This investigation is concerned with determining the extent of inservice education provided for special education personnel by the five pilot programs of Plan A. The two methods of determining this involvement are a case study of the pilot programs' inservice education and its relationship to resource agencies such as the Texas Education Agency and Regional Education Service Centers. The purposes of this study include the following: (1) determining the principles underlying the philosophy formulated by school district personnel in regard to the nature and purpose of inservice training for Plan A, (2) identifying the nature, scope, and assessment of a three-year period of inservice education for the pilot Plan A programs, (3) identifying the successful components of and the problems encountered during the three-year period of inservice education, and (4) describing recommendations for future inservice education. An attempt will be made to answer these questions: (1) Why is a guidance program necessary? (2) What steps are being taken to accomplish the objectives set forth? (3) What is considered the best method of instituting a guidance program? In answering these questions a study of the guidance programs in a few of the leading cities and states of the United States has been taken into consideration. The best possible method or combination of methods will be recommended. This method will be compared with the program of guidance now in operation in the Waco High School, Waco, Texas.

The problem of this study is that of developing a program of study of Mexican literature at the graduate level at North Texas State University. The study of literature and culture is approached by probing into the influences on the thinking of the Mexican and by using an in-depth study, rather than an "anthology" approach to teaching. The findings of the study indicate a need for an upper level course in Mexican literature at North Texas State University. Therefore, the following recommendations seem appropriate: (1) that North Texas State University initiate a course in Mexican literature which may be utilized by both students in the Department of Foreign Languages and Literatures and students in the Bilingual/Bicultural Education program; (2) that the course be made available to both graduate and upper-level students; (3) that oral communication be emphasized in the course and that student participation in the target language be maximized.

The problem of the study was to determine whether a controlled program of reading instruction at the eighth grade level produces superior and retained improvement in rate and comprehension as compared with the usual classroom procedure.

The problem of this study was to analyze the teaching of religion in the state universities of Texas. The purposes of the study were (1) to describe instructors of religion, (2) to describe programs of chairs of religion, and (3) to examine the points of view of administrators who regulate Bible Chairs. The findings of the study are presented in five chapters. Chapter I is an introduction delineating the procedure taken in the study. Chapter II is an historical review of the literature and supplemental data. Chapter III outlines the process of data collection. Chapter IV contains a presentation of findings from university catalogs, instructors' information sheets, and data from questionnaires.

This research had three main purposes. The first was to determine some of the major characteristics of elementary teachers. Second was to see how student teachers and supervising teachers perceive the importance of certain characteristics of elementary teachers. The third was to discover what changes result in the perceptions of student teachers as to the importance of these characteristics after completing student teaching.

This study is concerned with the problem of determining the competencies which inservice kindergarten teachers and kindergarten-teacher trainers consider most important for teaching kindergarten. There are four purposes of the study: to identify specific competencies needed to teach kindergarten, to determine the teacher competencies considered most important by kindergarten teachers, to determine teacher competencies considered most important by teacher trainers, and to compare the rankings of teacher competencies by kindergarten teachers and kindergarten-teacher trainers.

Based on the position that perceptions about roles and functions within organizations affect the operational goals of those organizations, this study vas conducted to determine differences in perceptions among educational personnel in large Texas school districts as to the operation of purchasing departments. The data generated by the present study support the conclusions stated below: 1. All employee groups questioned feel that there is a significant discrepancy between current and ideal practices in purchasing departments. 2. Any tendency to protect the status quo appears to be limited to those involved with the purchasing system in its design and operation. 3. Being more closely associated with classroom operations causes a greater discrepancy in how purchasing department practices are viewed. 4. Secondary Teachers were either more intensely in favor of change or more willing to express opinions. 5. There exists the tendency to lose rapport with teachers the more removed one is from the classroom. 6. Communications gaps exist between purchasing departments and those in classroom operations.

The problem of this study was to determine perceived relationships between higher education institutions in Texas and daily newspapers and television stations in the state. It also was to determine roles, responsibilities, and priorities of college information office representatives.

The problem of this study is that of comparing certain physical fitness and anthropometric measures for early adolescent Mexican-American and Anglo-American males. The purposes of the study are to determine if Mexican-American and Anglo-American males differ in physical fitness or anthropometric measures; to determine if the relationships between age and physical fitness, age and arthropometric measures, and anthropometric measures and physical fitness items are significantly different for Mexican-American and Anglo-American males; to compare the rate of maturation for pre-adolescent Mexican-American and Anglo-American males in physical fitness items and anthropometric measures.

