a 1/22nd scale (geometric by diameter) Mixing Demonstration Tank (MDT) to six Receipt Tanks, where the consistency of solids in each batch could be compared. Small signal stability problems are one of the major threats to grid stability and reliability in California and the western U.S. power grid. An unstable oscillatory mode can cause large-amplitude oscillations and may result in system breakup and large-scale blackouts. There have been several incidents of system-wide oscillations. Of them, the most notable is the August 10, 1996 western system breakup produced as a result of undamped system-wide oscillations. There is a great need for real-time monitoring of small-signal oscillations in the system. In power systems, a small-signal oscillation is the result of poor electromechanical damping. Considerable understanding and literature have been developed on the small-signal stability problem over the past 50+ years. These studies have been mainly based on a linearized system model and eigenvalue analysis of its characteristic matrix. However, its practical feasibility is greatly limited as power system models have been found inadequate in describing real-time operating conditions. Significant efforts have been devoted to monitoring system oscillatory behaviors from real-time measurements in the past 20 years. The deployment of phasor measurement units (PMU) provides high-precision time-synchronized data needed for estimating oscillation modes. Evaluation of the Biological Effects of the Northwest Power Conservation Council's Mainstem Amendment on the Fisheries Upstream and Downstream of Libby Dam, Montana, 2007-2008 Annual Report.

A new project began in 2005 to monitor the biological and physical effects of improved operations of Hungry Horse and Libby Dams, Montana, called for by the Northwest Power and Conservation Council (NPCC) Mainstem Amendment. This operating strategy was designed to benefit resident fish impacted by hydropower and flood control operations. Under the new operating guidelines, July through September reservoir drafts will be limited to 10 feet from full pool during the highest 80% of water supply years and 20 feet from full pool during the lowest 20% of water supply (drought) years. Limits were also established on how rapidly discharge from the dams can be increased or decreased depending on the season. The NPCC also directed the federal agencies that operate Libby and Hungry Horse Dams to implement a new flood control strategy (VARQ) and directed Montana Fish, Wildlife & Parks to evaluate biological responses to this operating strategy. The Mainstem Amendment operating strategy has not been fully implemented at the Montana dams as of June 2008 but the strategy will be implemented in 2009. The Feasibility Study/or the 200-ZP-1 Groundwater Operable Unit (DOE/RL-2007-28) and the Proposed Plan/or Remediation of the 200-ZP-1 Groundwater Operable Unit (DOE/RL-2007-33) describe the use of groundwater pump-and-treat technology for the 200-ZP-1 Groundwater Operable Unit (OU) as part of an expanded groundwater remedy. During fiscal year 2008 (FY08), a groundwater flow and contaminant transport (flow and transport) model was developed to support remedy design decisions at the 200-ZP-1 OU. This model was developed because the size and influence of the proposed 200-ZP-1 groundwater pump-and-treat remedy will have a larger areal extent than the current interim remedy, and modeling is required to provide estimates of influent concentrations and contaminant mass removal rates to support the design of the aboveground treatment train. As a part of the Waste Acceptance Product Specifications (WAPS) for Vitrified High-Level Waste Forms defined by the Department of Energy - Office of Environmental Management, the phase stability must be determined for each of the projected high-level waste (HLW) types at the Savannah River Site (SRS). Specifically, WAPS 1.4.1 requires the glass transition temperature (Tg) to be defined and time-temperature-transformation (TTT) diagrams to be developed. The Tg of a glass is an indicator of the approximate temperature where the supercooled liquid converts to a solid on cooling or conversely, where the solid begins to behave as a viscoelastic solid on heating. A TTT diagram identifies the crystalline phases that can form as a function of time and temperature for a given waste type or more specifically, the borosilicate glass waste form. In order to assess durability, the Product Consistency Test (PCT) was used and the durability results compared to the Environmental Assessment (EA) glass. The measurement of glass transition temperature and the development of TTT diagrams have already been performed for the seven Defense Waste Processing Facility (DWPF) projected compositions as defined in the Waste Form Compliance Plan (WCP). While many agencies use award fee contracts, over 95 percent of the government's spending using this contract type in fiscal year 2008 occurred at five: the departments of Defense (DOD), Energy (DOE), Health and Human Services (HHS), and Homeland Security (DHS) and the National Aeronautics and Space Administration (NASA). In December 2007, the Office of Management and Budget's (OMB) Office of Federal Procurement Policy issued guidance to chief acquisition officers and procurement executives across the government that echoed several recommendations we made in 2005 on the use of award fees and emphasized positive practices to be implemented by all agencies. GAO's statement today is based on our May 29, 2009, report, Federal Contracting: Guidance on Award Fees Has Led to Better Practices But is Not Consistently Applied (GAO-09-630). War in Afghanistan: Strategy, Military Operations, and Issues for Congress

The character of the war in Afghanistan evolved from a violent struggle against al Qaeda and its Taliban supporters to a multi-faceted counterinsurgency (COIN) effort. This report provides an examination of the war's background, context, and early execution; an analytical discussion of the COIN war to date, including strategy, organization, participation, and key facets of the effort including population security, advising the Afghan National Security Forces (ANSF), counter-narcotics, reconciliation, community outreach, and civil-military coordination; and an analysis of major strategic and operational issues and options that the 111th Congress may opt to consider.
