Recommendations for new monitoring wells at Everest, Kansas.

On February 15, 2007, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) submitted Recommendations for Remedial Action at Everest, Kansas. Those Recommendations were accepted by the Kansas Department of Health and Environment (KDHE) in a letter to the CCC/USDA dated March 5, 2007. The approved Recommendations document outlines a plan for systematic groundwater sampling and monitoring at Everest to provide data necessary for the critical evaluation of remedial options - including a phytoremediation alternative - for restoration of the groundwater and protection of the surface waters of the intermittent creek at this site. Phase I of the KDHE-approved monitoring plan includes the following activities: (1) Groundwater sampling at existing monitoring wells, with analyses for volatile organic compounds (VOCs) and selected biodegradation parameters; (2) Sampling of surface waters along the intermittent creek for VOCs analyses; and (3) Periodic manual measurement and automated recording of groundwater and surface water levels in the vicinity of the intermittent creek. The locations selected for groundwater and surface water sampling and analyses under the approved monitoring program were determined in consultation with the KDHE. Past Decimal Counting with Binary-Decimal Logic

Speed limits of decimal counting schemes based on binary-to-decimal conversion are considered. A simple "1-2-4-8" decimal logic is described, which is inherently as fast as the basic bistable. A decade for counting in 100-200 Mc/sec range, based on this logic and the tunnel diode-transistor bistable, is presented.

HRT Reactor Hazards

Several potential hazards that have been recognized and anticipated in the design and fabrication of the pressure vessel in the Homogeneous Reactor Test are discussed. These hazards results from the high operating pressure and temperature of the reactor, the exposure of the reactor vessel material to potential embrittlement and other affects of fast-neutron irradiation, and the need for containment of corrosive flowing liquids. The steps taken in recognition of these hazards are also discussed. The applicability of present codes to the reactor vessel fabrication is considered. Additional fields are suggested where recommended practices developed by code writing bodies could assist in development-type reactor design and fabrication.

Tory II-A Instrumentation System : Brief Description

Abstract. The Tory II-A reactor is a small, air cooled, high power-density reactor which is to operate at quite high temperatures. Design of the reactor is essentially complete. First operation is scheduled for late 1960 at the Nevada Test Site of the Atomic Energy Commission. Since the reactor is unshielded, the control room which houses the recording and indicting equipment is located approximately two miles from the test bunker. Signals from reactor and facility transducers are amplified in the test bunker and transmitted by cable to the control point. The kinds of quantities measures include neutron flux level, temperatures, pressures, vibration amplitudes, strain and air mass flow rate. The recording and indicating system is centered around 258 channels of 1.5 cycle per second, pulse-width modulation tape recording equipment and 72 channels of 120 cps, analogue strip-chart records. In addition, there is a number of the usual meters, scalers and slow-response strip-chart recorders.

Military Housing: DOD Needs to Address Long-Standing Requirements Determination Problems

A letter report issued by the General Accounting Office with an abstract that begins "This report reviews the Department of Defense's (DOD) family housing program. GAO discusses (1) whether DOD has implemented a standard process for determining the required military housing based on housing available in the private sector and (2) how an increase in the housing allowance is likely to affect the need for housing on military installations over the long term. Despite calls from Congress, GAO, and DOD's Inspector General, DOD has not introduced a standard process for determining military housing requirements. DOD and the services have worked to develop the framework for the process, but technical concerns, such as standards for affordable housing and commuting distance, have stalled its adoption. Increasing the housing allowance underscores the urgent need for a consistent process to determine military housing requirements because it is expected to increase demand for civilian housing and lessen the demand for military housing. From a policy standpoint, increasing the allowance better positions DOD to rely on the private sector first for housing because it removes the financial disincentive to living in civilian housing. Annual Report of Monitoring at Morrill, Kansas, in 2011.

Carbon tetrachloride contamination in groundwater at Morrill, Kansas, was initially identified in 1985 during statewide testing of public water supply wells for volatile organic compounds (VOCs). High levels of nitrate were also present in the wells. The city of Morrill is located in Brown County in the northeastern corner of the state, about 7 mi east of Sabetha (Figure 1.1). The population of Morrill as of the 2010 Census was approximately 230 (down from 277 in 2000). All residents of Morrill now obtain their drinking water from the Sabetha municipal water system via a pipeline constructed in 1991. The findings of the April 2011 and October 2011 monitoring events at Morrill support the following conclusions: (1) Groundwater flow during the 2011 review period (as in prior years) was predominantly to the south, from the vicinity of the former CCC/USDA facility toward Terrapin Creek. Automatic water level monitoring data suggest that spring precipitation and recharge represent the predominant factors affecting the local groundwater level patterns. (2) No significant changes were observed in the concentration or distribution of carbon tetrachloride in groundwater during the spring and fall 2011 monitoring events versus the spring and fall 2010 monitoring events. Management Report: Opportunities for Improvements in FHFA's Internal Controls and Accounting Procedures

Correspondence issued by the Government Accountability Office with an abstract that begins "In November 2009, we issued our opinion on the fiscal year 2009 financial statements of the Federal Housing Finance Agency (FHFA). Our report also included our opinion on the effectiveness of FHFA's internal control over financial reporting as of September 30, 2009, and our evaluation of FHFA's compliance with provisions of selected laws and regulations for the fiscal year ended September 30, 2009. The Housing and Economic Recovery Act of 2008 (HERA) created FHFA and gave it responsibility for, among other things, the supervision and oversight of the Federal National Mortgage Association (Fannie Mae), the Federal Home Loan Mortgage Corporation (Freddie Mac), and the 12 federal home loan banks. Specifically, FHFA was assigned responsibility for ensuring that the regulated entities operate in a fiscally safe and sound manner, including maintenance of adequate capital and internal controls, in carrying out their housing and community development finance mission. HERA requires FHFA to annually prepare financial statements, and requires GAO to audit these statements. HERA established FHFA as an independent agency on July 30, 2008. A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Financial Management Improvement Act of 1996 (FFMIA) requires the 24 Chief Financial Officers (CFO) Act agencies to implement and maintain financial management systems that comply substantially with (1) federal financial management systems requirements, (2) federal accounting standards, and (3) the U.S. Government Standard General Ledger (SGL). FFMIA also requires GAO to report annually on the implementation of the act. This report, primarily based on GAO and inspectors general reports, discusses (1) the problems that continued to affect agencies systems' FFMIA compliance in fiscal year 2006 and (2) the initiatives under way to help move federal financial management toward FFMIA compliance."