The problem of this study was to evaluate the quality of service and the adequacy of financial support by the State of the Texas public school transportation system and to indicate what improvements, if any, are needed in order to met ideal standards.

The problem of this study was the development of a concept of secretaryship as a guide for the development of community college secretarial programs. The particular interest was with those colleges located in oil-field areas. The purposes were fivefold: (1) to study the historical significance of the concept as an indispensable part of business; (2) to determine the current meaning and significance of the concept within business and industry; (3) to develop certain fundamental philosophies emerging from the study; (4) to develop a comprehensive concept of secretaryship; and (5) to make recommendations for studies leading to modifications that might be considered in the community college programs of business education.

This study is concerned with the administrative and educational contributions of Don Heath Morris to Abilene Christian College. The aim of this investigation is to ascertain the purposes of those who founded Abilene Christian College and to study the effects of the philosophy and work of Don H. 'Morris on the school. Attention is also given to the changes that occurred in Morris' philosophy as he adjusted to the vicissitudes of a growing college during a period when American higher education was making dramatic changes. Perhaps the outstanding quality of Don H. Morris as a college administrator was his persistence and single-mindedness in pressing for the achieving of the school's goals. He had the ability to see a goal clearly and to work toward it tirelessly. He never allowed the burdens of office that might have deterred a less committed and determined person to come between him and his devotion to the purposes of the school. Morris' basic philosophy of Christianity and Christian education was matured and intensified during his years at Abilene Christian College. His life was fulfilled in his work at Abilene Christian College, and Abilene Christian College bears the lasting impression of his personality and philosophy.

The problem of this study is to analyze some of the effects of selected ESEA, Title III, PACE projects on the educational processes in Texas.

The focus of this study was the status of accounting instruction in public junior (community) colleges in the United States. The purposes were: (1) to make a survey and comparison of the accounting instruction which was being offered by the four types of post-secondary public institutions as listed in the Directory of Junior Colleges, (2) to determine the extent to which specially prepared materials were being utilized, (3) to determine the methods of instruction which were being utilized, and (4) to determine the work experience and educational level of the average full-time instructor who taught accounting in these institutions. The following conclusions have been drawn from an analysis of the findings: 1. The post-secondary institutions in the United States have accepted the challenge to provide technical accounting instructional programs provided this acceptance is indicated by the number of courses in accounting offered. 2. Although the institutions reported extensive offerings of different accounting courses, the instructional materials and methods were found to be the same as those in traditional accounting classes at four-year institutions which offer only degree programs in accounting. 3. This biography of Prince Elmer Shotwell particularly emphasizes his contributions to Texas interscholastic athletics, to the University Interscholastic League, and to the Texas High School Coaches' Association. Data for this life study are from both primary and secondary sources, human and documentary as well. Shotwell's personal files and scrapbooks are used extensively, and supplementary data come from biographical data forms and tape-recorded personal interviews. The study includes biographical data of Shotwell's youth, educational background, marriage, and his endeavors in the teaching and coaching fields.The study discloses that Shotwell made contributions in various modes throughout his more than fifty years in the profession. Most of his professional endeavors were superimposed by his consistent personality traits of enthusiasm, industry, intensity, and persistence.

The problem of the study was to determine the effectiveness of an in-service education program as a means of providing qualified foreign language teachers for elementary schools. Specifically, the problem was concerned with a statistical comparison of the achievement of two groups of pupils. One group was composed of fourth-grade pupils who were taught Spanish by teachers who had had a maximum of three college hours in Spanish and who had participated in an in-service education program. The other group was composed of fourth-grade pupils whose teachers had had a minimum of twelve college hours in Spanish but had not participated in an in-service education program.

The problem with which this investigation is concerned is that of providing research on the development of the Coordinating Board, Texas College and University System, and to describe the manner in which it presently functions.

The problem of this study is threefold: (1) to determine whether the sick leave policies and practices differ significantly between school districts of different sizes; (2) to determine whether there is significant relationship between the number of days of sick leave allowed and the number of days taken by teachers; and (3) to determine whether significant trends in sick leave policies and practices can be detected between the years 1957 and 1960.

Trends between thirty position qualifications and proficiency with children, proficiency with staff, education, age, sex, and length of service were examined, trends between the type of institution, areas of duty, and general proficiency were also examined.
